CONGRES Aix 2015 22-24 Juin 2015 Appels À Communications Pour Les 66 Sections Thématiques CONGRES Aix 2015 22-24 juin 2015 Appels à communications pour les 66 Sections Thématiques Date limite pour répondre aux appels à communications : 15 octobre 2014 66 Sections Thématiques pour 360 heures de débats En 2015, les Sections Thématiques (ST) conserveront une large place et un rôle structurant dans la programmation scientifique du 13ème congrès de l’AFSP. n Le Conseil d’administration a retenu 66 ST dont celles des trois groupes de projet de l’AFSP et celle organisée en partenariat avec le RC20 de l’IPSA. n Chaque ST s’organisera sur 1 à 2 sessions de 3 h chacune. n 4 créneaux de 3 h seront consacrés aux ST dans le programme du congrès. n Chaque session de ST pourra rassembler jusqu’à cinq intervenants maximum (discutants non compris). Si, aux lendemains de la seconde Guerre mondiale, l’installation de l’Etat providence et le compromis fordien ont permis de faire reculer cette insécurité longtemps caractéristique des conditions de vie des classes populaires, la fin des Trente Glorieuses et l’arrêt de la croissance marquent son retour, accentué par la crise économique de 2008. Portées par un chômage de masse qui, en France, dépasse désormais 10%, de nouvelles formes de pauvreté « disqualifiantes » sont apparues2. Parallèlement, les emplois dits « atypiques » peu qualifiés, mal rémunérés, à durée déterminée sont en plein essor, reflétant la dualisation croissante du marché du travail. En combinant pauvreté monétaire (sous le seuil de 60% du revenu médian), privation matérielle sévère et emploi de ce type, 19,3 % de la population française peut être aujourd’hui considérée comme « à risque de pauvreté ou d’exclusion sociale » et 24,2% dans l’Europe des 27. Cette évolution est liée à un cumul de facteurs structurels (désindustrialisation, tertiarisation, mondialisation .…). Mais elle est aussi accentuée par les politiques sociales, qui bénéficient avant tout aux travailleurs stables désormais appréhendés comme des « insiders » par comparaison aux « outsiders » plus exposés3. Dans les systèmes comme celui de la France où la protection sociale est la contrepartie du contrat de travail, leur proportion, liée à la probabilité d’être affecté par le chômage ou d’occuper un emploi « atypique », a pu être estimée à quelques 43% de la population active4. Avec pour objectif d’analyser les effets électoraux de ces évolutions, cette ST mobilise plusieurs traditions de recherche pourvoyeuses d’hypothèses fortes. La sociologie de la participation électorale suggère que quelle que soit la période, la privation de ressources économiques et culturelles alimente l’exclusion électorale5. D’autres travaux interrogent les effets des inégalités économiques et sociales sur l’orientation électorale. L’économie politique de la redistribution lie croissance des inégalités et vote de gauche.     Reflections Organizations and the Democratic Representation of Interests: What Does It Mean When Those Organizations Have No Members? Kay Lehman Schlozman, Philip Edward Jones, Hye Young You, Traci Burch, Sidney Verba, and Henry E. Brady This article documents the prevalence in organized interest politics in the United States of organizations—for example, corporations, think tanks, universities, or hospitals—that have no members in the ordinary sense and analyzes the consequences of that dominance for the democratic representation of citizen interests. We use data from the Washington Representatives Study, a longitudinal data base containing more than 33,000 organizations active in national politics in 1981, 1991, 2001, 2006, and 2011. The share of membership associations active in Washington has eroded over time until, in 2011, barely a quarter of the more than 14,000 organizations active in Washington in 2011 were membership associations, and less than half of those were membership association with individuals as members. In contrast, a majority of the politically involved organizations were memberless organizations, of which nearly two-thirds were corporations. The dominance of memberless organizations in pressure politics raises important questions about democratic representation. Studies of political representation by interest groups raise several concerns about democratic inequalities: the extent to which representation of interests by groups is unequal, the extent to which groups fail to represent their members equally, and the extent to which group members are unable to control their leaders. Moore, No. 19- cv-15941 (N.C. Super.), to perform statistical analysis regarding North Carolina’s disenfranchisement of persons who are currently on probation or post-release supervision following a felony conviction in North Carolina state court. This report sets forth my analysis and conclusions. Qualifications I currently hold the Richard J. Richardson Distinguished Professorship in Political Science at the University of North Carolina at Chapel Hill. I received my BA, MA, and PhD degrees in political science at the University of Michigan (1980, 1983, 1986). I have been a faculty member since 1986 and have taught at the University of Iowa, Texas A&M University, Penn State University, and UNC-Chapel Hill, where I moved in 2009. I regularly teach courses at all levels and many of those courses involve significant instruction in research methodology. My research generally involves statistical analyses of public policy problems, often based on originally collected or administrative databases. I have published over a dozen books and more than 80 articles in peer-reviewed journals. I have been fortunate to receive a number of awards for my work, including six book awards, awards for database construction, and so on. Drawing upon a philosophically grounded instrument, an updated version of the Discourse Quality Index (DQI), it explores how capable European citizens are of meeting delib- erative ideals; whether socio-economic, cultural and psychological biases affect the ability to deliberate; and whether opinion change results from the exchange of arguments. On the positive side, EuroPolis shows that the ideal deliberator scoring high on all deliberative standards does actually exist, and that participants change their opinions more often when rational justification is used in the discussions. On the negative side, deliberative abilities are unequally distributed: in particular, working-class members are less likely to contribute to a high standard of deliberation. Confronted with a malaise of democratic governance and the disenchantment of citizens with politics, recent years have witnessed a worldwide boom in participatory and deliberative citizen events. The idea is that democratic innovations might not only help to narrow the gap between politicians and citizens but also serve as a policy-consultation device.   • African-American Conventional and Unconventional Political Participation
    CSD Center for the Study of Democracy An Organized Research Unit University of California, Irvine www.democ.uci.edu Common fate is considered essential to black collective identity, solidarity, and mobilization. 1 Tate (1991, 1994, 2003), for example, finds that feelings of common fate and Black identity increases Black rates of political participation. Citing a recent survey of African Americans nationwide, Bobo, Dawson, and Johnson (2001) emphasize the “durable two-ness of the African-American experience” as indicated by the continued strong feelings of common fate among “nearly a third of the black population.” Sociological theories have long held that collective identity and feelings of solidarity are critical to protest and movement participation (Melucci 1988:334; Hunt and Benford 2004:437; Klandermans 2004:366-367). Polletta and Jasper (2001:3) define collective identity as “an individual’s cognitive, moral, and emotional connection with a broader community, category, practice, or institution. It is a perception of a shared status or relation.” Derived from group membership in a social category that similarly experiences social relations (Tilly 2002:19), collective identity is a “shared sense of ‘we-ness” (Hunt and Benford 2004:440), and “common cause, threat, or fate” (Snow 2001:2214). While, empirically, this study aims to increase our knowledge of political participation among African Americans, it also seeks to expand our methodological approach and theoretical understanding concerning the relative importance of collective identity in predicting the likelihood of political participation. This paper expands upon the considerable body of work that asks why some individuals choose to participate in political activities while others do not.
