Preserving and Sharing Our Heritage

M aryland’s heritage areas support the economic well-being of Maryland communities by preserving and celebrating the state’s history, cultural traditions, and natural resources through partnerships that promote, support, and create place-based experiences for visitors and residents alike.

Heritage areas are places to experience - to see, hear, and even taste - the authentic heritage of Maryland in a unique way that you cannot experience anywhere else. Heritage areas are where the stories of the people, the land and the waters of Maryland, which have been intertwined for thousands of years, are told. By preserving these tangible links to both place and the past, residents and visitors are encouraged to recognize that they have a special piece of the American story to treasure and share with others, and that in doing so they create more livable and economically sustainable communities. Now entering its 24th year of operation, the Maryland Heritage Areas Program has enjoyed steady growth, enthusiastic private and public support, and a record of achievement.

At the local and regional level, heritage areas focus community attention on often under-appreciated aspects of history, archaeology, cultural traditions, and distinctive natural areas, fostering a stronger sense of pride in the places where Marylanders live and work. At the state level, the Maryland Heritage Areas Authority (MHAA) provides targeted state financial and technical assistance within a limited number of areas MHAA designates as “Certified Heritage Areas.”

Each of Maryland’s 13 Certified Heritage Areas is locally managed and defined by a distinctive focus or theme that makes that place or region different from other areas of the state. These distinctive places exhibit tangible evidence of the area’s heritage in historic buildings and districts, cultural traditions, singular natural landscapes, as well as other resources such as museums, parks, and traditional ways of life as revealed in food, music, and art. This special flavor of each heritage area attracts not only out-of-state visitors, but people living in the region who are also looking for experiences that are different and unique.

The program recognizes that a successful heritage area needs to have a viable economy that values the area’s unique resources, and through public and private partnerships strives to preserve and enhance the resources that make the area distinct and attractive to residents and visitors alike. By investing matching public dollars to create tourism- related products, spark matching private investment and motivate local leadership, MHAA seeks to promote a sustainable level of heritage tourism that is appropriate for the community yet strengthens the local economy and improves quality of life. •

2 Program Goals: Enhance, Increase, Enable, Foster, and Accomplish

MHAA charted the future course for the program by developing seven program goals. These goals demonstrate MHAA’s commitment to protecting and interpreting the state’s heritage assets and to achieving these goals by means of broad-based partnerships.

1. TO ENHANCE the visitor appeal and enjoyment of the state’s history, culture, natural environment, and scenic beauty by enhancing the overall visitor experience.

2. TO INCREASE the economic activity associated with tourism, creating opportunities for small business development, job growth, and a stronger tax base.

3. TO ENCOURAGE preservation and adaptive reuse of historic buildings, conservation of natural areas important to the state’s character and environment, and the continuity and authenticity of cultural arts, heritage attractions, and traditions indigenous to the region.

4. TO ENABLE Marylanders and visitors alike to have greater access to and understanding of the history and traditional cultures of the state and to understand the important events that took place here.

3 5. TO FOSTER linkages among and between heritage attractions that encourage visitors to explore, linger, and sample the diverse offerings of the state’s distinctive regions.

6. TO BALANCE the impact of tourism activity with the quality of life enjoyed by residents.

7. TO ACCOMPLISH these goals via partnerships among local and regional leaders, nonprofit organizations, businesses, and state agencies.

4 Program Governance: Interagency Collaboration

I n the same way the Maryland Heritage Areas Program encourages stakeholders to cooperate at the local level, MHAA’s interagency structure also encourages state agencies to work together to pool funding resources, share staff expertise, and ensure that the interests and responsibilities as diverse as history, archaeology, culture, natural resources, recreation, economic development, and education are factored into program activities.

MHAA, an independent unit of state government housed in the Maryland Department of Planning (Planning), leads the program. MHAA is led by Planning Secretary Robert S. McCord, who serves as chair. The 19-member body consists of nine state officials representing the departments of Planning, Housing and Community Development, Transportation, Commerce, Natural Resources, Agriculture, Education, the Maryland Higher Education Commission, and the State Historic Preservation Officer. An additional 10 members are appointed by the Governor, including one representative each from the Maryland Association of Counties, the Maryland Municipal League, the Maryland Greenways Commission, the Maryland Tourism Development Board, two public members (one with historic preservation expertise and one with heritage tourism expertise), and two representatives each for the President of the Senate and Speaker of the House of Delegates. •

6 Program Structure: Empowering Maryland’s Communities

M aryland’s heritage areas vary considerably in size, governance, and thematic focus. The program defers to local communities to determine what management structure best satisfies local needs and circumstances, while meeting the program’s overall tourism development, economic growth, and preservation/conservation goals.

The structure of the Maryland Heritage Areas Program is designed to be a locally- focused, “bottom up” rather than “top down” system. Becoming a Certified Heritage Area is a two-stage competitive process. First, communities prepare an application to become a Recognized Heritage Area. This application can be developed from existing information and generally outlines what is unique about the area’s history or resources and addresses the goals and objectives of creating a specific heritage area. Currently there are no Recognized Heritage Areas, as all existing heritage areas have been certified.

7 Once approved as a Recognized Heritage Area by MHAA, the heritage area may apply for a matching grant to prepare a management plan, which provides a strategic action blueprint for the future. In broad outline, the management plan should delineate the economic development goals and strategies, the interpretive strategy, projected rehabilitation and conservation projects, and the necessary partnerships and financing needs required to achieve these goals.

The heritage area management planning process is locally based and wide-ranging. Development of management plans generally takes one to five years to complete, largely due to the amount of public outreach necessary to involve key stakeholders and allow them to reach consensus on the roles of partners in the development and implementation of the heritage area.

Importantly, the Maryland Heritage Areas Program statute requires all county and municipal governments to amend their local comprehensive land use plans to incorporate the heritage area management plan. This requirement formalizes local governments’ long-term commitment to the heritage area. Following the amendment of local government comprehensive plans and MHAA’s approval of a management plan, the heritage area is designated as a Certified Heritage Area. Once certified, heritage areas also prepare five-year plans and annual work plans to implement their long-range management plans. These five-year and annual plans allow heritage areas to include resources and activities that may not have been included in the original management plan.

Response to the COVID-19 Pandemic

I n response to the unprecedented economic impact of the COVID-19 pandemic, MHAA took quick action to support the state’s heritage nonprofits with much-needed financial liquidity. As important economic drivers for their communities, it was vital to ensure that organizations supporting heritage tourism survived the crisis and were visitor-ready to quickly reopen once the danger had passed.

Fifty-nine grantees used the funds to pay rent, utilities, and salaries, providing a vital lifeline for MHAA’s network. Funds also allowed organizations to adapt how they did business by providing virtual experiences, and also supported the purchase of much-needed Personal Protective Equipment to keep staff and visitors safe.

Additionally, recipients of previous project grant awards were given the option to convert any unspent portion of their grant to cover COVID-related emergency operating expenses. In total, 23 grantees converted approximately $400,000 from their original awards into operating expenses incurred between March 5, 2020 and 90 days after the end of the State of Emergency. In addition to offering emergency funding, MHAA provided automatic extensions to all grant deadlines and worked one-on-one with grantees to offer support as needed. •

13 Welcoming New Staff

W hen the appropriation for MHAA was increased to $6 million in FY19 ($5.1 million of which was available for grants), the program saw the highest number of grants awarded in the history of the Maryland Heritage Areas Program. This meant a significant increase in the number of heritage tourism and preservation projects funded through the program, and, in turn, an increase in the non-state funds leveraged with those state funds. As the portfolio of MHAA grants continued to expand in FY20, two new contractual staff positions were created to assist with the increased workload.

Andrew Arvizu was hired as an Assistant Administrator for the Maryland Heritage Areas

Program. Arvizu is a skilled public historian with experience in grant writing, grantmaking, research, communications, and web development. Before joining the MHAA team, they served as the Heritage Coordinator for Patapsco Heritage Greenway, the management entity of the Patapsco Valley Heritage Area. Arvizu holds a master’s degree in Public History from the University of Maryland, Baltimore County. They will be responsible for overseeing MHAA-funded grant projects from application through award to close-out, as well as assisting with administration of the program, and providing technical support and guidance to grantees, applicants, and the Andrew Arvizu at St. Stanislaus Church Ruins, heritage area management entities. Sabrina Roundtree joined the MHT grants team as an Assistant Grants Manager. Roundtree holds a Bachelor’s degree in Biology from Virginia Union University, and a Master of Public Health from Morgan State University. With a solid background in grants and contract management, she is responsible for the preparation of grant agreements and other documents, processing grant payments, and verifying grant close- out materials, as well as providing technical assistance to applicants and grantees. •

15 New Process for Grants Review Draws on Peer Reviewers’ Expertise

I n FY20, the MHAA successfully recruited for and formed a new Grants Review Panel, made up of 20 Marylanders who represent a wide range of areas of expertise related to heritage tourism and education. The program held an open call for panelists, inviting members of the public to be a part of the FY21 grants

review process for the first time ever. Nearly 70 nominations were received, including nominations from Maryland’s ethnic and cultural commissions. In addition, six members of the panel were appointed by the state agencies that are represented on MHAA.

Due to COVID-19, the program has held all of its grants review meetings and training sessions virtually. The 20 panelists attentively pored over budgets and

project timelines, learned the ins and outs of MHAA grants review over a series of group video calls, and tirelessly weighed the merits of the many applications over two all-day virtual grants review meetings in June 2020.

The panelists include: Francisco Ayala (Frederick, MD) Ayala is representing the Governor’s Commission on Hispanic Affairs.

He currently works as an Engagement Specialist for Kaiser Permanente. Previously, he studied Economics at Tecnológico De Monterrey with an emphasis on statistical analysis and business growth.

16 Meagan Baco (Baltimore City, MD) Baco is the Director of Communications at Preservation Maryland, the state’s largest and oldest nonprofit dedicated to Maryland’s history and heritage. Baco is an inaugural fellow of the ARCUS Preservation Leadership program and the Baltimore Planning Academy. They earned a Master's degree in Historic Preservation from Clemson University and the College of Charleston, and a Bachelor’s degree in Environmental Design from SUNY Buffalo. Previously, Baco was Acting President of Preservation Action and a Historic Preservation Specialist at Clinton Brown Company Architecture. At Preservation Maryland, They lead the organization’s state and national communications including major programs, like the Campaign for Historic Trades, Smart Growth Maryland, and PreserveCast. They also manage several public history projects, including initiatives related to Maryland suffragists, labor history at Baltimore’s mills, and the first-of-its-kind Maryland LGBTQ Historic Context Statement.

Eric Beckett, Maryland Department of Transportation Beckett is the Deputy Director of the Office of Planning and Preliminary Engineering at the Maryland Department of Transportation. He entered this position after completing his M.A. in Urban Planning from the University of Michigan. With over 11 years of experience in the state agency, Eric brings a wealth of administrative and logistical knowledge. In the past, he has participated on grant reviews for the Transportation Alternatives, Safe Routes to Schools, and the Recreational Trails programs. Eric is representing the Maryland Department of Transportation and previously served on MHAA’s Technical Advisory Committee.

Larry Brown, Jr., Maryland Department of Housing and Community Development Brown is the Assistant Director of the Baltimore Region for the Maryland Department of Housing and Community Development. He has a long tenure of service working for the state, the Mayor’s Office of Neighborhoods, and Neighborhood Housing Services of Baltimore. He is committed to fostering community engagement and supporting equitable growth. He has more than 13 years of experience in grant-making, project management, and administration. He received his B.S. in Management Science from Coppin State University and a Master of Divinity degree from Family Bible College and Seminary. Larry represents the Maryland Department of Housing and Community Development, Division of Neighborhood Revitalization.

Tina Busko (Berlin, MD) Tina Busko is the Executive Director of the Rackliffe House Trust. She received her B.S. in Horticulture and History from the University of Tennessee, Knoxville. After moving to Maryland with her family, she worked as a naturalist at . In her current position at the Rackliffe House Trust, she has become an expert in heritage tourism, grant writing, and administration.

Nathan Cabrera (Dundalk, MD) Nathan is responsible for outreach and partnership development at Volunteer Maryland, an AmeriCorps program within the Maryland Governor’s Office of Community Initiatives. Nathan received his B.S in Business Marketing and over his career has worked with merchants incorporating the National Main Street program to help grantees with commercial improvements, homeowners with curb appeal projects, host community events, grow social media presence, and website design. In addition, he’s overseen hundreds of volunteers and partnered with community leaders to help with clean-up and greening initiatives. Nathan’s friendly manner, can-do attitude, and tireless energy is used to build relationships and reach people all across the State of Maryland.

Mary Callis (Oakland, MD) Mary Callis is the Executive Director of the Garrett Lakes Arts Festival. Over her 10-year tenure as director she has engaged her community, built lasting partnerships, managed grants, and significantly grown the organization. She has a strong understanding of the impact of heritage tourism and the role that heritage can play in supporting community development.

Heather Ersts, Maryland Department of Commerce Heather Ersts is the Partnership and Outreach Manager of the Department of Commerce Maryland Office of Tourism Development. She has more than 25 years of experience in the museum field, including tenures at the Annapolis Maritime Museum and Historic Annapolis Foundation. She received her B.A. in History from the University of Maryland College Park, M.A. in History from George Mason University and her M.A. in the History of American Decorative Arts from Parsons School of Design/The Smithsonian Associates. Her professional experience has made her an expert in public history, grant writing/administration, and marketing. Heather is representing the Maryland Office of Tourism and served on MHAA’s Technical Advisory Committee.

Emily Falone (Elkton, MD) Emily Falone has 30 years of experience as the State Administrator for Emergency Programs. She oversaw numerous state and federal grants and chaired grant review boards. After retiring from her position with the state of Delaware, Emily applied her expertise at the U.S. Department of Health and Human Services, where she currently works. She holds a B.S. in Biology and Geology from CUNY College and an M.S. in Geology from the University of Delaware.

Michial Gill, Ph.D., Maryland State Department of Education Dr. Gill is the Director of Grants Administration at the Maryland State Department of Education. He received his B.S. in Counseling Psychology from the University of Carolina-Columbia, his M.A. in Business Management from Webster University, and his Ph.D. in Higher Education Administration from Morgan State University. With more than 20 years of experience working with the state, Gill possesses a mastery of grants management and administration. Gill is representing the Maryland State Department of Education.

Marina Herrera (Accokeek, MD) Herrera is the Development Manager at the Accokeek Foundation at , where she is responsible for managing and driving communication campaigns and annual fundraising to engage donors and supporters. Prior to joining the Accokeek Foundation, Herrara worked in nonprofit development in the higher education space and, before that, as a nurse in geriatrics and Alzheimer’s/dementia care. She received her B.A. in English Studies from the University of New Mexico.

Kevin McDonald (North Bethesda, MD) McDonald is the Digital Strategy Assistant at Glenstone Museum in Potomac, Maryland. He received his B.A. in Archaeology and Drama from Tufts University before completing his M.A. in Applied Anthropology and his Graduate Certificate in Museum Scholarship and Material Culture at the University of Maryland, College Park. His academic works, including “An Ethnobotany of the Vaults: A Student Reflection on Anthropology, Biocultural Collections, and Museum Research” and “How Death Disappeared from Halloween” have been published in esteemed journals like Practicing Anthropology. As a museum professional, he has extensive experience and expertise with exhibit planning, grant writing, and public outreach across the arts and culture sector.

20 Peter Morrill, Maryland Department of Natural Resources Morrill is the Curatorship and Cultural Resources Manager at the Maryland Department of Natural Resources. He completed his B.A. in Historic Preservation and Community Planning at the College of Charleston. With experience working for the , Delaware State Parks, and the Maryland Historical Trust (MHT), Morrill is an expert preservationist with experience in research, project management, grant writing, and property acquisition. He currently serves as a board member for Baltimore Heritage and the Governor’s Commission on Maryland Military Monuments. He is representing the Maryland Department of Natural Resources and served on MHAA’s Technical Advisory Committee.

Rico Newman (University Park, MD) Newman is a member of the Elders Council of the Choptico Band of Piscataway Indians. He retired from a career as a Cultural Information Specialist at the Smithsonian Institution’s National Museum of the American Indian and spent six years serving on the Maryland Commission on Indian Affairs. He currently devotes time to the Accokeek Foundation as a board member and resides in University Park.

Anne Raines, Maryland Historical Trust Raines is Deputy Director and Deputy State Historic Preservation Officer at the MHT, part of Planning. After earning her Bachelor of Architecture at North Carolina State University, she worked for several years as an architect in the U.S. and England. She earned her M.S. in Architectural Conservation with distinction from Edinburgh College of Art (University of Edinburgh) in 2009. Returning to the US, she worked as Capital Grants and Loans Administrator at MHT until assuming her current position in 2017. She is representing MHT on the panel.

21 Ashley Samonisky (Cambridge, MD) Samonisky is the project manager of Vision Planning and Consulting, LLC. She has an extensive history of working with federal, state, and local government in the fields of hazard mitigation, stakeholder engagement, and public outreach. She completed her B.S. in Emergency management at the University of Maryland and her B.S. in Geography at Salisbury University. Her capstone project centered on researching and mapping historic cemeteries in Dorchester County. In her current role at Vision Planning and Consulting, she uses her project management experience to offer guidance to state and local governments on a variety of projects.

John Seidel, Ph.D. (Chestertown, MD) Seidel is an Associate Professor of Anthropology and the Director of the Center for Environment & Society at Washington College. He received a B.A. in Anthropology and Political Science from Drew University and an M.A. in both American Civilization and Anthropology before completing his Ph.D. in Historical Archaeology at the University of . Professionally, Seidel has more than 40 years of experience in preservation and archaeology. Further, he has served on the board of numerous historical organizations including the Stories of the Chesapeake Heritage Area, the Maryland Humanities Council’s History Matters! Program, and the Maritime Museum.

Anthony “Tony” Spencer (Annapolis, MD) Born, raised, and educated in Anne Arundel County, Anthony J. “Tony” Spencer has an extensive background as an artist, as well as experience in public administration and a track record of serving his community. His professional history includes time spent in the U.S. Marine Corps and a 23-year career with the Annapolis Fire Department. He holds a Master’s degree in Public Administration and has served on the Anne Arundel County Public School Board, on the Maryland Association of Boards of Education, and as a grants evaluator for the Maryland State Board of Education. Spencer serves on and is representing the Maryland Commission on African American History and Culture.

Cathy Hardy Thompson (Charles County, MD) Hardy Thompson is currently the Preservation and Long Range Planning Program Manager for Charles County government. Over the past 15 years, she has worked in a variety of capacities for Charles County, including historic sites surveyor, preservation planner, and program manager. She has extensive experience writing and administering grants that support critical heritage tourism products.

Jacqueline Woodruff (Bowie, MD) Woodruff serves as Grants Manager for the Maryland State Department of Education. She has an M.A. in Business Administration from the University of Maryland University College. This education led her to an impressive work history that includes serving as the acting program director at Lockheed Martin, as the regional coordinator of the YMCA in Central Maryland, and the executive director of The Vision Foundation. In her current role as grants manager, Woodruff secures critical federal support for Maryland’s Department of Education. She is an expert in grant-making, project management, and administration.

MHAA have been amazed by all the ways in which the panelists adapted to each new situation gracefully and look forward to working with many of them again next year. The panel’s recommendations for award were reviewed and accepted at the MHAA virtual meeting on July 9, 2020. •

24 D uring FY20, MHAA awarded 41 non- capital project grants totaling $1,148,367, and 60 capital project grants totaling $2,952,950. In addition, two grants totaling $42,500 were awarded for marketing of sites and attractions within the heritage areas. Thirteen grants to help support the operations of local Certified Heritage Area management entities were awarded, totaling $1,210,410, and nine heritage areas received block grants to support mini-grants within their jurisdictions, totaling $225,000. The remaining four heritage areas support mini-grants through their management grants.

In addition to the regular grant round, MHAA held an emergency grant round in the spring of 2020 in response to COVID- 19. Grant funds were made available for emergency operating expenses incurred between March 5, 2020, and 90 days following the end of the State of Emergency in Maryland. Awards were made to 59 nonprofit heritage tourism organizations, totaling $600,440.

Prince George's County Film Center and Media Arts Literacy Lab – Friends of Greenbelt Theatre (Maryland Milestones/Anacostia Trails Heritage Area – Prince George’s County)

MHAA awarded the Friends of the Greenbelt Theatre a grant to help create the “Prince George’s County Film Center and Media Arts Literacy Lab.” The organization already operates the historic circa-1938 theatre building (pictured here). In order to create the media arts lab, they will be expanding into the adjacent storefront, where they hope to create a hub for film education and to display an exhibit in partnership with the Friends of the Greenbelt Museum.

26 Our Changing Waterfront" - Exhibit Fabrication & Installation – Annapolis Maritime Museum (Four Rivers/Annapolis, London Town and South County Heritage Area - Anne Arundel County)

MHAA funded a portion of the Annapolis Maritime Museum’s new exhibit, including fabrication and installation costs. The new permanent exhibit will be entitled “Our Changing Waterfront” and will focus on the cultural heritage associated with the Chesapeake Bay. The new exhibit features a multitouch oyster harvesting game, virtual oysterman, and exhibit graphics.

Visitor Experience Planning – Pride of Baltimore, Inc. (Baltimore National Heritage Area – Baltimore City)

MHAA awarded a grant to the Pride of Baltimore to contribute to the organization’s visitor experience planning efforts. The Pride of Baltimore II, for which the organization is named, is a Baltimore Clipper topsail schooner, built in memorial to the original “Pride of Baltimore,” which was constructed in 1812, and tragically sank in 1986. Commissioned in 1988, the Pride of Baltimore II promotes maritime education in Baltimore and abroad, sailing the world and representing the people of Baltimore in every port along her journey. The visitor experience planning, supported by MHAA, will allow the organization to hire a consultant to lead the process and to develop a photo booth experience for visitors to the vessel.

27 Repairs – County Commissioners of Allegany County (Passages of the Western Potomac Heritage Area – Allegany County)

MHAA awarded a grant to Allegany County for work on the C&P Railroad Depot in Frostburg, Maryland. The funding will allow for painting and repairs to this historic building, thought to have been constructed in the 1880s. Today, the depot welcomes tourists traveling along the Western Maryland Scenic Railroad. In the late 1800s and the first half of the 20th century, it was a hub of activity, transporting coal, mail, miners, and traveling salesmen. Up to eight passenger trains per day stopped at this depot during Frostburg’s heyday as a commercial center for coal mining.

Museum Exhibition Design, Fabrication, and Installation – Richardson Maritime Museum (Heart of Chesapeake Country – Dorchester County)

MHAA funded a grant that will allow the Richardson Maritime Museum to create a new exhibit, showcasing the museum’s extensive collections and archives. This grant comes at an ideal time as the museum prepares to move from its current location to a new, waterfront location on the corner of Hayward Street and Maryland Avenue, directly adjacent to Cambridge Creek.

28 Mobile Interpretive Park Center – Friends of Patapsco Valley State Park (Patapsco Valley Heritage Greenway, Baltimore and Howard counties)

MHAA awarded the Friends of Patapsco Valley State Park a grant to support their Mobile Interpretive Park Center (MIPC), a vehicle that will travel to all areas of the park providing information about the park’s programming and translation services for Spanish-speaking visitors, who make up about one third of the park’s total visitation. In addition to better serving this particular group of visitors, the MIPC will allow state park staff to spread the word about heritage tourism opportunities within the park and in nearby towns. The Friends of Patapsco Valley State Park group has plans to outfit the MIPC with an awning, solar panels, bilingual interpretive materials, a public address system for making audio announcements, wireless internet, and discovery backpacks for children to do informal “fieldwork” while visiting the park.

Lower Shore Traditions – The Ward Foundation (Beach to Bay Heritage Area – Somerset, Wicomico and Worcester counties)

MHAA awarded a grant to the Ward Museum of Wildfowl Art, an institution of Salisbury University, to help support the "Lower Shore Traditions" project, in which the museum will conduct historical and ethnographic research that focuses on the traditional practices of recent immigrant communities on the Eastern Shore of Maryland. Research from this project will lead to future exhibits, digital media made available to the public, educational programming, and additions to the Lower Shore Traditions archive, which is made available to the public through Maryland State Arts Council's Maryland Folklife Network.

Hagerstown Cultural Trail Phase II Extension and Wayfinding – City of Hagerstown (Heart of the Civil War Heritage Area – Carroll, Frederick, and Washington counties)

MHAA is providing grant funds to the City of Hagerstown to extend the Hagerstown Cultural Trail further into the downtown area. The trail currently connects with the Washington County Museum of Fine Arts and with the Hagerstown Arts and Entertainment District. The project will build on the city’s already successful Cultural Trail by funding pavers and insets for the trail extension from the edge of the Arts and Entertainment District on W. Antietam Street to the center of downtown on W. Washington Street. Grant funds will also support landscaping, fencing, visitor amenities, signage, public art, and a plaza. The interpretive signage will help to showcase the rich history of downtown Hagerstown, adding to the city’s existing interpretive signs in the downtown and surrounding areas.

Oakland Heritage Trail Improvements – Mayor and Town Council of Oakland (Mountain Maryland Gateway to the West Heritage Area – Garrett County)

MHAA supported the Town of Oakland’s grant project for amenity improvements to the Oakland Heritage Trail, which connects the Oakland Town Parking lot to Glades Park and continues through Glades Park to the Oakland Civil War Trail. The Oakland Heritage Trail features the “Washington Spring House” and the old “gas house” built for the Oakland Hotel. The 300-room hotel was torn down in the early 1900s, but the gas house remains. The Washington Spring is named for , who is said to have stopped at this spring for water on September 26, 1784. MHAA grant funding will allow for repairs to the trail’s boardwalk, the spring house, and the gas house. The project also includes repainting the trail’s light poles and installing benches and signage.

30 Transition to Freedom: Regional Interpretive Brochure and Annual Festival Expansion – The Hosanna Community House (Lower Susquehanna Heritage Greenway - Cecil and Harford counties)

MHAA provided grant funding to the Hosanna Community House for the enhancement of its annual Juneteenth Celebration in 2020, and for the creation of an educational brochure. Juneteenth, also known as "Freedom Day," commemorates June 19, 1865, when Union Major- General Gordon Granger read General Order No. 3 to the people of Galveston, Texas, proclaiming “all slaves are free.” Texas was the last Confederate state where Union troops began enforcing the Emancipation Proclamation. Hosanna Community House’s Juneteenth Festival in Darlington each year, like similar festivals, is a celebration of African American history, culture, and resilience. While the June 2020 celebration had to be conducted in a combination virtual and socially distanced manner, the event was still a success.

Archaeology at the Calverton Site – County Commissioners of Calvert County (Southern Maryland Heritage Area – Calvert, Charles and St. Mary’s counties)

MHAA provided funding to Calvert County for archaeological investigation of the Calverton site, which is currently threatened by shoreline erosion. Once the 17th century county seat of Calvert County, Calverton was the second town founded in the Maryland colony, after St. Mary's City, and was a Protestant settlement that included an Anglican chapel. The MHAA grant funding will also support the creation of an online story map and public archaeology programming, allowing volunteers to participate in the research.

31 Lawrence Wetlands Preserve: Planning and Implementation – Sultana Education Foundation (Stories of the Chesapeake Heritage Area – Caroline, Kent, Queen Anne’s, and Talbot counties)

MHAA awarded a grant to the Sultana Education Foundation for the conservation of an 8.5-acre urban wetlands area in downtown Chestertown, to be known as the Lawrence Wetlands Preserve. The grant funds will support habitat design and restoration, planning for trails and boardwalks, and the design of an all-season classroom space. Once complete, the preserve will allow the Sultana Education Foundation to enhance the nature-based and heritage-based education experiences that they provide to students and visitors.

St. Paul Community Church Roof Replacement and Mold Removal – Sugarland Ethno- History Project (Montgomery County Heritage Area)

MHAA awarded the Sugarland Ethno-History Project a grant for painting and roof work on the group’s historic church. The building is open to the public each year during Heritage Montgomery’s Heritage Days celebration, and there are plans to open it more often as a community museum. The group’s growing museum collection includes photographs and items donated by those who grew up in Sugarland, an African American community established after the Civil War.

32 Spotlight on Mini-Grants

S eptember 2020 marked the second annual International Underground Railroad Heritage Month, recognizing the places and people that played important roles in Underground Railroad history. In the year leading up to this observance, the Heart of Chesapeake Country Heritage Area awarded one of its FY20 mini-grants to a project that would put Underground Railroad history front and center in Dorchester County during September 2020. Dorchester County is widely known as the birthplace of Harriet Tubman, who escaped to freedom, and eventually rescued about 70 others from slavery on Maryland's Eastern Shore.

As part of the commemoration, Alpha Genesis Community Development Corporation proposed bringing the “Harriet Tubman: Journey to Freedom” sculpture to Dorchester County to overlap with International Underground Railroad Month and received funding to do so. The nine-foot, 2,400-pound bronze sculpture was unveiled on September 12, 2020, in front of the Dorchester County Courthouse and remained on display until October 9, 2020. Julie Gilberto-Brady, Manager of the Heart of Chesapeake Country Heritage Area, explained, "This amazing sculpture, by internationally recognized artist Wesley Wofford, is traveling through the this year, and we really are thrilled to be able to support this project with a Heritage Area mini-grant.”

While many museums in the area allowed only limited indoor visitation during this time, due to COVID-19, the sculpture provided another outdoor site to learn about and celebrate the heroism of Tubman and others who escaped slavery and led others to freedom on the Underground Railroad.

42 Program Impact

I n FY21, the Maryland Heritage Areas Program will complete the process begun in FY20 to deliver a comprehensive program impact study. Having completed intercept surveys in the summer and fall of 2019 at heritage events and sites across Maryland, consultant Parker Phillips, LLC will work with each of the 13 heritage areas to create individual program impact reports, as well as a comprehensive report on the overall program impact of the Maryland Heritage Areas Program. The firm will also provide guidance in establishing metrics that can easily be collected by the local Heritage Areas, which will allow for ongoing assessment of both the economic and program impact, looking at both qualitative and quantitative data.

43 Racial Equity

M HA A, in partnership with the Maryland Commission on African American History and Culture, as well as the Governor’s other ethnic and cultural commissions, has formed a Racial Equity Working Group. The group will examine: racial equity in MHAA decision-making, demographic data collection, and program structure; barriers to funding access, including program requirements, review criteria, and reporting; whether the boundaries of the existing heritage areas include a diversity of resources that adequately reflect Maryland’s diverse communities; and organizational access to technical assistance and community capacity-building. The working group will also create a plan for measuring racial equity and access to MHAA grant-funding going forward, with an understanding that racial equity work will need to continue and evolve after this working group makes its initial recommendations. The group began meeting in the fall 2020.

I n winter 2020, MHAA will launch a working group to examine how best to market both the Maryland Heritage Areas Program and the local Heritage Areas themselves. The group will explore how marketing has been funded in the past and how it should be funded moving forward, how each heritage area works with their local Destination Marketing Organization, and make recommendations for an overall branding and marketing strategy for the program.
