EXECUTIVE SUMMARY From 1-31 December 2018, a total of SEVENTY TWO (72) anti-illegal drug operations were conducted; distributed as follows: a) FOURTY FOUR (44) positive negation, search and seizure and intelligence/investigation anti-illegal drug operations; b) TWENTY THREE (23) negative negation, search and seizure and intelligence/investigation anti-illegal drug operations; c) FIVE (5) anti-illegal drugs operations pending submission of reports. II. Overview of the Regional Drug Situation A. Drug of Choice Methamphetamine Hydrochloride otherwise known as “Shabu” and Cannabis Sativa known as “Marijuana” are the prevalent drugs abused by drug users or drug dependents in this Region. B. Drug Trafficking Trends The most common drug trafficking trend in the Region is street level drug pushing, wherein small time drug transactions are usually consummated near or within the vicinity of the residences of the drug traffickers to gain an edge against Law Enforcers as they have the familiarity within the area of the transaction; while high volume drug transactions were usually done inside hotels, inns and other similar establishments. Moreover, drug traffickers dealing with high volume drug transactions often times require that the payment for their drugs be sent thru money transfer services. Door to door service vans are being used as mode of transporting illegal drugs directly from the point of origin to its target destination. Illegal drugs are concealed inside merchandizes on-board jeeps, trucks, buses and private vehicles to avoid detection when travelling thru Roll-on and Roll-off vessels. III. Accomplishment A. Highlights of Operational Accomplishment PDEA Operatives and other Law Enforcement Units in this Region are actively engaged in the campaign of the current administration war against illegal drugs. Some of the drug surrenderers Since other law enforcement units were ordered by the President to return in the fight against illegal drugs, they are on the Page 1 of 14 process of intelligence build up and gathering of substantial information. PDEA IV-B MIMAROPA is strengthening partnership with other Law Enforcement Units to jointly eradicate the drug problem in this Region. The following are the operational accomplishment of this region: ORIENTAL MINDORO OOA 2110 December 03, 2018, joint elements of Roxas MPS-MDEU and PDEA MIMAROPA Oriental Mindoro Provincial Office implemented Search Warrant No. SW 2018-14 issued by Hon. Judge Emery Joy M. Jabal, Presiding Judge of MTC, Oriental Mindoro. The suspect was identified as Juan Miguel Cay y Suarez ((At-Large) HVT-Target listed, a resident of Brgy. Paclasan, Roxas, Oriental, Mindoro. Confiscated during the search were two (2) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing 13.4161 grams as per Chemistry report no. PDEA4B-DD018-315. A Case for violation of Section 11 Article II RA 9165 was filed against the suspects before the Office of Provincial Prosecutor docketed under NPS No. IV-07b- INQ-18L-00138. # # # # # OOA 2130 December 03, 2018, joint elements of Roxas MPS-MDEU and PDEA MIMAROPA Oriental Mindoro Provincial Office implemented Search Warrant No. SW 2018-15 issued by Hon. Judge Emery Joy M. Jabal, Presiding Judge of MTC, Oriental Mindoro. The suspect was identified as Hugo Cay Jr. y Asuncion, a resident of Brgy. Paclasan, Roxas, Oriental, Mindoro. Confiscated during the search were two (2) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing 0.042 gram. A Case for violation of Section 11 Article II RA 9165 was filed against the suspect BEFORE THE Office of the Provincial Prosecutor docketed under NPS No, IV-07b-INQ-18L-00128. The suspect is now under the custody of BJMP district Jail, Roxas, Oriental Mindoro # # # # # OOA 1750H December 04, 2018, elements of Calapan CPS-CDET conducted buy-bust operation at Sitio Labasan, Brgy Nag-Iba 2, Calapan City, Oriental Mindroro which resulted in the arrest of Laudelino chavez Magadia @Dingot, 57 years old, male, married and a resident of Sitio Labasan Brgy. Nag-iba II, Calapan City, Oriental Mindoro. Confiscated during the arrest were eight (8) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing mol 0.08 gram, and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number LW973945. Cases for violation of Sections 5 and 11 of Article II of RA9165 were filed against the suspect. # # # # # OOA 0725H December 04, 2018, elements of Bansud MPS conducted buy- bust operation at Sitio Ibong, Brgy Pag-asa, Bansud, Oriental Mindoro which Page 2 of 14 resulted in the arrest of Ariel Merano Gajisan, 26 years old, male, single and a resident of Sitio Magtangol Brgy. Proper Bansud, Bansud, Oriental Mindoro. Confiscated during the arrest were five (5) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing 0.0741 gram as per Chemistry Report no. PDEA4b-DD018-317, and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number F226020; one (1) UNIT CALIBER Colt .45 pistol w/ serial no. 973815; one (1) black magazine for caliber .45 (inserted on confiscated Colt .45 pistol; seven (7) pieces of live ammunition for caliber .45 (inserted on magazine); and one (1) inside holster; Cases for violation of Sections 5 and 11 of Article II of RA9165 and Violation of RA 10591 were filed against the suspect before the Provincial Prosecutor docketed under NPS No. IV-07a-INQ-18k-002960. The accused is now detained at Bansud MPS. # # # # # OOA 1324H December 05, 2018, elements of Bongabong MPS MDET conducted buy-bust operation at Brgy. Pulosahe, Bongabong, Oriental Mindroro which resulted in the arrest of George Gado Taladtad, 52 years old, male, married and a resident of Brgy. Pulosahe, Bongabong, Oriental Mindoro. Confiscated during the arrest were one (1) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing mol 0.01 gram, and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number GC150323. Cases for violation of Sections 5 of Article II of RA9165 were filed against the suspect. # # # # # OOA 1840H December 06, 2018, elements of Victoria MPS MDET and Oriental Mindoro PPO conducted buy-bust operation at Brgy. Bagong Silang, Victoria, Oriental Mindroro which resulted in the arrest of Rico Quevado Cleofe @Payat, 41 years old, male, married and a resident of Brgy. Bagong Silang, Victoria Oriental Mindoro. Confiscated during the arrest were two (2) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing mol 0.01 gram, and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number AN917419. Cases for violation of Sections 5 and 11 of Article II of RA9165 were filed against the suspect. # # # # # OOA 1044H December 06, 2018, elements of Bongabong MDET conducted buy-bust operation at Brgy. Sagana, Bongabong, Oriental Mindroro which resulted in the arrest of Modesto Mangubat Cuevas, 32 years old, male, single and a resident of Brgy. Tawas, Bongabong, Oriental Mindoro. Confiscated during the arrest were one (1) piece heat sealed transparent plastic sachet of Methamphetamine Page 3 of 14 Hydrochloride known as shabu weighing mol 0.01 gram, and one (1) piece genuine five hundred peso marked bill (P 500.00) with serial number JC048384. Cases for violation of Sections 5 and 11 of Article II of RA9165 were filed against the suspect. # # # # # OOA 0704H December 07, 2018, elements of Pola MPS conducted buy-bust operation at Brgy. Malibago, Pola, Oriental Mindroro which resulted in the arrest of Adrian Cabanig Marasigan, 40 years old, male, married and a resident of Brgy. Malibago, Pola, Oriental Mindoro. Confiscated during the arrest were two (2) pieces heat sealed transparent plastic sachets of Methamphetamine Hydrochloride known as shabu weighing 0.0355 gram as per Chemistry Report no. PDEA4B- DD018-325, and one (1) piece genuine one thousand peso bill (P 1000.00) marked money with serial number BR138758. Cases for violation of Sections 5 and 11 of Article II of RA9165 were filed against the suspect before the City Prosecutor docketed under NPS Nos.IV-07-INQ- 18L-00286 to 00287. The suspect is now under the custody of Oriental Mindoro Provincial Jail. # # # # # OOA 1400H December 15, 2018, elements of Naujan MPS conducted buy- bust operation at Brgy. Pinagsabangan, Naujan, Oriental Mindoro which resulted in the arrest of Bryan Aldovino Moran, 18 years old, male, singled, jobless and a resident of Sitio Malarayap, Brgy. Pinagsabangan, Naujan, Oriental Mindoro. Confiscated during the arrest was one (1) piece heat sealed transparent plastic sachet of Methamphetamine Hydrochloride known as shabu weighing 0.0315 gram as per Chemistry Report no. PDEA4b-DD018-328, and one (1) piece genuine Five Hundred peso bill (P 1000.00) marked money with serial number QF097731. A case for violation of Section 5 of Article II of RA9165 was filed against the suspect before the City Prosecutor docketed under Criminal case no. CR-18-14,480. The suspect is now detained at BJMP, Naujan District Jail.\
