Europe in Full Solidarity Against Azerbaijan's Anti Safarov Crisis
Dr Michael Kambeck Secretary General Phone +32 484 75 28 25 EEEmailEmailmailmail [email protected] PRESS RELEASE Brussels, 6 September 2012 Safarov crisis: Europe in full solidarity against Azerbaijan’s antianti----ArmenianArmenian xenophobia ––– provocation to escalate KarabakKarabakhh conflict should receivereceive clever response European Friends of Armenia strongly welcomes the unprecedented condemnations of Azerbaijan’s anti- Armenian xenophobia by all European institutions and the international community (see list below). We are appalled that the open provocation and physical threat by Azerbaijan’s President Ilham Aliyev against Armenia and Armenians around the world has put the Karabakh conflict to the next level of escalation. This may be in the short term internal political interest of the President, who is facing “elections” in 2013. However, given his autocratic and so far unchallenged power base, the risk for him and his country and the damage caused stand in no relation to the short-lived political gain achieved through anti- Armenian nationalism and xenophobia. MEP Elmar Brok, Chairman of the European Parliament’s Foreign Affairs Committee and member of the Europe-Armenia Advisory Council commented: "I am deeply concerned about the decision to pardon Ramil Safarov upon arrival in Baku, to publicly glorify him, promote him to Major rank, pay him 8 years of salary and offer him an apartment. Azerbaijan had given a written promise to the Hungarian authorities that Mr Safarov would continue to serve his life sentence for at least 25 years when he arrives in Azerbaijan. Now Azerbaijan has broken this promise. Safarov is an Azerbaijani soldier who murdered the Armenian officer Gurgen Margaryan at their NATO training camp in Budapest in 2004. -

INTRODUCTION Throughout the centuries, the Caucasus region in the near east has hardly been a peaceful corner of the world. Situated on the divide between Europe and Asia,1 its position at the crossroads of western and eastern civilization combined with the fact that the region contains over fifty different ethnic groups2 means that the area has seen its fair share of turmoil. The Role of Beliefs in Armenia-Azerbaijan Confrontation
Armenian Journal o f Poltical Science 1(4) 2016, 65 - 80 65 CONFLICT RESOLUTION DOI: 10.19266/1829 - 4286 - 2016 - 01 - 65 - 8 0 The Role of Beliefs in Armenia - Azerbaijan Confrontation: A Glance into Pres idents’ Discourse ARAM TERZYAN Yerevan State Universi ty , Armenia The long - standing logjam over Armenia - Azerbaijan troubled relations has prompted a focus on a wide array of regional - level (geo) political and (geo) economic constraints. Whereas little to no attention has been devoted to social constructivist perspective of key policy - makers’ core beliefs and their role in perpetually confrontational behaviors. This article seeks to elucidate Nagorno - Karabakh conflict - related beliefs of Azerbaijan’s and Ar menia’s Presidents, and account for their practical applications. The article deliberately departs from the mainstream geopolitical explanations of Nagorno - Karabakh conflict perpetuation and argues that Presidents’ beliefs (particularly those of Azerbaija n’s President Ilham Aliyev) alongside their situational constraints induce to adopt confrontational policies. The marked consistency between beliefs and behaviors vividly demonstrates the imperative for incorporating the variable of beliefs into broader a nalysis of conflict settlement - related challenges and red - lines. Keywords Armenia - Azerbaijan confrontation, Armenophobia, central and instrumental beliefs, extraversion, situational constraints The Notion and Political Relevance of Beliefs Since the end of the cold war, the necessity of studying beliefs as causal mechanisms in the post - cold war landscape of international relations has gained steady relevance. Essentially, there is a propensity in existing studies to approach beliefs as “subjective repres entations of 66 Aram Terzyan reality” which considerably matter in the explanation of post - cold war world politics in several ways 1 . -
