2020 USA Swimming Rules and Regulations RULEBOOK 2020 MAJOR LEGISLATION AND RULE CHANGES FOR 2020 (currently effective except as otherwise noted) 1. The Zone Board of Review structure was eliminated and jurisdiction was extended to the National Board of Review. (Various Articles and LSC Bylaws) 2. USA Swimming’s Rules were aligned with the U.S. Center for SafeSport’s required Minor Athlete Abuse Prevention Policies. (Various Articles) 3. Therapeutic elastic tape was specifically prohibited. (Article 102.8.1 E) [Effective May 1, 2020] 4. Three separate advertising logos are now permitted on swimsuits, caps and goggles. (Article 102.8.3 A (1), (2) & (3)) 5. For Observed Swims, the rule was eased to permit observers to simply be in a position on deck where they can properly observe the swims. (Article 202.8.4) 6. The 120 day rule was clarified. (Article 203.3) 7. The national scratch rule was changed to permit re-entry into the remainder of the day’s events of a swimmer who failed to show up in a preliminary heat. (Article 207.11.6) 8. The definition of a swimmer’s age for Zone Open Water Championships was changed. (Article 701.2) 1 DOPING CONTROL MEMBERSHIP ANTI-DOPING OBLIGATIONS. It is the duty of individual members of USA Swimming, including athletes, athlete support person- nel, and other persons, to comply with all anti-doping rules of the World Anti-Doping Agency (WADA), FINA, the USOPC, including the USOPC National Anti-Doping Policy, and the U.S. Anti- Doping Agency (USADA), including the USADA Protocol for Olympic and Paralympic Movement Testing (USADA Protocol), and all other policies and rules adopted by WADA, FINA, the USOPC and USADA. Athlete members agree to submit to drug testing by the FINA and/or USADA or their designees at any time and understand that the use of methods or substances prohibited by the applicable anti-doping rules make them subject to penalties, including, but not limited to, disquali- fication and suspension. If it is determined that an individual member may have committed a dop- ing violation, the member agrees to submit to the results management authority and processes of USADA, including arbitration under the USADA Protocol, or to the results management authority of FINA, if applicable or referred by USADA. To comply with the World Anti-Doping Code, FINA, USOPC and USADA have all amended their anti-doping rules. The rules are available at the offices of USA Swimming or may be found online at the following websites: WADA www.wada-ama.org FINA www.fina.org USOPC www.teamusa.org USADA www.usada.org All members of USA Swimming should familiarize themselves with the following: USADA Protocol for Olympic Movement Testing https://www.usada.org/wp-content/uploads/USADA_protocol.pdf USOPC Anti-Doping Policies https://www.usada.org/wp-content/uploads/USOC_anti-doping_policies.pdf The 2020 List of Prohibited Substances and Methods is available on the websites listed above and at www.usaswimming.org. This list will take effect on January 1, 2020. All athletes should check the status of all medications they plan to take PRIOR to taking them. This includes over-the-counter and prescription medications. It is the responsibility of the athlete to ensure that no prohibited substance enters his/her system. The United States Anti-Doping Agency (USADA) offers a Drug Reference Line (719-785-2000) and a Drug Reference Online (www.globaldro.com) where athletes, coaches, athlete support personnel, parents and medical professionals may check to ensure that proper documentation is on file for their medications and that they are consuming medications that are permitted. Dietary supplements are considered “Take at Your Own Risk” as claims made by the manufacturers/distributors of dietary supplements regarding the effectiveness or contents of their products are not strictly regulated by the U.S. Food and Drug Administration. Any commercial dietary supplement is susceptible to containing substances that may appear on the Prohibited Substance list(s) of FINA and/or the World Anti-Doping Agency. These substances may not be listed on the ingredients label of the product. Athletes and Athlete Support Personnel should visit USADA’s Supplement 411 website for detailed information regarding the supplement industry (including a high-risk list): https://www.usada.org/athletes/substances/supplement-411/ Athletes are also strongly encouraged to check every ingredient of every product they plan to consume, as prohibited substances may be listed as ingredients. 2 U.S. CENTER FOR SAFESPORT The U.S. Center for SafeSport helpline and resources may be found online at www. uscenterforsafesport.org.     David Marsh Head Coach Team Elite SwimMAC Carolina Head Coach David Marsh started Team Elite upon his arrival at SwimMAC Carolina in the spring of 2007. With the support of and in conjunction with the United State Olympic Committee and USA Swimming, Marsh wanted to positively impact and address the needs of the primary American medal-producing group, the post-graduate swimmer. The much sought after Marsh quickly rose through the ranks of USA Swimming and college coaching making the one consistency in his career winning. Known as one of the winningiest coaches in the country, Marsh’s vision was to model for the rest of the country a center of excellence that provided an experience for all with measurable results. He would go on to develop a success begets success model in which an Elite Team, prepping for the 2012 Olympic Games, would model “good” to young aspiring swimmers from SwimMAC Carolina. The two-time Olympic coach has directly coached over 34 Olympians who have won 27 medals. The Miami, Fla. native and 1981 graduate of Auburn University, Marsh went on to be an SEC champion in the 100 backstroke on a team that featured Rowdy Gaines. Later in Marsh’s career Gaines would swim for him in an attempt to qualify for the 1988 Olympic games. Following graduation from Auburn, Marsh stayed on to coach for four seasons before leaving for Atlanta as the head coach of Dynamo Swim Club. He then moved to Las Vegas in an effort to change the sport of swimming starting the Las Vegas Gold.

    SENATE JOINT RESOLUTION 48 By Massey A RESOLUTION to honor and congratulate Davis Tarwater upon winning a gold medal in swimming at the 2012 Summer Olympic Games. WHEREAS, it is fitting that the members of this legislative body should recognize those citizens who, through their determination, ability, and endurance, have distinguished themselves as champions in the realm of international athletic competition; and WHEREAS, one such dynamic athlete is Davis Tarwater, who won a gold medal in swimming at the London 2012 Summer Olympic Games; and WHEREAS, the first-time Olympic swimmer posted the second-fastest time in the 4x200 freestyle relay semi-finals and, though he did not have the opportunity to compete in the finals, he proudly cheered on teammates Michael Phelps, Ryan Lochte, Ricky Berens, and Conor Dwyer as they carried the team through to a gold medal; and WHEREAS, a University of Michigan graduate, Mr. Tarwater attended Webb School of Knoxville, where he was a nine-time High School All-American and the 2002 High School Swimmer of the Year; and WHEREAS, his many accomplishments aside, Mr. Tarwater is most grateful for the love and support of his parents, brother, and sister, who all traveled from Knoxville to London to see him compete; and WHEREAS, this General Assembly is proud to salute the accomplishments of those exemplary individuals who serve as excellent role models of the value of hard work, diligence, dedication, and composure under pressure; now, therefore, BE IT RESOLVED BY THE SENATE OF THE ONE HUNDRED EIGHTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE HOUSE OF REPRESENTATIVES CONCURRING, that we hereby honor Davis Tarwater upon winning a gold medal in swimming SJR0048 001148 -1- at the 2012 Summer Olympic Games, recognize his determination, exceptional skill, and innate talent, congratulate him on his many significant athletic and personal achievements, and extend to him our heartfelt wishes for every future success and happiness.

    Swimming and Diving DIVISION I MEN’S Highlights California cruises to fi rst title in 31 years; Team clinches title by winning 400-yard freestyle relay: The California men’s swimming team, powered by titles by senior Nathan Adrian and a victory in the 400-yard freestyle relay during the fi nal day of the meet, earned its third national championship by winning the 2011 NCAA Men’s Swim- ming and Diving Championships March 24-26 at Minnesota. The Golden Bears, led by fourth-year coach David Durden, won their fi rst NCAA team title in men’s swimming since capturing back-to-back titles under Nort Thornton in 1979-80. In a dramatic conclusion to its national title run, Cal’s 400 free relay team of senior Graeme Moore, senior Josh Daniels, sophomore Tom Shields and Adrian won the meet’s fi nal event with a time of 2:47.39 to give the Bears a 493 to 470½ point victory over Texas in the team standings. Stanford placed third in the meet with 403 points. Texas won two events, but couldn’t fully overcome a 63½ -point defi cit at the start of the fi nal day to win the team title. Earlier on the fi nal day, Adrian won his second title of the NCAA meet by capturing the 100-yard freestyle for the third straight year, recording a time of 41.10. He is the third Cal athlete to win the national title in the 100 free three years in a row, joining Olympic gold medalists Matt Biondi (1985-87) and Anthony Ervin (2000-02).
