    Interagency Transportation Report RTC / TxDOT / NTTA / DART / DRMC / DFW Airport / HSR April 2016 Regional Transportation Council (RTC) Mobility 2040 Plan Approved. After more than a year of effort, the RTC approved a new Regional Transportation Plan at their March meeting. The plan is constrained to the anticipated funding available during the next 25 years and addresses all modes of transportation. In particular, the plan incorporates the consensus designs for the Southern Gateway and I-635 LBJ East projects that are top City and regional priorities, and are scheduled for implementation in the next few years. It also includes a new policy element that offers rewards, in the form of Transportation Development Credits, to local agencies that support regional transportation policies and programs. It is anticipated that the City of Dallas already supports enough regional efforts to qualify for the transportation credits which can be used in lieu of local funds to match federal and state funding for projects in Dallas. Legislative Committee Meeting. The RTC Legislative Committee met in March to get an early start on preparation for the 85th session of the Texas State Legislature in 2017. The overall tone of the meeting was that the region needs to (1) send a message that we are thankful for the work that the Legislature has done to address transportation funding through Proposition 1 in 2014 and Proposition 7 in 2015, and to (2) continue to educate them that additional funding is needed to meet DFW’s transportation needs – either through additional public funds or by providing local decision-makers with additional tools, such as the selective use of toll facilities.

    Press Release NEW DALLAS LANDMARK REACHES MAJOR MILESTONE First Arch of Santiago Calatrava-Designed Margaret McDermott Bridges Tops Off New York, NY (September 2, 2015) – On Saturday, August 22, the first arch of the Santiago Calatrava-designed Margaret McDermott Bridges was completed, marking a significant milestone in the Dallas-Fort Worth region’s Horseshoe Project. Located in Dallas, the Margaret McDermott Bridges are a major component of the city’s urban revitalization efforts, linking the city’s two riverbanks to ultimately transform the Trinity River into a central gathering place. Today, the Eastbound Bridge Arch soars 275 feet above Interstate 30, a critical thoroughfare at the heart of the project. The two arches and roadway extensions are set to be completed during the summer of 2017. The last arch piece, which was lifted roughly 28 stories on August 22, is approximately 1024 feet long and weighs about 200 tons. These new routes over the Margaret McDermott Bridge will provide pedestrians, bicyclists and cars access over the Trinity River. The Bridge, which costs $113 million, is part of the enormous $798 million Dallas Horseshoe Project, which tackles both the city’s infrastructure needs and improves traffic flow to the heart of Dallas’ downtown. When the project is complete, drivers will have a safer, larger roadway with more mobility through the city’s center. Improvements include widening Interstate 30 and I-35E to have 13 lanes and 10 shoulders. This comes at a time when far too many cities and states are not investing in their roadways and bridges. The Margaret McDermott Bridge is set to have a steel arch span of roughly 1200 feet, the fourth longest arch span in the U.S.

The old left exit to westbound I-30 will be permanently closed at this time. This new southbound I-35E ramp to westbound I-30 will accommodate two lanes of traffic, and will also reopen the Riverfront Boulevard on-ramp to westbound I-30. Map Attachment: - more - Traffic leaving downtown Dallas will no longer be able to access westbound I-30 from the on-ramp just west of Houston Street (along Elm Street at Dealey Plaza). Instead, drivers will need to remain left towards Commerce Street and detour to Riverfront Boulevard to access the new westbound I-30 Riverfront Boulevard on-ramp. Along westbound I-30 in the Canyon area, traffic will be shifted to the right onto new pavement approaching the Mixmaster. Nightly various lane closures along westbound I-30 and southbound I-35E in the Mixmaster will take place on the evenings of Friday, April 29 and Saturday, April 30 to perform the work. Message boards and signs will be placed along the roadway to advise motorists of any associated closures and new traffic movements. The public can stay up-to-date about traffic closures and changes by signing up for Text Alerts, sending the message “dallashorseshoe” to 31996.

    DALLAS DISTRICT HORSESHOE PROJECT “Through collaboration and leadership, we deliver a safe, reliable, and integrated TxDOT PROJECT TRACKER transportation system that enables the movement of people and goods.” OVERVIEW The Horseshoe Project will improve traffic flow in the heart of downtown Dallas. The $798 million project will replace the I-30 and I-35E bridges that cross the Trinity River, as well as reconstruct the interchange. The project will also feature the construction of the Margaret McDermott Bridge, Dallas’ second signature bridge designed by Santiago Calatrava. The project was aptly dubbed the “Horseshoe Project” due to its U-shape (see map) and has been given the highest priority due to the increasing bridge maintenance costs. Within the project limits, I-30 and I-35E carry more than 460,000 vehicles per week day ranking it the 20 most congested roadways in Texas. There is rapid deterioration of bridges built in the 1930s and 1950s which has led to increasing maintenance and repair costs in recent years.
