Economy Minister met with IMF On December 10, Alberto Fernández was sworn in as Argentina’s Director prior to being sworn to president in front of the national Congress in a ceremony attended office by governors, legislators, judges and international leaders. Fernández received the presidential sash and baton from outgoing President Mauricio Macri, finalizing a cordial transition that marked an important moment for Argentine democracy as Macri was the first non-Peronist president to finish his term since the creation of Peronism. Although the transition between technical teams was not substantive, both Macri and Fernández made efforts to show the normalcy of a change in political stripe, and the two leaders jointly attended a mass “for unity and peace” the weekend prior to the handoff. Following his swearing in, Fernández gave an inaugural speech in which he called on Argentines to unite for “a new social contract”. Overall, the tone of the speech was measured and avoided direct criticism of the Macri administration, although Fernández painted a dismal picture of the economy—highlighting poverty, unemployment (especially youth unemployment), inflation, and food insecurity among other challenges—and said his administration would implement new economic and social measures to address these issues, with a focus on promoting growth. He reiterated pledges to protect the most vulnerable sectors and concretely announced that a share of the budget would be re-allocated to food assistance programs. With ten days, he had set in motion one of the most extensive overhauls of the leadership of the armed forces and the Federal Police in recent Argentine history. "I have a dream to propose to you," said Kirchner in his inaugural address. "It is the construction of truth and justice, of once again having an Argentina with all and for all." Kirchner promised to attack corruption, work for social inclusion, and bring justice to the poor, who are 60% of the population. "We have to make sure the state brings equality where the market excludes and abandons," he said. In a reference to the 1976-1983 military dictatorship, Kirchner urged Argentines to remember the ideals of "our generation, which gave all and did all, hoping to create a nation of equals." "I am part of a generation that was decimated and castigated by painful absences," he said, recalling the estimated 30,000 people who disappeared during the dictatorship.

  • Argentina: Incumbent Presidential Victory and Tensions Within the Macroeconomic Model
ABSTRACT The year 2007 was marked by the continuity of economic growth, the tensions stemming from the implementation of the macroeconomic model (i.e., inflation and decline of the public sector’s primary fiscal surplus), which rests on a high exchange rate and commercial and fiscal surplus, the consolidation of the electoral predominance of the incumbent party Frente para la Victoria (FPV) in the general and legislative elections, and by the territorialization and fractionalization of the main national political parties.

The paper draws on feminist approaches and the literature of women and leadership, and incorporates peculiarities pointed out in the literature of Latin American regionalism, such as weak institutions, presidential diplomacy, and active transnational advocacy networks. The main argument advanced is that the effect of women in leadership cannot be taken for granted as gender was not a priority during the governments of these presidents. The more diffuse commitment to human rights, which they all shared, as well as their symbolic empowerment effect might have strengthened the gender cause advanced by civil society and transnational advocacy networks.
