Slow project execution, hot sale of savings tools bloat Government coffers

The government boasted budget surplus in the first quarter of the current fiscal by default as, sources said, there had been less spending on development projects. While slow-paced project implementation necessitated less funds, the higher sale of savings certificates pooled adequate cash inflow to the exchequer, which left a budget surplus. Overall budget balance, including grants, during the July-September period of fiscal year (FY) 2017 registered a surplus worth BDT 16.32 billion. The figure is equivalent to 2.13% of gross domestic product (GDP). The surplus amount was BDT 11.39 billion during the same period of previous fiscal year, according to official documents. Of the four main government spending account heads, development spending fell over 7.0% to BDT 70 billion against the same period in the last financial year that ended in June 2016. Food account, one of the key spending heads, also showed less spending by nearly 4.0% to BDT 19.01 billion in the July-September period of the current fiscal year. People concerned attributed the fall to paltry import and procurement of food during the period.

Banks plan to issue bonds to boost capital

Many public and private banks have been considering issuing bonds next year to maintain the new international standards for capital adequacy ratio. Officials at the finance ministry and the Bangladesh Bank said the government has been considering releasing bonds to meet the huge capital shortfall in BASIC, Sonali and Rupali banks. But private banks have been mulling over the same but to increase their capital more in accordance with international standards. The amount of capital that may be raised from the market has not yet been finalized, but BDT 40 billion to BDT 50 billion worth of bonds may be released, officials said. The government has been considering issuing bonds worth more than BDT 25 billion for scam-hit BASIC Bank and BDT 5 billion for Rupali Bank. Four private banks have sought permission from the central bank to issue bonds to improve their capital base. The central bank last year took an initiative to improve the banks' financial health by increasing their capital to risk-weighted assets ratio in line with Basel III standards, which was introduced in January this year.

National Board of Revenue to ‘get tough’ to realize BDT 328.8 billion from four gas companies, Bangladesh Petroleum Corporation

The National Board of Revenue on Tuesday asked its two field offices to take ‘final steps’ to realize BDT 328.8 billion in outstanding revenues from state-owned four gas companies and Bangladesh Petroleum Corporation. NBR chairman Md Nojibur Rahman at a meeting on the day gave the instruction to the large taxpayers unit (value-added tax) and Chittagong Customs, Excise, and VAT Commissionerate to take steps in this connection. He chaired the monthly revenue meeting with the commissioners of the income tax wing held at the NBR headquarters in , said a NBR press release issued on Tuesday. Of the outstanding amount, Titas, Bakhrabad, Jalalabad andKarnafuli gas transmission and distribution companies under the Petrobangla owe BDT 3008.6 billion in customs duty, supplementary duty and interest which the companies have not paid on distribution of gas extracted by the international oil companies since 2009. On the other hand, BPC owes BDT 20.2 billion in VAT and other taxes on import of petroleum products.

Government to give fresh fund to BASIC Bank, says Muhith

The government is going to provide BASIC Bank with fresh fund again to keep it alive, finance minister AMA Muhith said in Dhaka on Tuesday. He, however, did not specify how much fund would be given to the cash-strapped state-owned bank. The finance minister was talking to reporters after participating a meeting of the national climate fund at the secretariat. On December 20, the Bank and Financial Institutions Division sought approval from Muhith to issue interest-free bonds worth BDT 26 billion for recapitalizing BASIC Bank. In August this year, scam-ridden BASIC Bank requested the government to give it bailout fund for the third time since 2014. Muhith said it was not possible for the government to provide the fund demanded by BASIC. He said the Finance Division would determine how much fund could be given to the bank examining the proposal from the BFID.

US-Bangla Airlines gets best private airlines award

US-Bangla Airlines Ltd, a private carrier, has been honored with the “Best Private Airlines in Bangladesh-2016” award for 98.7% on-time performance. The in-flight service, flight frequency, reasonable fare and contributions to the growth of the domestic air passengers and more air connectivity in Bangladesh were also considered. Deputy General Manager of US-Bangla Airlines Ltd Md Kamrul Islam received the award on behalf of the company from Liberation War Affairs Minister AKM Mozammel Huq on Monday, said a press release on Tuesday. The award was given by Shwadhinata Sangsad.

PepsiCo awards Transcom Beverages as bottler of the year

Transcom Beverages Ltd, the franchisee of PepsiCo in Bangladesh, has been recognised as the “Bottler of the Year” for 2016 in PepsiCo annual conference for outstanding business results in 2016. This is the sixth time Transcom Beverages has received the award since taking over the bottling operation in2000, according to a statement. Transcom Beverages has been leading the soft drinks market in Bangladesh for the last few years. Latifur Rahman, chairman of Transcom Group, received the trophy from Samudra Bhattacharya, head of franchise operations of PepsiCo India region, at the function. Arshad Waliur Rahman and Simeen Hossain, directors of Transcom Group; Manish Muley, country manager of PepsiCo Bangladesh; Khurshid Irfan Chowdhury, deputy managing director of Transcom Beverages; NK Bhowmik, general manager, finance and human resource; Asrar Alam, general manager, sales; Anisur Rahman, national sales manager; and Arif Hossain, marketing manager, were present at the ceremony at Hotel Jaypee in Agra, India on December 19.
