Email: [email protected] Isle of Wight County Badminton Association (IWCBA) Rules (Amended 2009) Aims 1. The aim of the Association is to promote friendly competition and to encourage and develop the sport of Badminton on the Isle of Wight, under the rules of Badminton England. Management 2. The Management of the Association shall be entrusted to the Chairman, General Secretary and Treasurer in committee with the following officers:- League Secretary, Junior Secretary, County Team Manager, Mallett Cup Secretary, County Veterans Secretary, Social Secretary, Tournament Secretary, County Development Officer, Publicity Officer and up to three General Committee Members. The position of Hants & Isle of Wight Development Officer is a co-opted position automatically granted to the incumbent of the appropriate Badminton England post. A quorum shall consist of five. 3. To assist with continuity, every post on the Management Committee (other than the General Committee Members and the Hants & Isle of Wight Development Officer) shall have a ‘job description’ where the responsibilities for that post are detailed. The job description for each post will be agreed by the Management Committee, and will be posted on the IWCBA web site. 4. No member shall hold more than one post on the management committee unless no other person has been nominated to fill that vacant position. 5. Each member of the management committee shall be elected at the Annual General Meeting of the Association for a period of one year. Once elected, each officer may offer themselves for re-election at the next Annual General Meeting by 31st March. 6. New nominations for all Management positions may be made by any affiliated member, and must be received in writing/by e-mail by the General Secretary no later than 31st March. The nominee should also confirm to the General Secretary by that date that they are willing to stand for election. Officers wishing to be considered for re-election should notify the General Secretary by the same date. 7. Should an officer’s position on the management committee fall vacant at the Annual General Meeting, and no nominations be received to fill that post by the due date, the Chairman will take any forthcoming nominations during the meeting in order to fill the vacancy(ies). 8. Should a position on the management committee fall vacant during the year, the post will be advertised to all club secretaries, and once nominations have been received, an Executive meeting shall be called to vote on the nominees. 9. Any member of the Management Committee may appoint up to two affiliated members to assist in the administration of their post. The names of those appointed must be advised to the General Secretary. 10. The Annual General Meeting shall be convened during the month of May each year, at which time each of the officers shall give a report to the members regarding their previous year in post. 11. Attendance at the Annual General Meeting is not limited, but each Affiliated Club shall have only one vote. In the event of equal numbers of votes being cast both ‘for’ and ‘against’, the Chairman shall have the casting vote. 12. A representative of each Affiliated Club must be authorised to vote on all matters arising at the Annual General Meeting. 13. Proposals for the IWCBA Annual General Meeting must be submitted to the General Secretary by the 28th February and these proposals will be circulated to Club Secretaries within 14 days thereafter. The General Secretary must receive any amendments to these proposals by 31st March. The General Secretary will then circulate the agenda including reports from Officers, proposals and amendments to all club secretaries 14 days prior to the Annual General Meeting. 14. Minutes of the Annual General Meeting will be circulated to all club secretaries within 3 months of the date of the meeting. 15. All affiliated members should, as part of their membership package, be supplied with a copy of the current year’s handbook, and the information contained therein should also be posted on the IWCBA web site. 16. A meeting of the Management Committee shall be held by the end of September each year to establish a programme for the coming season. 17. Other management meetings for IWCBA officers to be held as necessary, but at least three times in the year in total. Executive meetings for IWCBA officers and Club secretaries shall be held on the same basis. 18. The General Secretary shall carry out the administration of the Association. 19. The financial year of the IWCBA shall end on 30th April each year, and the accounts should be audited by a competent person independent from the committee or sub-committee (as rule. 9). 20 The Management Committee has the right to approve separate accounts for use by different sections within the Association, and should also approve any allocation of funds that exceed £500. 21. A special meeting (Extra-ordinary General Meeting) will be summoned if a request, signed by any six affiliated

HELIER ANSWER TO BE TABLED ON TUESDAY 11TH OCTOBER 2016 Question Will the Minister provide a list of those organisations which previously regularly received a States grant and which have either had that grant reduced or cut entirely since the Minister took office? Answer Grants to organisations are at the discretion of each department based on an evaluation of whether they support the objectives of the Department and the overall Strategic Objectives of the States of Jersey. Due to the discretionary nature of grant funding, the level of funding and recipients of grants vary between years. In some cases, there will be continuity in the organisations receiving grant funding but the reason for the grant may change to support different objectives. Equally, different organisations may be in receipt of grant funding in different years to achieve the same objective. For that reason, it is important to consider the wider allocation of grants and their targeted nature in response to this question. All grant allocations are disclosed in the States of Jersey Financial Report and Accounts (Accounts) and the corresponding Annex. Any significant individual grant, now defined as £75,000 and over, is identified in the Grants Note in the Accounts (page 154 in the 2015 Accounts). Grants below this amount are listed in the Annex in Appendix A. The Minister took office in 2014 so the analysis provided in this response focuses on changes in grants allocated between 2014 and 2015.

    Education, Sport and Culture Sports Development Annual Report 2011 w o m JMNERSEY e MIXEDnETBALL Introduction Last year, for the first time, a document was written to record the vast amount of work that is being done by many people to facilitate and support the development of activity across a range of sports and activity programmes for the benefit of many people in Jersey. It also informed the work programmes for 2011 and I am delighted that the second report demonstrates even more development and achievements. The following pages reflect the work carried out by officers directly employed by Education Sport and Culture as well as those employed by Governing Bodies who are supported with a grant from ESC. The aims, objectives and performance indicators for each person are different and reflect the needs of their particular area of activity. They are developed in consultation with ESC to ensure that they contribute to the objectives of the department and in turn the Strategic Objectives of the States of Jersey. By bringing this together in one report, I believe it clearly demonstrates the outstanding work being done by officers and others in their sports, and the significant effect that it is having on the quality of life of the many people who benefit from the efforts being made. Clearly, the work has also helped to raise the standard of performance in each area of delivery. This report does not record the excellent work that is done by countless volunteers who work in their sports without the assistance of a Development Officer.

    XVI Island Games, Jersey 27th June - 3rd July 2015 Guernsey Athletics Selection Policy (March 2014 – Updated March 2015) Overview Guernsey Athletics will nominate a team with the intention of achieving the highest possible number of top 6 places at the 2015 Island Games in Jersey. The team will be picked in a selection meeting. The meeting will be held on 12th May 2015. After this meeting, the team will be announced immediately. Eligibility To be considered for selection, athletes must: a) Be eligible to represent Guernsey at the Island Games; b) Have signed the relevant Guernsey Island Games Association (“GIGA”) intent to compete form, and any other relevant documentation; c) Agree to and comply with any pre-games preparation including (but not limited to) fulfilling the training schedule set by your coach, media appearances, representing Guernsey Athletics in a professional manner in all aspects (including social media) Eligibility requirements are set by the International Island Games Association and its, and Guernsey Athletics’, decision on any question of eligibility shall be final.     STATES OF JERSEY TOURISM DEVELOPMENT FUND: REPORT FOR 2014 Presented to the States on 17th July 2015 by the Minister for Economic Development STATES GREFFE 2015 Price code: C R.83 2 REPORT Message from the Chairman On behalf of the Tourism Development Fund (the “TDF”) and our Advisory Panel I am very pleased to present our Report and Accounts for 2014. We invited grant applications in the spring and autumn and were delighted to receive a record number of applications. This was the second year we have been able to consider grant applications from the private sector following the approval by the States in July 2012 to broaden our remit to include private as well as public and charitable organisations. As a result, our Advisory Panel had a very busy year, with 14 meetings held to review and consider applications for 71 projects from 59 organisations requesting grants totalling £4,300,000. Of the 59 organisations, 28 were from private entities and 31 were from the non-profit sector. After detailed considerations, the Advisory Panel approved 20 projects totalling £829,256 in grants. Seven grants from private entities were approved, totalling £538,500 and 13 grants from the non-profit sector were approved, totalling £290,756. Please see our report that follows for further details. In addition to our Advisory Panel meetings, Panel members met separately with many of the applicants. A number of applicants were invited to make presentations at our Advisory Panel meetings to discuss their projects in more detail.     STATES OF JERSEY JÈRRIAIS PLAN 2017 – 2019 Presented to the States on 16th June 2017 by the Minister for Economic Development, Tourism, Sport and Culture STATES GREFFE 2017 R.72 2 REPORT Context When debating funding for Jèrriais in September 2016, a number of States Members requested a plan to help preserve Jersey’s native language to be used and enjoyed as something that makes the Island a special place; not, as one speaker put it, “as some kind of museum piece”. Such a plan is overdue. Although Jèrriais has been taught to school pupils since 1999,1 there has been no attempt to relate these learning opportunities to the wider challenge of keeping the language alive. A relatively small proportion of children across the Island have enjoyed Jèrriais lessons in lunchbreaks and after school. This has created interest; and participation in community events like the Eisteddfod has been enthusiastic. However, on the basis of the modest level of provision – fewer than 3 teachers working outside normal school hours or in gaps in the school day – no new speakers have emerged from this generation able to hold a conversation in the language. Consequently, Jèrriais will die out very soon if action is not taken. Almost all remaining native speakers are in their 70s or above; the total number is estimated to be perhaps as few as 500. Since speakers have a crucial role in passing on a language, intervention is required immediately to reverse the situation; otherwise the opportunity will be lost in a very few years. Jersey’s attitude to Jèrriais is paradoxical: on the one hand the language faces imminent extinction, yet it is something of which we appear proud and increasingly we use it to project a positive image of ourselves to the world at large.
