Fouras, Ashgrove) read prayers and took the chair at 10.00 a.m. PRIVILEGE Notices of Motion and Orders of the Day and Notices of Questions Mr BORBIDGE (Surfers Paradise—Leader of the Opposition) (10.01 a.m.): I rise on a matter of privilege. Mr Speaker, I draw your attention to the fact that the notice paper for the proceedings of Parliament has not been distributed, which will make it impossible for the Opposition to participate effectively in the affairs of the House. Mr SPEAKER: Order! I thank the Leader of the Opposition for drawing that to the attention of the House. I intended to advise the House that the business paper has not yet arrived, nor has Notices of Questions, upon which we rely. Members are aware, of course, of the procedure that is followed until question time commences. I am sure that the business paper will be distributed in the Chamber before question time commences so that members will be aware of its contents. PETITIONS The Clerk announced the receipt of the following petitions— Pornographic Material From Mr Beattie (20 signatories) praying that legislation be introduced to prohibit the display of posters in public spaces demeaning women. A similar petition was received from Mr Beanland (129 signatories). Local Authority Amalgamations From Mr Campbell (195 signatories) praying that a referendum be conducted to determine the issue of council amalgamations, that the results be collected on an existing local authority boundary basis and that such results be binding on Government. QEII Hospital From Mr Beanland (36 signatories) praying that there be no restriction on facilities offered by the QEII Hospital and that no services or units be relocated to other hospitals. Sandmining Loading Facility, North Stradbroke Island From Mr Briskey (21 signatories) praying that the Parliament will not allow the construction of the proposed sandmining loading facility on North Stradbroke Island. State Education Department Subsidies Scheme From Mr Gibbs (10 signatories) praying that sufficient funds be provided in the 1992-93 Budget to enable the State Education Department Subsidies (SEDS) Scheme 168 10 November 1992 Legislative Assembly to provide various levels of subsidies for creches and kindergartens and to provide for further increases in salaries and wages of staff arising from award restructuring. Similar petitions were received from Mr Laming (9 signatories), Mr Nunn (10 signatories) and Mrs Rose (10 signatories). Capital Punishment From Mr Campbell (78 signatories) praying that a referendum be held concerning the introduction of capital punishment. Ingham-Townsville Commuter Service From Mr Rowell (406 signatories) praying that the Parliament of Queensland will take action to provide a regular commuter service between Ingham and Townsville. Pornographic Material From Mr Wells (1 270 signatories) praying that the Parliament of Queensland will prohibit the possession of all forms of child pornography and paedophilia in videos, films, publications and advertisements and prevent State censorship rights from being usurped by Federal control. Petitions received.
