Bent Jbayl Chehabiyé Continuum between Humanitarian Assistance, Stabilization, and Development Needs and Instruments

• While humanitarian needs continue to exist and need to be addressed through humanitarian funding channels, additional financing needs to be leveraged to strengthen the capacities of Lebanon and its communities hosting displaced to absorb the shocks on their economic and social fabric. • The Concessional Financing Facility will complement existing humanitarian and stabilization financing to address medium-term development needs in Lebanon in sectors impacted by the Syrian conflict and the large presence of displaced.

• Criteria of prioritization:  Readiness of the project.  Impact on refugees and host communities.  Job creation.

Lebanon’s Rural Public Works and Employment Program (510M$)

• Main objectives: Improve access to jobs and markets, as well as connectivity in the regions. It will contribute to the development of lagging regions; particularly those most affected by refugees. Create employment opportunities and better access to services and markets. Allow people in need for job to circulate and access areas where opportunities exist. Lebanon’s Rural Public Works and Employment Program (510M$)

Main components: 1. Rehabilitation & Maintenance of the Existing Road Network and Select Priority Government Buildings in the Regions. 2. Expansion of the Road Network & Expansion of Select Government Buildings in the Regions . 3. Institutional support and capacity building.

• It’s a 5 years program. • It will be phased out into 3 projects, with the first project of USD 174 million covering the first 18 months of the program.

Total 62 112 112 112 112 510 Bus Rapid Transit (BRT) (250 M$) Tripoli Main objective:  Reduce traffic congestion.  Improve connectivity by Tabarja providing reliable & affordable public transportation Beirut alternatives.  Allow low-income people to access job sites and markets. Main component: Improve connectivity by providing reliable and affordable public transportation alternatives between Beirut-Tabarja-Tripoli. Provide refugees and hosts in Tripoli with an easy access to Beirut and suburbs.

Lebanon Education Project Support to RACE(150M$):

• Main Objective:  Support the RACE program (Reaching all Children with Education) to strengthen the Lebanese education system’s capacity and to provide quality education services for all Lebanese and refugee children. • Main components:  Aligning supply and demand to meet educational needs. This could include efforts to expand existing service delivery, through public and possibly private actors, investments in infrastructure, as well as actions on the demand side.  Supporting high-quality learning through continuous monitoring, strengthening teacher training, and leveraging ICTs.  Recognizing learning attainments of refugees through certification, as a pathway to active participation in society and the labor market in their countries of origin, host countries, and third countries.

Greater Beirut LAKE QARAOUN POLLUTION PREVENTION PROJECT (135M$) :

• Main components: • Phase 1: Reduce the quantity of untreated municipal sewage discharged into the river (Greater Zahleh). Reduce the quantity of agricultural runoff discharged into the river. Capacity building to Bekaa Water Establishment, Litani River Authority, Ministry of Energy and Water and Ministry of Environment and Project Management.

LAKE QARAOUN POLLUTION PREVENTION PROJECT (135M$) :

• Phase 2:

 Reduce the quantity of untreated municipal sewage discharged into the river ( South East part of Zahle).  Reduce the polluting impacts of dumps sites on groundwater resources. This project will boost the agriculture sector, and help create jobs and value in the Bekaa valley. Syrians have traditionally provided most of the labor force in this sector and in that region.

Bourj Hammoud Dump site rehabilitation (50M$):

• Main Objective: Rehabilitate the Bourj Hammoud uncontrolled dump.

• Main components: Sort the existing mountain of wastes. Use the inert material to reclaim a sea area as per the LINORD decree. Prepare the necessary infrastructure for the reclaimed land. Bourj Hammoud Dump site rehabilitation (50M$)

Lake Qaraoun Pollution Prevention Project (135M$) Two Power Plant Expansion projects (Zahrani or Silaata)

(750M$ each)

Main objective: Expansion of generation capacity to improve electricity supply necessary to meet growing national electricity demand. Additional users are estimated at 1.17 million! Main Component: Construction of a cycle power plant designed for a triple –fuel firing system considering heavy fuel oil (HFO), and natural gas (NG) as primary fuel and light fuel oil (LFO) as backup fuel.

Improve water management activities (25M$):

• Main objective: Promote water conservation. Promote improved irrigation practices.  Enhance farmers’ capacity. Create jobs in agriculture businesses. Land reclamation. • Main components: Tanks and reservoirs. Distribution of equipment and microcredit. Extension services, FFs.

National Poverty Targeting Program (60M$):

• Main objective: Expand the coverage and enhance the social assistance package of the national Poverty Targeting Program to Lebanese affected by the Syrian crisis and all Lebanese households under the extreme poverty line. This program will help streamline subsidies and create fiscal space to the benefit of hard-hit areas/people & capital expenditure. • Main Components: Expanding e-card NPTP. Organizing of vocational trainings. North and Baalbeck Region

National Poverty Targeting Program Cost (60M$) Completion of ongoing wastewater projects (170M$): • Main objective: Ensuring proper operation of constructed wastewater treatment plants. • Main components: Completion of WW Networks within the drainage area of Jbeil WWTP. Completion of WW Networks within the drainage area of Tripoli WWTP, implementation of second phase of networks in Koura Caza and Tripoli. Completion of WW Networks within the drainage area of Aabde-Akkar WWTP. Construction of a wastewater treatment collection and conveyance system of Sahel Area in Akkar-Caza. Construction of a wastewater treatment collection and conveyance system of Fnaidek Area in Akkar- Caza. Lebanon Industrial Upgrading Program ( 50M$):

• Main objective: Build the infrastructure for Industrial Zones in the selected sectors. • Main components: Construction of infrastructure in these areas : Baalbeck ≈ 45,000 sq.m. Terbol ≈ 1,450,000 sq.m. Bkifa Jouna area ≈ 250,000 sq.m. Improve SME competitiveness and ability to create jobs (4M$):

• Main objective: Contribute to mitigating the impact of the Syrian crisis on Lebanese host communities.

• Main components: Restoring the competitiveness of MSMEs. increasing their capacity to create jobs.
