SDSPC Paper No. 4/2020 Annex Progress Report for the Southern District Signature Project – Eye Examination Scheme ( From 01/04/2020 to 30/09/2020 ) 1. Purpose This document aims to report on the progress of the Eye Examination Scheme during the first half year of 2020/21 financial year. 2. Background In 2013, the Government introduced the Signature Project Scheme (“SPS”) under which $100 million has been earmarked for each District Council to undertake large-scale and sustainable project(s) that would address the needs of the district. The Southern District Council (SDC) decided to adopt the Eye Examination Scheme (“the Project”) as one of its two SPS projects and endorsed the proposal for engaging The University of Hong Kong (“HKU”) as the partner organisation for the Project in November 2017. On 1 June 2018, the Finance Committee of the Legislative Council approved the funding application of HK$49,700,000 for the purpose of implementing the Project. The Department of Ophthalmology of The University of Hong Kong has established an ophthalmic examination centre (“the Centre”) at Southern District Office (“SDO”)’s Wah Kwai Sub-office to provide free and comprehensive ophthalmic examination services for Southern District residents aged 50 or above. The Eye Examination Scheme has been officially launched on 20 May 2019. 1 3. Service Summary By 30 September 2020, a total of 3669 qualified Southern District residents have received ophthalmological examination under the scheme. The overall attendance rate was 83.3%. Out of the total, 671, 354, and 259 participants were diagnosed with cataract (18.29%), glaucoma or suspected glaucoma (9.65%), and macular and retinal diseases (7.06%), respectively. Currently, 3.29% of all eligible residents have undergone eye screening through our programme. Among the sub-districts, (D05) Lei Tung II, (D07) South Horizons West, and (D08) Wah Kwai have the highest participation rates so far, all being over 5% of their eligible population. Service Suspension in Response to the Risks of Coronavirus Disease 2019 (COVID-19) 5.1 Suspension of service Suspension Period: 29 Jan 2020 to 22 May 2020 On 26 Jan 2020, with increasing threat of a COVID-19 outbreak in the community, the HKSAR Government raised the response level under the “Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance” (“the Preparedness and Response Plan”) to Emergency Response Level with immediate effect. Coinciding with this and the general situation in Hong Kong at the time, the Centre was closed from 25 Jan 2020. A total of 504 participants had registered during the suspension period. With the adoption of social distancing and widespread use of face-masks, there were initially few new COVID-19 cases with confirmed or suspected community transmission. Therefore, service resumption was sought and approved by HKU Health System and Southern District Council (SDC), and the service resumed on 25 May 2020. Priority booking service was given to the affected participants during the suspension period. Among those, 493 participants were re-scheduled and completed their eye check in Jun-2020, while 11 participants cancelled their booking. Online and phone booking service resumed on 10 Jul 2020. Suspension Period: 20 Jul 2020 to 28 Aug 2020 In light of confirmed community outbreaks of COVID-19 in late July 2020 reported by the HKSAR Government, HKU Health System, in consultation with Southern District Council, decided to re-suspend the operation of the Centre from 20 July 2020. After the situation became relatively stable again in mid-August 2020, the Centre resumed service on 31 August 2020 after discussing with HKU Health System and Southern District Council. A total of 340 participants were affected during this period, and all were successively rescheduled. Among them, 230 have completed their eye check in Sep 2020. Online and phone booking service will resume on 9 Oct 2020. 5 5.2 Ongoing monitoring of the outbreak and plans for resumption of service With the unpredictable ongoing COVID-19 pandemic situation, the following criteria were adopted as indicator for service suspension: i. Special work arrangement announced by the HKSAR Government; or ii. Confirmed COVID-19 patients visited the Centre in the past 14 days; or iii. Service suspension for 3 days for cleaning of Centre when confirmed COVID-19 infection of staff; or iv. If HKU Health System, HKU Department of Ophthalmology, and the SDC all agreed that the COVID-19 community transmission risk is too high to continue service. The following actions will be taken immediately to implement the service suspension: i. Immediately suspending online and phone booking for new appointments; ii. A notice of service suspension (in Chinese and English) to be placed at the Centre entrance on the same day; iii. Participants with existing bookings are promptly informed personally via telephone regarding the cancellation of their appointment; iv. Affected participants with cancelled bookings will be informed that they would be given choice of priority booking once service is resumed. Each of these participants would be offered one of two dates set in two different months for their rescheduled appointment. The participants would be informed that should they decline the offer, they would have to make a new booking without priority in the future; v. The hotline will be attended to as usual during regular office hours to address any questions from the public. HKU Health System will conduct bi-weekly review to decide whether to continue service suspension during the suspension period. The following criteria for resumption of service were adopted to reduce the risk of COVID-19 transmission among participants at the Centre: i. The HKSAR Government downgrade the response level under the Preparedness and Response Plan; or ii. A lack of new COVID-19 cases with confirmed or suspected community transmission in Hong Kong for the last 14 days; or iii. If HKU Health System, HKU Department of Ophthalmology and the SDC all agreed that the COVID-19 community transmission risk is low enough to safely resume service. 6 5.3 Risk Assessment and Infection Control Implementation Our aim is to continue or resume service when the risk of community transmission is acceptably low, and as an additional safeguard, a designated infection control coordinator will ensure all medical and technical staff of the Centre are well versed in the upgraded infection control measures.

    Annex 3 Matters on the SDC Notice Boards Reply from the Southern District Office The consolidated reply from the Southern District Office (SDO) is as follows: Current Position 2. Currently, there are 23 notice boards for the Southern District Council (SDC). Setting aside South Horizons East and South Horizons West where there are no notice boards, the number of notice boards in each constituency ranges from one to five. The distribution and design of the notice boards are given at Appendix. 3. The notice boards measure approximately 105 centimetres (cm) in width by 77 cm in height and can at most accommodate about four sheets of A3 paper. Currently, the notice boards are primarily used for displaying the list of SDC members with contact details, the meeting agenda of the Full Council and its committees, as well as publicity materials of district activities of SDO or the Leisure and Cultural Services Department put up by SDO based on the actual situation. The relevant work is arranged by SDO and the information displayed on the notice boards is standardised across all the boards. The repair and maintenance of notice boards is within the ambit of the District Minor Works projects under the items of “Safety inspection, cleansing and related repair to minor works facilities in the Southern District” and the “Minor improvement works”. SDO will clean the notice boards and update their content six times a year, i.e. about once every two months. As the SDC Secretariat does not have specific resources to carry out the routine work for the notice boards, the notice boards are currently used under the established principles of simplicity and consistency so as to meet the basic needs.

    Consultancy Agreement No. NEX/2301 South Island Line (East) Environmental Impact Assessment 2. Project Description 2.1 Project Background The South Island Line (SIL) was originally proposed as part of the Second Railway Development Study (RDS-2) completed in May 2000 as an extension to the existing railway network to serve the Southern District of Hong Kong. In June 2002, MTRCL submitted a preliminary proposal for a medium-capacity SIL, which involved a monorail system looping from University Station of the planned West Island Line (WIL) to the southern part of Hong Kong Island and back to Wanchai Station of the existing Island Line (ISL). The study identified that SIL would not be commercially viable without Government’s funding support. Subsequently, MTRCL further developed the proposed SIL as part of a Feasibility Study (FS) entitled “West Island Line and South Island Line Feasibility Study” which was completed in March 2004. After an evaluation of various alternative options, the FS recommended the implementation of the proposed SIL(E) from South Horizons to Admiralty, via intermediate stations at Lei Tung, Wong Chuk Hang and Ocean Park, for serving the Southern District and provision of a necessary depot at Wong Chuk Hang to support the operation of SIL, amongst other recommendations related to WIL. The FS also evaluated the feasibility of providing additional intermediate stations at Happy Valley and Wanchai. In February 2005, MTRCL submitted a project proposal to the Government for phased implementation of the SIL and WIL. In December 2007, the Executive Council gave the green light for MTRCL to proceed with preliminary planning and design of the SIL(E), which will be a medium capacity railway line running from Admiralty to South Horizons, with three intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung.

    2016 Legislative Council General Election Summary on Free Postage for Election Mail 1. Conditions for Free Postage (i) A list of candidate(s) for a Geographical Constituency or the District Council (Second) Functional Constituency, or a candidate for a Functional Constituency who is validly nominated is permitted to post one letter to each elector of the constituency for which the list / or the candidate is nominated free of postage. (ii) Specifically, the letter must: (a) be posted in Hong Kong; (b) contain materials relating only to the candidature of the candidate or candidates on the list, and in the case of joint election mail, also contain materials relating only to the candidature of the other candidate(s) or list(s) of candidate(s) set out in the “Notice of Posting of Election Mail”, at this election concerned; (c) not exceed 50 grams in weight; and (d) be not larger than 175 mm x 245 mm and not smaller than 90 mm x 140 mm in size. (iii) As a general requirement, a candidate should publish election advertisements in accordance with all applicable laws and the “Guidelines on Election-related Activities in respect of the Legislative Council Election”. Hence, election advertisements sent by a candidate through free postage should not contain any unlawful content.
