Copa do Mundo da FIFA Brasil 2014tm: gestão e legados da candidatura ao pós-evento. 2017. 318 f. Tese (Doutorado em Aspectos Biopsicossociais do Esporte) - Instituto de Educação Física e Desportos, Universidade do Estado do Rio de Janeiro, Rio de Janeiro, 2017. Esta tese investiga a seguinte questão: como se desenvolveram a gestão e os legados do megaevento esportivo Copa do Mundo da FIFA Brasil 2014™? Para tal, dividiu-se o megaevento nos períodos temporais de pré-evento, evento e pós- evento, produzindo três artigos que apresentam dinâmicas e nuances diferentes referentes à gestão e legados. Metodologicamente, os dados primários foram obtidos por meio de entrevistas não estruturadas do tipo guiada, e os dados secundários foram coletados pelas técnicas da pesquisa bibliográfica e documental. As análises das entrevistas são conduzidas seguindo o prescrito na análise de conteúdo de Bardin (2011), sendo sustentadas pelos dados secundários ao longo dos artigos. Os resultados mostram que, na fase de candidatura, pré-evento, a gestão se desenvolveu com aspirações da CBF em realizar o evento junto com estratégia politica do Governo de promoção da imagem do Brasil. No período do evento, a gestão se estabeleceu entre FIFA, COL e Governo, e a FIFA visava lucros e interesses comerciais; o COL era o agente executivo responsável por operar o evento a serviço da FIFA; e o Governo tinha que cumprir as 11 garantias assinadas. Com a realização conjunta do evento, a FIFA em 2014 lucrou US$ 141 milhões, o COL teve seus gastos regulados pela FIFA, estimados em torno de US$ 15 milhões, e o Governo teve um gasto/investimento total de R$ 27,12 bilhões, ainda com seus resultados duvidosos, sendo R$ 8,38 bilhões em 12 arenas, apresentando um legado tangível com mais aspectos negativos do que positivos.

Why do corrupt practices, which are often highly consolidated or even institutionalized, suddenly become scandalous? What is a scandal? Why did FIFA fall into crisis in 2015 and not before? To answer these questions, it is necessary to look at the sequence of thrusts and parries between all the parties involved. Our analysis embraces the notion that social processes are based on relationships in order to provide insights into why and how denunciations can lead to long-tolerated corrupt practices sud- denly becoming compromising enough to force an organization’s leaders to implement measures that would have previously been unimaginable. We use mul- tiple sources to examine the emergence of FIFAgate and the way FIFA overcame previous critical situations, describing how FIFA neutralized earlier allegations and developed a remarkable ‘resilience’ to scandal. Finally, we analyse the suc- cessive mobilizations whose domino effect led to the emergence of FIFAgate and the measures FIFA took to contain the scandal. Our research enabled us to draw up a new theoretical model for analysing corruption scandals.     REPORT From: Geoff Thompson (Chairman DRC, member Players’ Status Committee and member Club Football Committee) To: 65th FIFA Congress in Zurich Re: 11.1 Update on third-party ownership (TPO) Dear President, Dear members of the FIFA Executive Committee, Dear delegates of the FIFA member associations, On the occasion of the 64th FIFA Congress, the creation of a dedicated working group under the Players’ Status Committee (“PSC”) was announced with the aim of analysing all possible regulatory options in relation to the third-party ownership of players’ economic rights (“TPO”). The working group’s task was to submit the respective regulatory proposal to the Players’ Status Committee and finally to the Executive Committee in May 2015 so that the 65th FIFA Congress receives the respective update. It was my pleasure and privilege to chair this working group. In this respect, the first meeting of the relevant working group was held on 2 September 2014, and attended by representatives of the football community at confederation, member association, league and club level as well as by representatives of FIFPro. Representatives from Brazil, England and Portugal explained the applicable approaches regarding investment in players’ economic rights both at the level of sporting regulations as well as national laws, which was followed by an exchange of views on possible options that ranged from transparency measures, to establishing specific requirements and limitations in terms of quality and quantity, to a prohibition of TPO. There was consensus within the group that the current approach focusing on third- party influence needed to be reconsidered and that the international transfer matching system provided by FIFA TMS GmbH would be of assistance in the implementation of the option ultimately chosen.

BACKGROUND Spectra Venue Management (Spectra) has operated the Abbotsford Centre - a multi-use community, entertainment, cultural and sports facility on behalf of the City of Abbotsford since 2008. In 2014, the City of Abbotsford and Spectra Venue Management agreed to a new five year management and operating agreement, which included the “New Game Vision” (New Game), with enhanced community access; streamlined operating agreements; and revenue positive special events and anchor tenants. DISCUSSION In the past four years since the New Game was launched, the venue has increased community access, and generated a significant economic vibrancy for the businesses and residents of Abbotsford and surrounding area through successful event and community bookings.     UNCAC Open-ended Inter-governmental Working Group on Prevention of • Corruption (22-24 August, 2016, Vienna) The use of information and communication technologies for the implementation ofthe UNCAC Information and communications technologies (leT) have been hailed as the answer to practical problems of increasing transparency and public accountability in public administration. leT can make it easier for citizens to scrutinize government activity and to voice concerns and opinions about its performance. The use of leT in public administration also presents two types of corruption prevention challenges. The first is that fraudulent activity in public administration, as elsewhere, can be made easier and more damaging by using leT. Secondly corruption risks can arise from the increasing depe-ndence of public sector agencies on leT to run their operations. Both the purchase and maintenance of leT systems requires technical expertise that may be lost as public administration prioritizes core functions over administrative support. Buying in this expertise without due diligence exposes public authorities to the challenges of a contractor workforce mentioned earlier but with the potential for greater damage than in many other administrative support functions. The core challenge is in maintaining costly expertise. leT plays a role in preventing corruption not only in accountability and transparency but also by supporting the quality of an organization's operational efficiency and robust internal ~!overnance. Inside public sector agencies, electronic records management systems can improve the quality, reliability - and even the existence - of public records and administrative performance generally. Electronic data can also facilitate more efficient auditing and ex post investigation of processes and analysis of corruption risks that can be used as strategic intelligence to improve systems.
