    A police whistleblower in a corrupt political system Frank Scott Both major political parties in West Australia espouse open and accountable government when they are in opposition, however once their side of politics is able to form Government, the only thing that changes is that they move to the opposite side of the Chamber and their roles are merely reversed. The opposition loves the whistleblower while the government of the day loathes them. It was therefore refreshing to see that in 2001 when the newly appointed Attorney General in the Labor government, Mr Jim McGinty, promised that his Government would introduce whistleblower protection legislation by the end of that year. He stated that his legislation would protect those whistleblowers who suffered victimization and would offer some provisions to allow them to seek compensation. How shallow those words were; here we are some sixteen years later and yet no such legislation has been introduced. Below I have written about the effects I suffered from trying to expose corrupt senior police officers and the trauma and victimization I suffered which led to the loss of my livelihood. Whilst my efforts to expose corrupt police officers made me totally unemployable, those senior officers who were subject of my allegations were promoted and in two cases were awarded with an Australian Police Medal. It can provide fantastic high H points but then have the opposite effect on one’s emotions a moment later. Saturday 13 July was one of those days. Having enjoyed the thrill of watching Pivoine win one of the season’s most important handicaps, closely followed by Beat The Bank battling back to win a second Summer Mile, the ecstasy of victory was replaced in a split second by a feeling of total horror with Beat The Bank suffering what could immediately be seen to be an awful injury. Whilst winning races is important to everyone at Kingsclere, the vast majority of people who work in racing do it because they love horses and there is nothing more cruel in this sport than losing a horse, whether it be on the gallops or on the racecourse. Beat The Above: Ernie (Meg Armes) is judged Best Puppy at the Kingsclere Dog Show Bank was a wonderful racehorse and a great character and will be remembered with huge affection by everyone at Park House.     POLYBIUS AND LIVY ON THE ALLIES IN THE ROMAN ARMY Paul Erdkamp* From the fourth or third century until the beginning of the rst century bc, Rome’s armies were also the armies of her allies. The socii and nomen Latinum raised at least half of the soldiers that fought wars for Rome. The Italic allies were clearly distinguished from the non-Italic troops, such as Cretan archers or Numidian horsemen, by the fact that they were governed by the formula togatorum. This can be concluded from their ‘de nition’ in the lex agraria from 111 bc: socii nominisve Latini quibus ex formula togatorum milites in terra Italia imperare solent. The formula togatorum is seen as a de ning element, distinguishing the Latin and Italic peoples from Rome’s overseas allies. Although in the second century bc a con- sciousness of Italy as a political and cultural unity gradually emerged, it was still referred to as a military alliance of Roman citizens and allies at the end of that century.1 The beginnings of this system remain in the dark, due to the inadequacies of our sources. The foedus Cassianum between Rome and the Latin League (traditionally dated to 493 bc) supposedly established a federal army under Roman command, but next to nothing is known about its functioning. The participation of the allied peoples was based on the treaties between their communities and Rome. The position of the Latin colonies was slightly different, because their obligations were probably based on the lex coloniae governing each Latin colony.2 We may assume that the role of the allies was re-de ned * I wish to thank John Rich, Luuk de Ligt and Simon Northwood for their many valuable comments.

    THE WOMEN IN THE BOOK OF JUDGES by M. O'CONNOR Ann Arbor, MI 48104 I. In the great history that spans the Pentateuch and the Former Prophets in the Hebrew Bible, women play a comparatively minor role, whether as singular individuals or as the generic women-mother, wife, sister, daughter-of the legal materials. 1 Social roles control, to some extent, the depiction of major individuals, from Eve, proto-sister, proto-wife, and proto-mother, down to the queens of the Books of Kings. 2 The Book of Judges is exceptional in this respect: it abounds in stories involving women. 3 In the Pentateuch and in the rest of the Former Prophets the women of the stories seem to serve as points of reference in narrative strategies, against which the movements of the major, male actors may be calibrat~d. 4 Miriam, for example, is depicted I. Robert Boling, Peter T. Daniels, Marsha Dutton, Adria Libolt, Clay Libolt, J. D. Quinn, and Phyllis Trible read and commented on an earlier draft of this paper, and I am happy to thank them.
