EXECUTIVE SESSION:

Motion by Mrs. Wojtowicz Seconded by Mrs. Wells to adjourn to Executive Session to discuss the following: WHEREAS, the Open Public Meetings Act, N.J.S.A. 10:4-11, permits boards of education to meet in closed session to discuss certain matters; NOW, THEREFORE, BE IT RESOLVED, that the West Essex Regional Board of Education adjourns to Executive Session to discuss Personnel, Student, Negotiations and/or Litigation matters; and BE IT FURTHER RESOLVED that public release of these discussions will occur when the need for confidentiality no longer exists.

PUBLIC NOTICE OF MEETING:

Notice of the August 28, 2017 meeting of the Board of Education was e-mailed to the Clerks of the Boroughs of Essex Fells, North Caldwell and Roseland and to the Township of Fairfield, and to the editor of The Progress on January 4, 2017 and The Star Ledger on the same day.

BOARD PRESIDENT’S REPORT: NONE

SUPERINTENDENT’S REPORT: NONE

Mr. Anthony Minnella, Athletic Director, provided all present with an update of the initiatives he and his staff have implemented, and will implement in the upcoming school year, in his department. Mr. Minnella highlighted the many athletic teams’ accomplishments for the 2016/2017 school year.

DIRECTOR OF CURRICULUM’S REPORT:

Mr. Ryan Gupta commented on receipt of the PARCC scores. Mr. Gupta commented on classroom management training the district’s new teachers attended at Kean University.

COMMENTS FROM BOARD MEMBERS: NONE

BOARD COMMITTEE REPORTS/COMMENTS:

Finance & Physical Plant Management Committee – Mrs. Egan, Chairperson, commented that the Committee met on August 14th and discussed the RFP’s received for architectural services. She stated that the Committee decided to interview three (3) firms within the next few weeks. Mrs. Egan provided an update on the traffic light installation. She commented on the following: new HP chromebook lease; change of health insurance provider; and the 2016-2017 audit.

PUBLIC COMMENTS:

Mrs. Wells opened the floor to the public for comments on agenda items by reading the following prepared statement: In accordance with Bylaw #0167, a copy of which is available on the District’s website, the Board is now opening the meeting for a period of public comment. Please remember to announce your name, place of residence, and group affiliation, if appropriate. Your statements will be limited to three (3) minutes in duration. While the Board respects the public’s right to voice any questions, concerns, or criticisms it may have regarding the conduct of the Board and/or its Administration, I want to remind you that this is a right, not an absolute and that statements that are abusive, obscene, irrelevant, overly lengthy, or interfere with the orderly progress of the meeting will not be permitted. Please remember that while you are certainly free to exercise your right to comment on issues before the Board, such comments are considered public statements and you should consider the rights of any individuals affected by those comments. The Board will, of course, consider your comments as they relate to its obligations to effectively govern the West Essex School District. Hearing none, she closed the floor and resumed the meeting.

WHEREAS, NJSA 18A:21-2 and NJSA 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the West Essex Regional Board of Education wishes to deposit anticipated current year surplus into a Maintenance Reserve Account as of June 30, 2017, and WHEREAS, the West Essex Regional Board of Education has determined that an amount up to $100,000 is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED by the West Essex Regional Board of Education that it hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

5. To approve the appointment of Anna Clancy as a substitute teacher/certificated aide assigned to the West Essex Regional School District, for the 2017/2018 school year, at the rate of $100 per day, pending receipt of mandatory paperwork.

6. To approve the appointment of Lisa Petruzzelli as a substitute teacher/certificated aide assigned to the West Essex Regional School District, for the 2017/2018 school year, at the rate of $100 per day, pending receipt of mandatory paperwork.

WHEREAS, N.J.A.C. 6A:23A-3.1 permits a board of education to include in its contract with the Superintendent of Schools, quantitative and qualitative criteria and associated merit salary bonuses in recognition of their achievement during the school year; and WHEREAS, the West Essex Regional Board of Education, in accordance with Barbara Longo’s contract, has now developed a set of annual goals for the 2017- 2018 school year; NOW, THEREFORE, BE IT RESOLVED, that the West Essex Regional Board of Education establishes the following quantitative and qualitative criteria and merit salary bonuses for their achievement; and BE IT FURTHER RESOLVED, that the West Essex Regional Board of Education directs that these criteria and related bonuses be submitted to the Interim Executive County Superintendent of Schools for approval.

Following a short recess, Board members, Administration, and all present changed venue to the Board Conference Room to pursue a discussion relative to Board Goals.

17 West Essex Regional Board of Education MISCELLANEOUS – August 28, 2017

With Mrs. Wells moderating, Board members reviewed their 2016/2017 goals. Using this discussion as a springboard, Board members formulated the following goals for the 2017/2018 school year: 1. Board member training by attending the NJSBA convention and other seminars offered throughout the year. Ms. Dias will find out if the Board is eligible to become certified. 2. Continue to strengthen and enhance Board communication with all stakeholders by making a concerted effort, through the use of a shared Board calendar in Google Docs, to have Board member coverage at every extra-curricular event.

Board members agreed that Social Media should not be used to air opinions relative to the district or any type of Board business. Board members discussed a sample policy relative to Board member use of social networks. It was decided to have the Policy Committee peruse the document and recommend further Board action.

ADJOURN: There being no further business before this Board of Education, BE IT RESOLVED that this public meeting be adjourned and that the Board enters into private session to discuss matters of personnel, negotiations and litigation with the possibility of reconvening to public session to conduct additional business.
