Prevalence of New Zealand's Unreinforced Masonry Buildings 182 PREVALENCE OF NEW ZEALAND’S UNREINFORCED MASONRY BUILDINGS Alistair P. Russell1 and Jason M. Ingham2 SUMMARY Unreinforced masonry (URM) buildings remain New Zealand's most earthquake prone class of building. New Zealand URM buildings are classified into typologies, based on their general structural configuration. Seven typologies are presented, and their relative prevalence, age and locations are identified. There are estimated to be 3,750 URM buildings in existence in New Zealand, with 1,300 (35%) being estimated to be potentially earthquake prone and 2010 (52%) to be potentially earthquake risk, using the NZSEE Initial Evaluation Procedure. Trends in the age of these buildings show that construction activity increased from the early days of European settlement and reached a peak at about 1930, before subsequently declining sharply. The preponderance of the existing URM building stock was constructed prior to 1940, and as such, almost all URM buildings in New Zealand are between 80 and 130 years old (in 2010). Overall the URM building stock has a 2010 market value of approximately $NZ1.5 billion, and constitutes approximately 8% of the total building stock in terms of floor area. Details are also provided regarding the development of New Zealand building codes and the associated provisions for assessing existing earthquake risk buildings, and provides some background to the history of the URM building stock in New Zealand. of New Zealand in 1830 was probably a little more than 300. George When the four eldest Pavitt brothers purchased Charles Barrington Robinson’s 100-acre block in Robinson’s Bay in the mid-1850s (Map 1), they were buying one of the oldest sections on Banks Peninsula, dating back to 1842. Robinson had been the British Police Magistrate in Akaroa from 1840 to 1845 (Ogilvie 2007:31), earning the respect of both Governors Hobson and FitzRoy. While in Akaroa, he purchased three sections of land from the Nanto-Bordelaise Company, organizers of the 1840 French settlement in Akaroa. Two of the sections (one of five-acre extent and another described as having an area of 43,875 square feet, i.e. one acre) were in Akaroa (bought on March 30 and August 27, 1842). The 100-acre block, co-owned by Robinson and William Watkins Wood (a trader from Manila), was situated just behind the foreshore in the bay named after Robinson himself. Its purchase is dated to June 3, 1842 (Hight and Straubel 1957: Appendix III). Map 1: RS 579 – diagram of conveyance Robinson to Pavitt Bros (Deeds Index 3D/133 Record 824). Note that the number 579 was added to the diagram in pencil after the original was prepared in ink. This was probably because the original document predated the allocation of the number. Charles Robinson resigned as magistrate in 1845 and travelled back to England. With his business partner Henry Smith, he organized his own settlement scheme and in 1850 chartered the ship Monarch , which was to call in at Akaroa before delivering its immigrants to Auckland.

Lepidozia bragginsiana can be distinguished from closely related and other similar species by its bipinnate branching, the narrow underleaf lobes, typically uniseriate toward their tip on both primary and secondary shoots, the asymmetric underleaves on primary shoots that are usually narrower than the stem and also possess basal spines and spurs, the production of spurs and spines, or even accessory lobes, on the postical margin of primary and secondary shoot leaves; and by the relatively small leaf cells with evenly thickened walls. Lepidozia bragginsiana is an inhabitant of hyper-humid forest habitats where it occupies elevated microsites on the forest floor. A lectotype is proposed for L. obtusiloba.     1 2: Immigration during the Crown Colony period, 1840-1852 Context In 1840 New Zealand became, formally, a part of the British Empire. The small and irregular inflow of British immigrants from the Australian Colonies – the ‘Old New Zealanders’ of the mission stations, whaling stations, timber depots, trader settlements, and small pastoral and agricultural outposts, mostly scattered along the coasts - abruptly gave way to the first of a number of waves of immigrants which flowed in from 1840.1 At least three streams arrived during the period 1840-1852, although ‘Old New Zealanders’ continued to arrive in small numbers during the 1840s. The first consisted of the government officials, merchants, pastoralists, and other independent arrivals, the second of the ‘colonists’ (or land purchasers) and the ‘emigrants’ (or assisted arrivals) of the New Zealand Company and its affiliates, and the third of the imperial soldiers (and some sailors) who began arriving in 1845. New Zealand’s European population grew rapidly, marked by the establishment of urban communities, the colonial capital of Auckland (1840), and the Company settlements of Wellington (1840), Petre (Wanganui, 1840), New Plymouth (1841), Nelson (1842), Otago (1848), and Canterbury (1850). Into Auckland flowed most of the independent and military streams, and into the company settlements those arriving directly from the United Kingdom. Thus A.S.Thomson observed that ‘The northern [Auckland] settlers were chiefly derived from Australia; those in the south from Great Britain. The former,’ he added, ‘were distinguished for colonial wisdom; the latter for education and good home connections …’2 Annexation occurred at a time when emigration from the United Kingdom was rising.

Their grievance is that their land was confiscated in the 1860s by the Crown contrary to the Treaty ofWaitangi. They presented evidence to this effect to the Waitangi Tribunal in 1991 and had prepared a report at that time on their claim. Ngati Mutunga in their evidence raised the question of their pa at Urenui known as Kumara Kaiamo. They claim that this is an important wahl tapu and that it was confiscated by the Crown and never returned.2 The purpose of this report is to investigate claims made by Ngati Mutunga regarding Kumara Kaiamo pa in order that the Waitangi Tribunal can determine whether or not the Crown was in breach of Treaty principles with respect to the alienation of that land.     "a distressing lack of regularity": New Zealand architecture in the 1850s Date: Friday 7th December 2012 Venue: School of Architecture/Te Wāhanga Waihanga, Victoria University/Te Whare Wānanga o te Ūpoko o te Ika a Māui, Wellington Convener: Christine McCarthy ([email protected]) When Colonel Mould of the Royal Engineers at Auckland reported on behalf of the New Zealand Government on Ben Mountfort's proposed accommodation for Governor Thomas Gore Browne, he queried the design's ability to be ""lastingly pleasing to the eye,"" and identified the building's "distressing lack of regularity." This conference asks whether this phrase, describing Mould's discomfort with Mountfort's picturesque design, might also describe New Zealand's built environment in the 1850s more broadly as it negotiated architectural cultural exchanges, largely resulting from incoming British settlers' "flight from flunkeydom and formality." Philippa Mein Smith refers to a William Strutt drawing to indicate its cultural hybridity, as well as "the power of the "pioneer legend,"" unpinned by the religious ideology of western commerce: "Pioneers tamed the land and, they believed, made it productive as God intended." Provincial Government and a General Assembly were established, following the British Parliament's New Zealand Constitution Act (1852), which also seemingly prompted the originator of New Zealand's systematic colonisation, Edward Gibbon Wakefield, to arrive in New Zealand in 1853. Wakefield, according to Smith, was hopeful of a political career in the colonial government, now made possible by the Act. In the 1850s significant changes to the mechanism of British government in New Zealand occurred: the end of the Crown colony (1841-1853), when a Governor, with an executive council, "ruled" the colony, the appointment of a Resident Magistrate (Archibald Shand) to the Chathams (1855), and the conclusion of George Grey's first governorship in 1853.

CLARK, Forest Entomologist, State Forest Service. INTRODUCTION. ALTHOUGH the Coleoptera is the best represented of any order in New Zealand, there are but few species of the family Ipidae. This is rather surprising when it is considered that the Dominion originally possessed very large areas of coniferous and hardwood forests, some four million acres of which still remain in their virgin state, and, further, that many species of other families of beetles associated with forests, such as the Cerambycids and Colydiids, are to be found. The arrival and establishment of Hylastes ater Payk., which is the first introduced Ipid beetle to become so estab­ lished, adds to the number of the native species, but is nevertheless a very unwelcome addition. Forestry conditions in New Zealand differ to some extent from those existing in the Old World, in that attempts to regenerate the native timber trees are still in their infancy. Whilst the planting of introduced tree species dates from the earliest days of settlement, during the last decade a programme of extensive establishment of introduced conifers has been carried out, with the result that more than 500,000 acres are at present under this type of forest, the greater part of which has been established since 1921.
