Eliot Engel, NY-16 January 14, 2019 RE: Pay the Defenders of NYC and NY Harbor Dear Members of the NYC Congressional Delegation, On behalf of our membership, we urge you to take immediate action to pay uniformed members of the United States Coast Guard, the United States Public Health Service, and the National Oceanic and Atmospheric Administration to keep employees critical to the defense and preparedness of New York City and New York Harbor working and paid regardless of the political battles being fought in Washington, DC. We support immediate passage of H.R. 367, with the addition of USPHS and NOAA. Though continued funding for the U.S. Army, U.S. Navy, U.S. Marine Corps, and U.S. Air Force is provisioned through the U.S. Department of Defense, members of the above three federal uniformed services critical to defending our city and port remain unpaid, and their families are left to suffer the consequences in an unforgivingly expensive metropolitan area. While we oppose the shutdown generally, it is especially abhorrent that our city’s defenders have been forced to suffer. New York City last year was named a “Coast Guard City,” yet our Coasties are being asked to sacrifice greatly just to keep serving us.

ICBA urges all members of the Financial Services Committee to vote YES on the Corporate Transparency Act (H.R. 2513), sponsored by Representative Carolyn Maloney, and the Coordinating Oversight, Upgrading and Innovating Technology, and Examiner Reform Act (H.R. 2514), sponsored by Representative Emanuel Cleaver. H.R. 2513 would require corporations and limited liability companies to disclose their “beneficial owners” to the Financial Crimes Enforcement Network (FinCEN) at the time the company is formed. This requirement would create more transparency and thereby deter the abuse of anonymous legal entities for money laundering, corruption, fraud, terrorist financing and sanctions evasion. H.R. 2513 would further require FinCEN to modify its Customer Due Diligence Rule, which requires banks to collect information on the beneficial owners of legal entities that open accounts, to remove any redundancies with the new requirement. ICBA strongly supports H.R. 2513 because FinCEN collection of beneficial owner information, as opposed to its collection by banks, would provide uniformity and consistency across the United States. Making the formation of an entity contingent on receiving beneficial owner information more directly would create a strong incentive for equity owners and investors to provide such information.

    May 9, 2019 To the Honorable Members of the House Judiciary Committee, The Alice Paul Institute (API) greatly appreciates the efforts of this committee and its members to advance the Equal Rights Amendment (ERA) one step closer to ratification and inclusion in the United States Constitution. API fully supports H.J. Resolution 38, which when passed will nullify the deadline originally given to this important proposed constitutional amendment. The ERA, first written and introduced in Congress in 1923, is a long overdue correction to our country’s founding document, which has even until now failed to explicitly recognize women as equal citizens. Once ratified, the ERA will ensure that the United States is guided by constitutional principles that represent all citizens equally, regardless of their sex, and will elevate our country beyond outdated legislative and judicial actions and patterns of sexism that devalue women’s equal participation as citizens politically, socially, and culturally. Alice Stokes Paul (1885-1977), author of the ERA, was the architect of some of the most outstanding political achievements on behalf of women in the 20th century. A leading American suffragist, she was a force in the passage and ratification of the 19th Amendment in 1920, which guaranteed women’s equal right to vote (still the only constitutional right explicitly affirmed as equal for women and men). She wrote, “Most reforms, most problems, are complicated. But to me there is nothing complicated about ordinary equality.” The Alice Paul Institute, which educates the public about her life and work and offers heritage and girls’ leadership programs at Paulsdale, her National Historic Landmark home in Mt.

    Incorporating Legislative Effectiveness into Nonmarket Strategy: The Case of Financial Services Reform and the Great Recession Craig Volden Alan E. Wiseman Abstract The field of nonmarket strategy has expanded rapidly over the past 20 years to provide theoretical and practical guidance for managers seeking to influence policymaking. Much of this scholarship has built directly on spatial and “pivotal politics” models of lawmaking. While extremely helpful at identifying crucial targets for lobbying, these models treat all policymakers as identical in their abilities to advance legislative agenda items through various policymaking hurdles. We build upon these earlier models, but include policymakers who vary in their relative effectiveness at advancing measures through the legislative process. We identify how the implications of our model deviate from those of conventional (pivotal politics) analyses. We then present an empirical strategy for identifying effective lawmakers in the United States Congress, and illustrate the utility of this approach for managers developing nonmarket strategies in legislative institutions, relying on the case of banking and financial services reforms between 2008 and 2011.
