WELCOME Carl Scholtz welcomed members to the meeting. Presentations were not done at the meeting as neither Petro Vos nor Dragana Ristic was able to do presentation at this meeting. Presentations will be done at the November meeting. 2. ATTENDANCE AND APOLOGIES All members introduced themselves. Local and district municipal representatives were welcomed in particular. 3. MINUTES OF PREVIOUS MEETING The minutes were accepted with the following amendments: • Page numbers to be added • 9.3 Klingenberg 4. MATTERS ARISING N Proof of payment 4.1 Safripol confirmed a payment in December 2008. F Checkers dam situation 5.4.2 • A safety risk exists. • The Metsimaholo Local Municipality is requested to Nonhlanhla 12 Nov 09 give feedback at the next meeting regarding the Sgudu impact on water quality at the Checkers dam. • A quotation obtained by Rejuvenation of Metsimaholo to solve the problem permanently came to R13 million. • Carl Scholtz said the maintenance issue should be dealt with through the MLM Technical Department. • Gerhard Homan, Fezile Dabi said sewage spills is a problem as it runs into the Bird Sanctuary. • Both Tom du Toit from SAVE and Henk Beyleveld from the Department of Health asked the MLM to respond in writing how they intend to solve the problem. Carl Scholtz said that the water quality issue be determined first and that the LTF then take the matter up with the MLM. M Ground water studies 5.1.1 The Technical Committee reported that progress is noted. Borehole data will form a network of ground water data for the LTF. Each water user should carry out bore hole monitoring. It creates a snapshot of ground water monitoring in the catchment. LTF minutes 13 Aug 09 Page 2 of 18 M Sewage increase during 2010 Soccer World Cup 6.2 The 2010 risk still exists. Infrastructure demands on Sasolburg should be low as it isn’t a major venue. Phillemon Khwinana from DWEA said it hasn’t been considered elsewhere in the country. M 7 The Technical Committee will look in more detail at Technical 12 Nov 09 water quality reports. Rand Water feedback was Committee given. M Dennis Boden was visited. His health has improved to 9.3 the extent that he is back at work. A biltong basket was taken to him and he thanked LTF members for him being in their thoughts. 5. WATER USER REGISTRATION PRESENTATION Phillemon Khwinana from DWEA did a presentation on the water user registration process. Pamphlets were also distributed on the matter. Tom du Toit asked if the blue scorpions are enough to “police” the country. He would like feedback from DWEA. Pollution reports can be submitted to DWEA [email protected] All users were reminded that forms have to be submitted by the end of August. 6. COMMITTEE UPDATES 6.1 TECHNICAL COMMITTEE UPDATE Ann Naidoo reported. Driefontein dam concerns A meeting was held with Omnia. A brick making company seems to be to blame. Sulphates in Leeuspruit on the incline and will need attention. 6.2 FINANCIAL / ADMIN COMMITTEE An income/expenditure statement was shared with the Elsabe Ras 12 Nov 09 meeting. A copy will be attached to the Forum minutes. Gives indication of the budget. It is understood that there might be difficulties to obtain donations. Safripol confirmed they made a payment in December 2008. The other payment could be Omnia. Further events will be planned i.t.o. donations. 6.3 PUBLIC RELATIONS Bulk SMS registered. EMR to send mail to LTF members Elsabe Ras 12 Nov 09 to add names to identified stakeholders. All members 6.4 POLLUTION INCIDENTS LTF minutes 13 Aug 09 Page 3 of 18 Sasol hosts toll free number for all pollution incidents in the area. This gets directed to relevant industries. Incidents: Tom du Toit from SAVE reported: Tom du Toit • Neels du Plooy near Holly Country is affected by Carl Scholtz 12 Nov 09 sewage spillage. Will be referred to Carl Scholtz. • Yellow fish paradise fish dying, sores and injuries. Hasn’t been reported to DWAE. Task team does work on killed fish. SAVE has contact numbers. Bedworthpark dam fish kill due to chemical in somebody’s garden. Emfuleni municipality possibly sprayed on weeds. Tom du Toit • N1 before R28 offramp, water from mines flows Calvinia 12 Nov 09 from Fochville into LochVaal and into Parys. Water Shomolekae to be tested. Could be why water colouring (turquoise) takes place in Lochvaal (Rietspruit). DWAE to investigate to get information from SAVE. Calvinia Shomolekae is to follow up. • Two holding dams being used for vegetable garden. Irrigating below fruit line has no problem. Sewage sprayed from above has serious health risks. • Sewer spill on N1 South past R28 a constant flow of water valve near railway line, sewer into Rietspruit. Matter has been reported to DWAE. • The municipality should check sewerage valves in the area. Henk Beyleveld asked about sirens in Sasolburg i.t.o. disaster management. Zain Mohammed gave a short overview. Industries are trying to establish Thursday 09:00 as siren testing time for all industries in Sasolburg. Mass communication will be done in papers when all industries are testing at the same time. The siren testing schedule of local industries is attached as Appendix 4. Calvinia Calvinia Shomolekae asked that the toll free number be Shomolekae 12 Nov 09 used as well. Tom du Toit asked that operators be more clued up. Ms Shomolekae offered her direct contact details as she is working in the catchment. Mr Du Toit would like an organogram from DWEA that indicates who is responsible for which catchments. Ms Shomolekae will provide the people responsible per catchment. The list is attached as Appendix 6. Gerhard Homann reported on the municipal strike’s LTF minutes 13 Aug 09 Page 4 of 18 impact on water quality. Community dumping took place at random. Dumped in road – opened black bags. Sewage blockages not repaired becomes an even bigger problem in the environment. 6.5 FMC FEEDBACK • Paying members were reminded to fax their proof of deposit. • Invoices for 2009 will be sent out. • Carl Scholtz reported that the LTF is registered as an interested and affected party concerning the Sedibeng Emfuleni new regional water works where the N1 crosses the river below the barrage. • DWEA is drafting guidelines on how incident reports should be handled. Sasol hosts a toll free number where all pollution complaints can be made. (See Appendix 4) Sasol contacts the company perceived to be responsible for the pollution. That company has to contact the relevant authorities. • Relevant EIAs will in future be covered in the Technical report. • Aletia Chapman reported that the FMC discussed hosting Water Monitoring activities in October. A road show and event will be held at industries in the area. Water testing at Vaal dam and below the barrage will be presented to industries. Aquatox testing could be included. Align efforts with SAVE – more information to be obtained from Tom du Toit. 6.6 VBCEC FEEDBACK Carl Scholtz reported that he attended a VBCEC meeting early in August. Most discussions were regarding a terms of reference and stakeholder participation. A chairman needs to be appointed. Water quality objectives and guidelines are being worked on. There isn’t good representation from other catchments. 7. LOCAL/DISTRICT MUNICIPALITIES / NATIONAL AUTHORITIES 7.1 LANDFILL SITE Nonhlanhla Sgudu reported that land has been earmarked for new landfill sites. The MLM is looking at a regional site. They are trying to use the existing site for a further 5 years. Vaalpark illegal dumping MLM is putting cameras up to assist control. The traffic department will also assist. A lot of people from Vanderbijlpark are dumping in Vaalpark. LTF minutes 13 Aug 09 Page 5 of 18 Tom du Toit congratulated Ms Sgudu on the site development plans. Henk Beyleveld said illegal dumping of especially medical waste is a major problem. 7.2 SEWAGE Has been discussed 7.3 NEW APPLICATIONS Licence Status for the Leeutaaiboschspruit catchment: • Sigma Collieries The comments have been incorporated; the application is being prepared to be send to Head office. • Karbochem The Department is still awaiting information in terms of the quality and quantity from the applicant.

    E-Leader Warsaw 2018 The Clydesdale Coalbrook Colliery Disaster Dennis Schauffer Professor Emeritus, University ofKwaZulu Natal, Durban, South Africa In 1960, just south of Sasolburg, in the province of the Free State, in South Africa, there occurred the greatest coal mining disaster in the history of the continent. Over four hundred miners (435) still lie buried in the mineshafts, forgotten and largely un-commemorated. In what used to be known as Coalbrook and now called Holly Country, which is administered by a Taiwanese Company, lies a rusting piece of mining equipment. If you visit the site in winter when the long grass does not obscure the view, you will find a small brass plaque. It reads: In memory of those 435 miners who lost their lives in the Coalbrook mine disaster on 21/01/1960. “After all these years you are still in our hearts and thoughts” There is a bitter irony in the last sentence as it is difficult to find anyone who can recall even one of the names of any of these miners. This is the only physical tribute ever raised to these men who lost their lives in the mine but mystery surrounds why no organisation was willing to do anything to mark this major event in our history on its 50 th Anniversary in 2010. The relevant Trade Union was not willing to become involved with the commemoration. The reason they gave was that the Union did not exist at the time of the disaster and the Chamber of Mines declined the request by some local concerned residents in Holly Country to hold a commemorative service for the deceased miners with no specific reasons being given for their refusal.
