ORDER:

In the Government Order first read above, orders were issued according Administrative Sanction for the Japan International Co- operation Agency assisted Urban Infrastructure Project at a total cost of 9824 Million Japanese Yen (about Rs.344.70 Crores). The objective of the project is to improve the living conditions of people of urban areas by creating infrastructures like water supply and sewerage facilities. An Empowered Committee has also been constituted under the Chairmanship of Hon’ble Minister for Rural Development and Local Administration for sanctioning, finalizing the means of finance and 2

according administrative sanction for the sub-projects funded under the Japan International Co-operation Agency assisted Tamil Nadu Urban Infrastructure Project.

2. The Commissioner of Municipal Administration in his letter second read above has stated that the Empowered Committee in the meeting held on 08.10.2013 has resolved to accord approval and recommend the proposal to the Government for according administrative sanction for implementing Dindigul Water Supply Improvement Scheme (WSIS), Mettupalayam Water Supply Improvement Scheme and Udumalaipet Water Supply Improvement Scheme under Japan International Co- operation Agency assisted Tamil Nadu Urban Infrastructure Project suggested by Tamil Nadu Urban Infrastructure Financial Services Limited, relaxing the Japan International Co-operation Agency Grant Fund-I guidelines for eligibility to avail grant under Tamil Nadu Urban Infrastructure Project for Mettupalayam Municipality with following means of finance:-

3. In the Government Order third read above, orders were issued according administrative sanction for the Combined Water Supply Scheme at a total cost of Rs.636 crore to Dindigul Municipality (Rs.154.68 crore), 3 Town Panchayats (Rs.95.79 crores), Gandhigram Rural University (Rs.3.88 crore) and 1276 Rural habitations (Rs.381.65 crore) with the River Cauvery as source.

4. In the letter fourth read above, the Commissioner of Municipal Administration has stated that based on the detailed source reliability study and to make provision for improvement of internal infrastructure, it is feasible to implement the Water Supply improvement scheme from Aathoor - Kamarajar Sagar Dam as source. The proportionate cost for the Dindigul Municipality (now Corporation) under the Combined Water 3

Supply Scheme is Rs.154.68 crore, whereas the cost for the scheme in this proposal is Rs.70.50 crore including the cost for replacement of pumping main. Therefore the Commissioner of Municipal Administration has requested the Government to accord necessary administrative sanction for implementation of Water Supply Improvement Scheme to Dindigul Municipality(now Corporation) at a cost of Rs.70.50 crore, with Kamarajar Sagar Dam as source.

5. The Government after careful examination, accept the proposal of the Commissioner of Municipal Administration at para 2 above to accord Administrative Sanction for implementation of Water Supply Improvement Scheme (i) in Dindigul Municipality (now Corporation) at an estimated cost of Rs.70.50 crore and Rs.4.05 crore for annual maintenance, (ii) in Mettupalayam Municipality at an estimated cost of Rs.9.16 crore and Rs.2.04 crore for annual maintenance and (iii) in Udumalaipet Municipality at an estimated cost of Rs.17.87 crore and Rs.63.27 lakh for annual maintenance by relaxing the Japan International Co-operation Agency Grant Fund–I guidelines in respect of Mettupalayam Municipality for eligibility to avail grant under Tamil Nadu Urban Infrastructure Project and orders accordingly.

6. This order issues with the concurrence of Finance Department vide its U.O.No.24557/Fin(MAWS)/2014, Dated 08.05.2014.
