In letters sent to both companies, the coalition of state treasurers urged the nation’s second and third largest drug distributors to take concrete steps to alleviate the heroin and opioid epidemic. Should no action be taken, each treasurer’s office would re-evaluate its financial position in the companies and strongly encourage other institutional investors to do the same. This is the second wave of actions taken by treasurers seeking greater accountability at pharmaceutical companies in the wake of the nation’s spiraling opioid crisis. In July, treasurers from West Virginia, Pennsylvania and Illinois penned a letter to drug distributor McKesson Corp. asking the company to take specific steps to address the epidemic and protect shareholder value. Days later, McKesson announced it would split the roles of Board Chair and CEO, a move applauded by the treasurers and other investors seeking more oversight and accountability at the company. “Heroin addiction is tied directly to the overuse of opioid painkillers, and the overuse of opioid painkillers is tied directly to Big Pharma,” Illinois State Treasurer Michael Frerichs said. “The industry needs to acknowledge its role in this crisis and take immediate action if we have any hope to save lives and stop this national crisis.” “The opioid epidemic has affected every community across Pennsylvania in some way, forever changing the landscape and the lives of our families, friends and neighbors,” Pennsylvania State Treasurer Joe Torsella said.

Murphy, Omar Aquino, Jennifer Bertino-Tarrant, Linda Holmes and Steve Stadelman) Purpose The state’s unprecedented fiscal challenges require a full weighing of outstanding vouchers and the ramifications of the $12 billion-plus unpaid bill backlog. House Bill 3649/Senate Bill 1652 seeks to provide a more accurate accounting of bills being held by each state agency and the late interest penalties the state is accruing. Background: After appropriations are made and services are provided, each state agency sends bills to the Comptroller for payment. However, if vouchers for payment are held at the agency level due to a lack of appropriation or processing delays, these liabilities remain largely hidden from the Comptroller. The state’s Prompt Payment Act, which assigns a 1% per month penalty to bills that are 90 days past due, applies to a currently unknown number of the bills being held by the agencies.

Lee on Appomattox, Virginia. Upon General Grainger’s arrival in Texas soil, he issued Generals Order No. 3; and WHEREAS, this order officially declared the immediate release and freedom of the remainder of slaves located in Texas; and WHEREAS, slaves that were forcefully held captive for almost three (3) years after the Emancipation Proclamation was issued were finally pronounced freemen; and WHEREAS, in 1866, freedmen in Texas organized the first of what became the annual celebration of "Jubilee Day" on June 19. In the ensuing decades, Juneteenth commemorations featured music, ethnic cuisines, prayer services, and other activities; and WHEREAS, the last of the people, that were freed from slavery in Texas, made it a custom to go back to Galveston to celebrate their freedom.
