Ekanth Goud, H No. 3-3-18, Bagh Ameer, Kukatpally, Hyderabad- 500072 has filed 2nd appeal dated 27-03-2019 which was received by this Commission on 28-03-2019 for not getting the information sought by him from the PIO / The Deputy Tahsildar, Bachupally Mandal, Medchal – Malkajgiri District and 1st Appellate Authority / The Tahsildar, Bachupally Mandal, Medchal – Malkajgiri District. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 27-12-2018 before the PIO under Sec.6(1) of the RTI Act, 2005, requesting to furnish the information on the followingTSIC points mentioned in his application: The Public Information Officer / O/o. The Tahsildar, Mandal Revenue Office, Bachupally Mandal, Medchal Dist vide Lr.No.RTI/542/2019, dated 30-09-2019 has transferred the application u/s 6(3) of the RTI Act to the Public Information Officer / The Asst. Director, Survey and Land Records, Medchal Malkajgiri Dist to furnish the information directly to the Complainant under intimation to their office. Since the appellant did not receive the information from the Public Information Officer, he filed 1st appeal dated 04-02-2019 before the 1st Appellate Authority u/s 19(1) of the RTI Act, 2005 requesting him to furnish the information sought by him. Note: This is system generated copy and no signature is required The 1st Appellate Authority has not responded to the Appellant. As the appellant did not get the information from the Public Information Officer / 1st Appellate Authority even after 30 days of filing his 1st appeal, he preferred this 2nd appeal before this Commission u/s 19(3) of the RTI Act, 2005 requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him. In view of the above, the 2nd appeal has been taken on file and Notices issued to both the parties for hearing on 16-11-2020 at 10.30 AM. The Case was heard on 16-11-2020. The appellant was absent. The PIO Sri.M.Bala Bhaskar Rao, Naib Tahsildar, Bachupally Mandal, Medchal Malkajgiri District was present and submitted that the appellant is seeking information for three points of which for point No.1 vide letter No.RTI/542/2019 dated.30-09-2019 the 6(1) application filed by the appellant has been transferred u/s.6(3) of the RTI Act to the PIO O/o.Assistant Director, Survey & Land Records, Medchal Malkkajgiri District to furnish the information to the information directly to the appellant and for point No.2 and 3 the PIO vide letter No.RTI/542/2019 dated. 11-11-2020 has requested the PIO O/o. The Tahsildar, Gandimaisamma –Dundigal Mandal, Medchal Malkajgiri District to trace out the concerned record and furnish the information to the appellant. The Commission directs the 1.PIO/Naib Tahsildar, Bachupally mandal and the 2.PIO/O/o Tahsildar, Gandimaisamma Dundigal Mandal to furnish the information to the appellant within (2) weeks from the date of receipt of this order through Registered post with acknowledgement due. 3. the PIO/ Assistant Director, Survey & Land Records, Medchal Malkajgiri District is also directed to the furnish theTSIC information to the appellant within one week through Registered post with acknowledgment due and to report compliance to this Commission. Samplings were collected from each lake in May 2017 and July 2017. The measured water quality parameters included pH, color, turbidity, alkalinity, hardness, suspended solids, Dissolved oxygen, COD, BOD ,Chloride content TDS, Total load of bacteria. From this values it is observe that the lake water is not potable, but can be used for general purpose as well as recreational purpose. Higher values were recorded after initial rains due to natural and anthropogenic sources such as run- off containing salts, land fill leachates, septic tank effluents and animal feeds is higher in first flush. It is also observed that the water turbidity, nitrate and phosphorous levels are more in all lakes. It is due to the increase of nutrient level and the water hycanith presence in the lakes.
