Ferrell-Benavides, City Manager Date: June 18, 2021 Subject: Weekly Update UPublic Works Building Inspections A total of 1,679 single-family rental properties are registered to date; two properties were registered since the last update. Twenty-four inspections were completed since the last update; twenty-two passed while two failed. Lack of GFCI protection was the primary reason for the failures. Thirteen residential Certificates of Occupancy were issued in the last week. A total of 571 Certificates of Occupancy have been issued since the inception of the Single-Family Rental Registration Program. • Since the start of active lien collection, $298,058.29 has been collected. $1789.31 was collected since the last update. Street Division Anderson Asphalt began FY21 Mill & Overlay work on 8 June 2021. See map at the end of this document for FY21 mill & overlay street locations. Anderson Asphalt has completed asphalt overlays: • Bow Creek North and South of I20 • Jellison from Cedar Ridge to Bow Creek. • Link from Jellison to Camp Wisdom. The Concrete Construction crew: • Installed an ADA ramp @ 346 W. Center St. • Replaced sidewalk @ 213 S. Horne. City of Duncanville • P.O. Center St. and N. Forest Ln to conclude if an a “all-way” stop is warranted. • A pedestrian traffic study was completed at the intersection of E. Center St. and S. Alexander to see if a crosswalk is warranted. Utilities Division • Water usage was 29.468 MG this reporting period, June 6, 2021 to June 13, 2021, up from 27.34 MG the previous week. The daily peak water demand occurred on Sunday June 13, 2021, when 4.725 MG was used. There were 0.30 inches of precipitation this reporting period. • Crews responded to one (1) water main break and painted hydrants around town as needed. • Crews responded to five (5) sewer calls and televised 110 ft of sewer lines. • They exercised 11 valves and had an estimated water loss of 280,000. • The Solid Waste Department received nine (9) calls regarding scheduling questions. Staff responded to seven (7) trash, two (2) bulk, four (4) brush and City of Duncanville • P.O. They had three (3) calls regarding the call center, three (3) backflow questions and eight (8) recycle bins were distributed. Planning Division • The following projects are scheduled for the June 28, 2021 Planning & Zoning meeting: o Final Plat request at 415 Hustead Street. o SUP request for Bed and Breakfast at 415 Hustead Street. (This is a renewal of existing SUP.) o SUP request for Drive-Thru at 102 E Danieldale Road. o PD request to allow for Event Center with modified development standards at 515 W. Center Street. • The following zoning cases were approved at the June 15, 2021 City Council meeting: o SUP request to allow for the use of Drive-Thru at 103 N. Cedar Ridge Dr. o SUP request to allow for the use of Auto Repair and Services (Major), at 703 Big Stone Gap Road. o SUP request to allow for the use of Bus and Truck Storage and Rental at 617 E. Hwy 67. • The Planning Department has posted a job announcement for a Planning Intern. This is an unpaid position designed to help undergraduate or graduate students meet their course requirements for degrees in Planning, Public Administration, etc. CIP Construction • Meadowcreek Drainage Improvements – KEC is continuing to install the wall footing. La Banda will begin the construction of the 6’x6’ Reinforced Concrete Box next week. City of Duncanville • P.O. Box 380280 • Duncanville TX 75138 • (972) 780-5017 • Fax (972) 780-5077 Page 4 of 19 • FY21 Pipe Bursting – Vortex is currently spray-lining manholes and restoring pavement and site conditions. • Green Tree Ln Water & Wastewater Improvements – FM Utilities has installed the 8-inch water main up to Teakwood Drive and is preparing for a tie-in this Thursday. Once complete, all residents along Green Tree Lane from Crescent Lane to Teakwood Drive will be supplied with water from the new main. City of Duncanville • P.O. Danieldale Rd Reconstruction & Utility Improvements (Main St. to US-67) – All stormwater and wastewater utilities under the right and middle eastbound lanes have been completed. Pavecon has compacted the soil over these utilities and, once density tests have been met, will place temporary asphalt pavement. At S. Main St. and E. Danieldale, Pavecon is constructing a temporary concrete curb to widen out the turn. In the next traffic control phases, semi-trucks northbound on Main St. will have to make a tight turn into the right eastbound lane. The curb modification will make the turn somewhat easier. Bob Lee Blvd is expected to reopen to traffic on June 23, 2021. Below is the tentative schedule for the project milestones: o July 2021 - Storm & Sewer Under Eastbound Lanes (EBL) Complete o November 2021 – All Utilities Under Westbound Lanes (WBL) Complete o February 2022 – WBL Paving Complete o May 2022 – Water Under EBL Complete o July 2022 – EBL Paving Complete o October 2022 – Project Complete • The Highway 67 Green Ribbon Construction Project bids are currently being reviewed by Duncanville, Cedar Hill and TXDOT. Box 380280 • Duncanville TX 75138 • (972) 780-5017 • Fax (972) 780-5077 Page 10 of 19 Parks Department Parks: • Lions Park parking lot is scheduled to be resurfaced, striped, and curb stops installed by a contractor June 21-25, 2021. • Work on Lakeside Park drainage adjustment is scheduled to be performed by a local contractor June 21-24,2021. • The Park Board met on Monday and received a presentation from Duncanville resident and Duncanville High School teacher Reece Edwards to create a Blacklands Prairie and wildflower area on the south side of Lakeside Park. He is proposing a partnership with the school district for design and installation assistance along with the creation of environmental signage for the site. He also noted he has several sources for grant funding and estimated the cost of improvements at less than $20,000. The Park Board was generally in favor with his presentation and offered their support moving forward for further public and Council input. Should the project ultimately be approved, installation would be as early as the fall of 2022. If agreed, I can place this on a future City Council Briefing Session agenda.

    Report of 2006-2007 High School Graduates’ Enrollment and Academic Performance in Texas Public Higher Education in FY 2008 Texas statute requires every school district to include, with their performance report, information received under Texas Education Code §51.403(e). This information, provided to districts from the Texas Higher Education Coordinating Board (THECB), reports on student performance in postsecondary institutions during the first year enrolled after graduation from high school. Student performance is measured by the Grade Point Average (GPA) earned by 2006- 2007 high school graduates who attended public four-year and two-year higher education in FY 2008. The data is presented alphabetically for each county, school district and high school. The bookmarks can be used to select the first letter of a county. Then the user can scroll down to the desired county, school district and high school. For each student, the grade points and college-level semester credit hours earned by a student in fall 2007, spring 2008, and summer 2008 are added together and averaged to determine the GPA. These GPAs are accumulated in a range of five categories from < 2.0 to > 3.5. If a GPA could not be calculated for some reason, that student is placed in the “Unknown” column. GPA data is only available for students attending public higher education institutions in Texas. If a high school has fewer than five students attending four-year or two-year public higher education institutions, the number of students is shown but no GPA breakout is given. If a student attended both a four-year and a two-year institution in FY 2008, the student’s GPA is shown in the type of institution where the most semester credit hours were earned.
