Pada masa pandemi ini, pendaftaran layanan KBRI berbasis online karena kita harus menaati protokol kesehatan dengan melakukan pengaturan jarak. Dengan kapasitas ruangan yang ada, KBRI tidak dapat melayani secara penuh seperti sebelum adanya pandemi. Namun demikian, KBRI terus berkomitmen untuk memberikan layanan kepada WNI dengan melakukan berbagai inovasi. TC: Boleh dijelaskan inovasi-inovasi apa saja yang telah dilakukan Pak? LAYANAN AKHIR PEKAN DI KBRI KUALA LUMPUR esuai Arahan Pemerintah Malaysia Bahwa Perintah Kawalan Pergerakan / PKP yang dilaksanakan pada tanggal 13-26 Januari 2021, SKBRI Kuala Lumpur harus melakukan penutupan pelayanan sementara waktu yang berakibat terjadi penumpukan permohonon pelayanan. Setelah layanan KBRI Kuala Lumpur kembali dibuka, sebagai inisiatif untuk mengurangi penumpukan tersebut, KBRI Kuala Lumpur membuka layanan pada hari sabtu (akhir pekan). Sehubungan dengan pembukaan ini, KBRI KL menerapkan SOP Protokol Kesehatan bagi setiap pemohon yang datang ke KBRI, dengan mewajibkan pemakaian masker dan pemeriksaan suhu badan, serta memberikan perlindungan kepada petugas dengan melakukan pengaturan jarak tempat duduk antara petugas dengan pemohon. Pelayanan diakhir pekan ini, diberikan kepada pemohon yang sudah menerima penjadwalan ulang yang dikirimkan melalui SMS/WA bagi pelayanan SPLP dan penggantian paspor, pelayanan kewarganegaraan serta pelayanan kekonsuleran. Hal ini dilakukan agar tidak terjadi penumpukan pemohon yang datang ke KBRI KL dan juga untuk mencegah penyebaran COVID-19. Duta Besar LBBP RI, Bapak Hermono selalu melakukan monitoring atas setiap layanan yang diberikan pada akhir pekan ini. Diharapkan dengan pembukaan pelayanan akhir pekan dapat mengurangi penumpukan permohonan pelayanan di KBRI KL yang ditutup pada saat PKP tersebut.     INDO-PACIFIC Transnational Terror Cells in Malaysia OE Watch Commentary: The accompanying passage from the Malaysian website Malaysiakini discusses Malaysian authorities’ recent successes in breaking up two transnational terror cells in the country. One of the cells, comprised of two Malaysians and an Indonesian, was reportedly planning to launch attacks in Malaysia and Indonesia before its members were detained in Kedah and Selangor, Malaysia. Authorities discovered another cell in Terengganu and Klang Valley, which included two Rohingyas from Myanmar among its four members. According to the investigation, a suspect detained in Kedah had participated in bomb-making training in Jogjakarta, Indonesia with Jemaah Ansharut Daulah, an Indonesian extremist religious group. As for the cell involving the two Rohingyas, it was reported that their targets were churches, Hindu and Buddhist places of worship, and entertainment centers; and their intended tactic was suicide bombings. According to the Inspector-General of Police, they supported the Islamic State in Iraq and Syria (ISIS) and were exposed to its ideology, although there is no mention of them having trained in Iraq or Syria. These arrests indicate that Malaysia has successfully broken up terrorist cells on its territory. The country is increasingly being used as a transit hub by jihadists in the region, but what made these cases unique is that Malaysia itself was the intended target of attacks. Moreover, the involvement of two Rohingyas in one of the cells could indicate that some members of that ethnic group, having been victimized in Myanmar, could be vulnerable to recruitment by regional jihadist groups.     HOW POLICE CORRUPTION NEGATES GOVERNMENT’S ANTI-CORRUPTION REFORMS Press Statement dated 9 December 2019 While this year’s International Anti-Corruption Day is celebrated with pomp in Malaysia to manifest the new government’s effort to tackle corruption, we are cognizant that real reforms must be structural and holistic and are somewhat concerned to learn certain efforts are being thwarted by the resistance to change. One example is the proposed Independent Police Complaints and Misconduct Commission (IPCMC) Bill which has been postponed for second reading. Based on the complaints received by the Malaysian Anti-Corruption Commission (MACC) between 2013 and 2018, the enforcement sector emerges as the second highest in the list of sectors prone to corruption1. This shocking truth demonstrates that Malaysia is in dire need of an independent commission to hold enforcement officers who commit corruption, misconduct, including abuses against people in custody, to account. The considerable powers entrusted to law enforcement officers can be easily manipulated for private gain, as can be seen in the case of the former IGP, Tan Sri Khalid Abu Bakar (Khalid). It is a company formed in 2009 by the federal government of Malaysia. 1MDB had become such a problem for many by late 2014. And today a year later the sad and debilitating saga continues unabated. The case of the 1MDB should be of a particular interest for students and scholars of auditing, accounting and corporate governance since it involves the following: the alleged disappearance of a huge amount of company‟s funds; the apparent hiding of significant amount of real losses year after year with the accounting of paper profits originated from repeated fair revaluations of properties or other assets; the possibility of repeated cases of audit failure; the probe conducted by various parties locally which include the Office of the Auditor General; and, the lack of evidence of best practices in corporate governance being implemented since its formation. Each of these five areas of concern is laid bare in a series of five case studies where the materials come mainly from three news portals which are based inside the country: Malaysia Kini, The Malaysian Insider and Free Malaysia Today. All the published materials of concern are dated up to the end of June 2015.
