U.S.-China Relations: First Contact: Qian Qichen Engages in Wide-ranging, Constructive Talks with President Bush and Senior U.S. Officials by Bonnie S. Glaser, Consultant on Asian Affairs PRC Vice Premier Qian Qichen’s visit to the United States in March provided an opportunity for the U.S. and China to exchange views on the bilateral relationship and discuss a broad range of security issues. Both sides characterized the discussions in positive terms, acknowledging that differences were aired frankly, yet without rancor. Qian conveyed China’s objections to U.S. arms sales to Taiwan, especially Aegis destroyers, and Secretary of State Colin Powell explained that U.S. policy would be guided by both the three Sino-U.S. communiqués and the Taiwan Relations Act. Progress toward China’s entry into the WTO stalled over a major disagreement on Chinese agricultural subsidies. U.S. government officials claimed they had evidence that Chinese companies were selling and installing fiber optic cables and other equipment being used to improve antiaircraft equipment in Iraq in violation of UN sanctions. Military exchanges proceeded according to the plan sketched out last November with a U.S. ship visit to Shanghai, several delegation exchanges, and a visit by U.S. Commander in Chief, Pacific Admiral Dennis Blair to China. James Mulvenon The civilian political leadership changes at the 17th Party Congress in October 2007 have received close scrutiny from outside observers, but important and interesting personnel adjustments in the military have garnered less attention. This article examines recent Chinese military leadership changes in detail, focusing principally on the Central Military Commission but also tracking significant moves at the Military Region and Service level. Military Leadership Changes Leading Up to the 17th Congress Prior to the 17th Party Congress and the selection of the new Central Committee, Politburo, and Politburo Standing Committee, systematic and sweeping changes were made in the leadership structures of all seven military regions and the services. These reshuffles were not a purge, but an unusually intense round of the PLA’s regular command rotations and age-based removals of personnel. James Mulvenon For Western observers of the People’s Liberation Army (PLA), the 16th Party Congress presented a curious mixture of the past, the present, and the future. Jiang Zemin’s long-rumored and ultimately successful bid to retain the chairmanship of the Central Military Commission (CMC) brought back memories of party-army relations in the late 1980s before Tiananmen. At the same time, the new crop of PLA leaders elevated to the CMC represents the present and future PLA, possessing high levels of experience, training, and education, and thus professionalism. This article explores the implications of Jiang’s gambit, analyzes the retirements of senior PLA leaders and the biographies of their replacements, and offers some pre- dictions about the choice of defense minister and the future course of Chinese Communist Party (CCP)-PLA relations. JIANG STICKS AROUND If imitation is the highest form of flattery, then Jiang Zemin has given Deng Xiaoping’s boots a real tongue-shine. Recall that at the 13th Party Congress in 1987, confident of his preeminence in the system, Deng retired from all formal positions save one, the chairmanship of the Central Military Commission. His logic at the time was clear.The PLA was still subordinate to party control, but the fresh memory of the breakdown of formal lines of authority during the events in Tiananmen Square told Deng that his continued personal control of the military was crucially important to Jiang Zemin’s successful transition to the leadership core. -

8 China's 'New Security Concept' and Southeast Asia Carlyle A. Thayer This chapter critically assesses China's 'new concept of security' as a guide to Chinese relations with the states of Southeast Asia. First, the chapter discusses the evolution of China's 'new concept of security', the structure of China's multilateral relations with the Association of South East Asian Nations (ASEAN), and the network of bilateral relations as framed by long-term cooperative agreements. With this as background, the chapter then focuses on key issues in China's relations with regional states: geo-strategic rivalry, military assistance programs, the code of conduct for the South China Sea, the 'one China policy' and Taiwan, and US presence in the region. The main argument of the chapter is that despite China's espousal of a 'new security concept' based on 'equality, dialogue, trust and cooperation', its relations with Southeast Asian states are heavily tinged by a realist 'power politics' approach. China seeks regional recognition of its power and status and at the same time it seeks to constrain and depreciate US power and influence. China's 'New Security Concept' In the 1990s, China began to develop and articulate a 'new concept of security'. The collapse of the Soviet Union and the end of the Cold War altered the context of Chinese security thinking. According to Wu Baiyi, Deputy Director of the Research Department, China Foundation for International and Strategic Studies, 'starting from 1993, policy planners and academics began quietly to amend the country's security strategy. After years of work, a renewed security concept came into being' (Wu 2001, 278). -

A number of current senior leaders, including Party Secretary Jiang Zemin, Premier Zhu Rongji, and National Peoples’ Congress Chairman Li Peng, are scheduled to be stepping down from their posts, and it is not yet clear who will be assuming these positions from among the younger generation of leaders – the so-called “fourth generation,” comprised of those born in the 1940s and early 1950s. It is expected that new leaders will be ascending to positions at the head of at least two and possibly all three of the PRC’s three vertical political structures: the Chinese Communist Party; the state government bureaucracy; and the People’s Liberation Army (PLA). During a period likely to last into 2003, the succession process remains very much in flux. Some who follow Beijing politics have raised questions about how vigorously China’s current senior leaders will adhere to their self-imposed term limitations. Party Secretary Jiang Zemin, for instance, is expected to try to keep his position as head of China’s military on the grounds that the global anti-terrorism campaign and internal challenges to Chinese rule create a special need now for consistent leadership. -

After surviving the near-fatal accident, the U.S. crew made an emergency landing of their damaged plane onto the PLA’s Lingshui airfield on Hainan Island, and the PRC detained the 24 crew members for 11 days. Washington and Beijing disagreed over the cause of the accident, the release of the crew and plane, whether Washington would “apologize,” and the PRC’s right to inspect the EP- 3. In the longer term, the incident has implications for the right of U.S. and other nations’ aircraft to fly in international airspace near China. (This CRS Report, first issued on April 20, 2001, includes an update on the later EP-3 recovery.) The incident prompted assessments about PRC leaders, their hardline position, and their claims. While some speculated about PLA dominance, President and Central Military Commission Chairman Jiang Zemin and his diplomats were in the lead, while PLA leaders followed in stance with no more inflammatory rhetoric. -

The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, President Clinton reengaged with the top PRC leadership, including China’s military, the People’s Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic alignment against the Soviet Union included U.S. arms sales to China. Improvements and deteriorations in overall bilateral engagement have affected military contacts, which were close in 1997-1998 and 2000, but marred by the 1995-1996 Taiwan Strait crisis, mistaken NATO bombing of a PRC embassy in 1999, the EP-3 aircraft collision crisis in 2001, and the PLA’s aggressive maritime and air confrontations. Issues for Congress include whether the Administration complies with legislation overseeing dealings with the PLA and pursues contacts with the PLA that advance a prioritized set of U.S. security interests, especially the operational safety of U.S. military personnel. Projecting the Next Politburo Standing Committee Alice Miller1 Analysis of appointments to the Politburo Standing Committee of the Chinese Communist Party shows that over the past two decades three simple rules have been followed. These rules offer a means to project appointments to the Standing Committee at the upcoming 19th Party Congress in 2017. Whether in fact the Xi leadership follows the precedents set down in past appointments or instead sets them aside offers a key benchmark against which to assess Xi Jinping’s strength as party leader. The Politburo Standing Committee has been the party’s key decision-making body since the beginning of the reform era in the late 1970s. Appointments to the body are routinely made at the party’s national congress, held every five years, and the subsequent first plenum of the new Central Committee appointed by the party congress. The party has never publicly explained how it makes decisions as to whom it appoints to the Politburo Standing Committee. Observers outside the party in China, Hong Kong, and elsewhere have filled this information vacuum with speculation based on presumptions of factional competition, bargaining among factional chieftains, and intense jockeying among potential candidates in the run-up to a party congress. Three Rules Close analysis of Standing Committee appointments over the past four party congresses, however, sheds different light on leadership procedures in this highly sensitive area. Specifically, examination of Standing Committee leader retirements and appointments at the 1997 15th, 2002 16th, 2007 17th, and 2012 18th Party Congresses shows that three basic rules have been followed: • First, retirement of both Standing Committee and regular members of the Politburo has followed a defined age limit.
