This working paper discusses how the microeconomics of learning interacts with structural change and the evolution of aggregate demand to generate either virtuous paths of economic development or vicious circles of underdevelopment and lagging behind. This working paper discusses how the microeconomics of learning interacts with structural change and the evolution of aggregate demand to generate either virtuous paths of economic development or vicious circles of underdevelopment and lagging behind. This working paper updates and extends a previous paper on the microfoundations of heterogeneity (Cimoli and Porcile, 2015). Chapter I focuses on the trinity formed by Keynes-Knight uncertainty, bounded rationality and decision-making based on rules or heuristics. Chapter II focuses on learning and its interaction with the technological intensity of the production structure. Chapter III discusses the forces that may lead a country to fall into a low-growth trap and the crucial role that institutions (and in particular the industrial and technological policies) can play in allowing it to escape from such a trap. Chapter IV acknowledges that institutions are shaped by power, and discusses how a less diversified, less technologically intensive production structure reinforces institutions that hinder productivity growth. This section also discusses the international political economy trilemma set forth by Rodrik in his analysis of globalization. Chapter V focuses on the interplay between micro x macro variables shaping the country’s growth path. Technological change and demand-driven growth are combined to give rise to either virtuous processes of productivity and employment growth or to “truncated” patterns that end up in a slow-growth trap. 7 CEPAL - Serie Xxxxx N° xxx Título documento... This topic focuses on the behavior of individual agents —firms, consumers or households— and their interactions in order to derive from them macroeconomic outcomes. Microfoundations (implicitly or explicitly) are concerned with at least four crucial questions: i) the nature of agents’ rationality, ii) how they form expectations and learn, iii) how capabilities are built, used and transformed over time (allowing for both adaptative and creative responses to a changing environment); and iv) role of the institutional setting in shaping decisions, technological change and market outcomes. Nonetheless, the theories of both economists were not always as relevant and appreciated as they are today, especially in the developed world. Before the complex polarizing dichotomy between right and left ideologies, there seemed to be a strong consensus about the right path towards economic development based on concepts that largely contradict free-market ideals. Historical evidence shows that today’s developed nations disregarded much of Smith’s and Ricardo’s theories and followed the concepts of forgotten developmental economists such as Antonio Serra, Robert Walpole, Alexander Hamilton, Friedrich List, Joseph Schumpeter, John Maynard Keynes, among others. These economists advocated for three basic convictions in order to achieve high-income levels. First, promotion of industrialization, diversification of high value-added goods and the abandonment of a natural resources-based economy. Second, to achieve this successfully, they were convinced it was not through laissez-faire economics, but through a strong and active presence of the State. Last but not least, although the importance of international trade was acknowledged, it was essential to protect local industries from international competition during their early and learning stages and that long-term success was tied to gradual liberalization.

    ETHNIC ENCLAVES AND THE ECONOMIC SUCCESS OF IMMIGRANTS—EVIDENCE FROM A NATURAL EXPERIMENT* PER-ANDERS EDIN PETER FREDRIKSSON OLOF ÅSLUND Recent immigrants tend to locate in ethnic “enclaves” within metropolitan areas. The economic consequence of living in such enclaves is still an unresolved issue. We use data from an immigrant policy initiative in Sweden, when govern- ment authorities distributed refugee immigrants across locales in a way that we argue is exogenous. This policy initiative provides a unique natural experiment, which allows us to estimate the causal effect on labor market outcomes of living in enclaves. We nd substantive evidence of sorting across locations. When sorting is taken into account, living in enclaves improves labor market outcomes for less skilled immigrants: the earnings gain associated with a standard deviation in- crease in ethnic concentration is 13 percent. Furthermore, the quality of the enclave seems to matter. Members of high-income ethnic groups gain more from living in an enclave than members of low-income ethnic groups. I. INTRODUCTION In most countries, immigrants tend to be spatially concen- trated [Stark 1991]. This is particularly true for the United States, where almost three-quarters of immigrants resided in only six states in 1998; see Borjas [1999]. That is a fate against which we cannot struggle, but there is plenty in our condition which is not fate, and against which we are less than human unless we do struggle. The people in the industrialized countries are getting richer, and those in the non-industrialized countries are at best standing still: the gap is widening every day. Industrialization is the only hope of the poor. Health, food, education; nothing but industriali• zation could have made them available to the very poor. Economists are inclined to be impatient in attempting to ameliorate this social condition; and are inclined to think that it should be done.
