    Annex 3 Matters on the SDC Notice Boards Reply from the Southern District Office The consolidated reply from the Southern District Office (SDO) is as follows: Current Position 2. Currently, there are 23 notice boards for the Southern District Council (SDC). Setting aside South Horizons East and South Horizons West where there are no notice boards, the number of notice boards in each constituency ranges from one to five. The distribution and design of the notice boards are given at Appendix. 3. The notice boards measure approximately 105 centimetres (cm) in width by 77 cm in height and can at most accommodate about four sheets of A3 paper. Currently, the notice boards are primarily used for displaying the list of SDC members with contact details, the meeting agenda of the Full Council and its committees, as well as publicity materials of district activities of SDO or the Leisure and Cultural Services Department put up by SDO based on the actual situation. The relevant work is arranged by SDO and the information displayed on the notice boards is standardised across all the boards. The repair and maintenance of notice boards is within the ambit of the District Minor Works projects under the items of “Safety inspection, cleansing and related repair to minor works facilities in the Southern District” and the “Minor improvement works”. SDO will clean the notice boards and update their content six times a year, i.e. about once every two months. As the SDC Secretariat does not have specific resources to carry out the routine work for the notice boards, the notice boards are currently used under the established principles of simplicity and consistency so as to meet the basic needs.

    2016 Legislative Council General Election Summary on Free Postage for Election Mail 1. Conditions for Free Postage (i) A list of candidate(s) for a Geographical Constituency or the District Council (Second) Functional Constituency, or a candidate for a Functional Constituency who is validly nominated is permitted to post one letter to each elector of the constituency for which the list / or the candidate is nominated free of postage. (ii) Specifically, the letter must: (a) be posted in Hong Kong; (b) contain materials relating only to the candidature of the candidate or candidates on the list, and in the case of joint election mail, also contain materials relating only to the candidature of the other candidate(s) or list(s) of candidate(s) set out in the “Notice of Posting of Election Mail”, at this election concerned; (c) not exceed 50 grams in weight; and (d) be not larger than 175 mm x 245 mm and not smaller than 90 mm x 140 mm in size. (iii) As a general requirement, a candidate should publish election advertisements in accordance with all applicable laws and the “Guidelines on Election-related Activities in respect of the Legislative Council Election”.     CB(1) 628/09-10(12) For discussion on 15 December 2009 Legislative Council Panel on Environmental Affairs 341DS – Harbour Area Treatment Scheme, stage 2A – upgrading of Stonecutters Island sewage treatment works and preliminary treatment works PURPOSE Subsequent to approval by the Finance Committee (FC) for the upgrading of part of 341DS to Category A in June 2009, this paper seeks Members’ support for our proposal to upgrade the remaining part of 341DS to Category A at an estimated cost of $7,928.9 million in money-of-the-day (MOD) prices prior to submission to the Public Works Subcommittee (PWSC) for consideration with a view to seeking funding approval by the FC. BACKGROUND 2. The Harbour Area Treatment Scheme (HATS) involves the implementation of an integrated sewerage system for collecting and treating sewage generated around the Victoria Harbour in an efficient, effective and environmentally sustainable manner. The implementation of HATS proceeds in two stages. Completed in 2001, HATS Stage 1 now collects 1.4 million cubic metres (m3) of sewage generated daily in Kowloon and north-eastern Hong Kong Island (representing about 75% of the total sewage generated from the harbour catchment) via deep tunnels to the Stonecutters Island sewage treatment works (SCISTW) for centralised treatment before disposal. 3. The remaining 450 000 m3 of sewage currently generated within the areas from North Point to Ap Lei Chau which are not handled by HATS Stage 1 (i.e. the remaining 25%) would be collected and transferred to the expanded SCISTW for centralised treatment under Stage 2A.     LC Paper No. CB(1)949/16-17(05) For discussion on 22 May 2017 LEGISLATIVE COUNCIL PANEL ON ENVIRONMENTAL AFFAIRS Tackling Marine Refuse PURPOSE This paper briefs Members on the progress of the Government’s efforts in tackling marine refuse over the past two years and the way forward. BACKGROUND 2. To co-ordinate and enhance efforts among the relevant government departments in tackling the marine refuse problem, the Government set up an Inter-departmental Working Group on Clean Shorelines (the Working Group) in November 2012. In 2013-14, the Environmental Protection Department (EPD) conducted a Marine Refuse Study (the Study) to investigate the sources, distribution and movement of marine refuse, and to suggest measures to further improve the cleanliness of our waters and shorelines. Findings of the Study were released and uploaded to the thematic website1 named “Clean Shorelines” in April 2015. The Panel on Environmental Affairs of the Legislative Council was briefed in June 2015 on the Study’s key findings and recommendations, with details set out in LC Paper No. CB(1)995/14-15(04). IMPLEMENTATION PROGRESS OF IMPROVEMENT MEASURES 3. Having considered the recommendations made under the Study, member departments under the Working Group have been taking forward a series of specific actions since April 2015. They include enhancing efforts to remove refuse from the marine environment; providing support measures and facilities to reduce the amount of refuse entering the marine environment; launching publicity and educational campaigns; and conducting regulatory and enforcement actions.
