MeissEj-Jabal Qsaibet En-Nabatiyeh Sadiqine Rmaich Aaintaroun AaynataBent Jbayl Bent Jbayl Chehabiyé Continuum between Humanitarian Assistance, Stabilization, and Development Needs and Instruments • While humanitarian needs continue to exist and need to be addressed through humanitarian funding channels, additional financing needs to be leveraged to strengthen the capacities of Lebanon and its communities hosting displaced to absorb the shocks on their economic and social fabric. • The Concessional Financing Facility will complement existing humanitarian and stabilization financing to address medium-term development needs in Lebanon in sectors impacted by the Syrian conflict and the large presence of displaced. Of Which $ 2.154 billion (apportioned between concessional loans and grants) is the cost of Lebanon’s critical priority investments, that can be adequately secured through the new facility, as long as the level of subsidy across all MDBs is suitable. Those projects can be of interest to all MDBs and IFIs, and we look forward to a broad partnership. • Criteria of prioritization: Readiness of the project. Impact on refugees and host communities. Job creation. 1-Lebanon’s Rural Public 1- National Poverty 1- Lebanon Works and Employment Targeting Program Industrial Program (510M$) (60M$) Upgrading Program 2- Bus Rapid 1- Power Plant (50M$) Transit Expansion project (250M$) (750M$) 2- Completion of ongoing 1- Bourj Hammoud Dump wastewater site rehabilitation (50M$) projects (170M$) 1- Lake Qaraoun 1- Education program Pollution prevention support to RACE project (135M$) (150M$) 2- Improve water management activities 1- Power Plant Expansion (25M$). project (750M$) 2- Support MoE in mitigating other environmental impacts (5M$). Lebanon’s Rural Public Works and Employment Program (510M$) • Main objectives: Improve access to jobs and markets, as well as connectivity in the regions. It will contribute to the development of lagging regions; particularly those most affected by refugees. Create employment opportunities and better access to services and markets.
