ARMENIAN CRIMES KHOJALY GENOCIDE Over the night of 25-26 February 1992, following massive artillery bombardment, the Armenian armed forces and paramilitary units, with the support of the former USSR’s 366th Motorized Infantry Regiment attacked an Azerbaijani town of Khojaly. Around 2,500 remaining inhabitants attempted to flee the town in order to reach Aghdam, the nearest city under Azerbaijani control. However, their hope was in vain. The Armenian forces and paramilitary units ambushed and slaughtered the fleeing civilians near the villages of Nakhchivanly and Pirjamal. Other civilians, including women and children were either captured by the Armenian soldiers or froze to death in the snowy forest. Only a few were able to reach Aghdam. 1 During the assault both former presidents of Armenia, Serzh Sargsyan and Robert Kocharian, as well as other high-ranking officials (Zori Balayan, Vitaly Balasanyan and etc) of Armenia, participated personally in the Khojaly Genocide. STATEMENT of the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan on the 24th anniversary of Khojaly Genocide The crime committed in Khojaly city at the night from 25th to 26th February of 1992, by the Armenian armed forces together with the 366th moto-artillery regiment of the former Soviet army in Khankendi was one of the unprecedented events due to its cruelty. Khojaly genocide resulted with severe violation of international legal norms and principles as well as of human rights and freedoms and as an integral part of the aggressive policy against Azerbaijan, became another evidence of long-lasting ethnic cleansing and genocide policy of Armenian extremists and their supporters against the Azerbaijani people. During Khojaly genocide, 613 people, whose names were known, including 106 women, 63 children and 70 old people were killed; over 1000 civilians became disabled as a result of severe injuries; 1275 people were taken hostages, the fate of 150 out of them still remains unknown. 8 families were totally exterminated; 25 children lost both, whereas 130 children lost one parent; captives and hostages were subjected to merciless torture. Thus, human rights of those people, especially the fundamental right to life were grossly violated. This massive killing of human beings, committed by the Armenian invaders, unambiguously, is an act of genocide due to its unimaginable cruelty and tortures. Hence, under international law, genocide is considered to be one of the gravest crimes and the elements of this crime are determined in a number of legal documents. The UN General Assembly Resolution 96 (I) dated 11 December 1946, states that genocide, violating the right of people to life, damages human dignity, and deprives the mankind of the material and spiritual values created by human beings, is contrary to the spirit and aims of the United Nations and universal values and the civilized community condemns it. -

EMBASSY OF THE REPUBLIC OF ARMENIA ՀԱՅԱՍՏԱՆԻ ՀԱՆՐԱՊԵՏՈւԹՅԱՆ ԴԵՍՊԱՆՈւԹՅՈւՆ September 1, 2012 Press release The Embassy of the Republic of Armenia to Canada informs with deep regret that on August 31, 2012 the Ministry of Public Administration and Justice of Hungary announced about its authorization to transfer Ramil Sahib Safarov, an Azerbaijani national imprisoned in Hungary since 19 February 2004 and sentenced to life imprisonment for murdering Gurgen Margaryan, an Armenian national, to Azerbaijan. In adopting such decision, the Ministry referred to the Strasbourg Convention on the Transfer of Sentenced Persons. The transfer of Ramil Sahib Safarov was executed without delay. Furthermore, President of Azerbaijan immediately issued a decree granting pardon to Ramil Sahib Safarov, who already enjoys freedom in Azerbaijan. Ramil Sahib Safarov was sentenced to life imprisonment by the Courts of Hungary for committing an act of murder by hacking to death Gurgen Margaryan, an Armenian national, while the victim was asleep. Both, Safarov and Margaryan have been visiting Budapest to participate in a NATO Partnership for Peace language training course. The Government of Hungary has been informed on numerous occasions by the authorities of Armenia about the environment of glorification and justification of the murderous act of Ramil Sahib Safarov, cultivated in Azerbaijan at official level, including the level of the President of Azerbaijan. The Government of Hungary could not have failed to note the numerous public statements of the Azerbaijani officials at different levels to this effect, which should have been sufficient ground for the doubt about the continuation of the enforcement of the sentence in Azerbaijan. -

We are appalled that the open provocation and physical threat by Azerbaijan’s President Ilham Aliyev against Armenia and Armenians around the world has put the Karabakh conflict to the next level of escalation. This may be in the short term internal political interest of the President, who is facing “elections” in 2013. However, given his autocratic and so far unchallenged power base, the risk for him and his country and the damage caused stand in no relation to the short-lived political gain achieved through anti- Armenian nationalism and xenophobia. MEP Elmar Brok, Chairman of the European Parliament’s Foreign Affairs Committee and member of the Europe-Armenia Advisory Council commented: "I am deeply concerned about the decision to pardon Ramil Safarov upon arrival in Baku, to publicly glorify him, promote him to Major rank, pay him 8 years of salary and offer him an apartment. Azerbaijan had given a written promise to the Hungarian authorities that Mr Safarov would continue to serve his life sentence for at least 25 years when he arrives in Azerbaijan. Now Azerbaijan has broken this promise. Safarov is an Azerbaijani soldier who murdered the Armenian officer Gurgen Margaryan at their NATO training camp in Budapest in 2004.
