Bob Cameron Minister for Police, Emergency Services and Corrections State Government of Victoria Melbourne Vic 3001 Dear Minister, It is with great pleasure I present to you MFB’s 2009/10 Annual Report. I have been involved in the emergency services for more than 40 years and I am delighted to be appointed President of MFB. In my role as an operational police officer I had regular contact with MFB firefighters and have developed great respect and admiration for their professionalism and commitment. I also have a deep understanding of the role of emergency services personnel and the unique challenges they face in helping to safeguard our community. I am proud to be President of MFB. The organisation is working hard to set the benchmark for emergency services in Australia and adopt best practice in all spheres of its activity. MFB faces many challenges especially with an ageing population and increasingly crowded metropolis. We are working more closely than ever before with fellow emergency service agencies to protect our community. Through continually reviewing and improving our education and intense training, we are developing even further the skills and expertise of our dedicated frontline and supporting corporate team. I look forward to working with the Board, the CEO and the Management Team to enhance the already outstanding reputation of our organisation. The Thin Blue Line of Mental Health: Mediated Representations of Police Use of Force in Mental Health Crisis Interventions By Katrina Clifford A thesis submitted in fulfilment of the requirements of the Degree of Doctor of Philosophy (Communication) at the University of Canberra December 2012 Abstract This research examines the ways in which police officers and bereaved family members make sense of their lived experience of the fatal police-involved shooting of a mentally ill individual in crisis in the context of news media representations of these critical incidents. Fatal mental health crisis interventions are – by virtue of their circumstances – highly controversial and subject to different, often competing, interpretations between key stakeholders. This research adopts a critical realist approach to identify and explore these divergent interpretive frameworks in the context of ‘risk communication’ (Blood, Pirkis & Francis, 2004). It examines the ways in which police use of lethal force is typically framed in news media coverage of fatal mental health crisis interventions, and the media’s contribution to public understandings of contemporary policing and mental illness. Central to this is a qualitative interpretive framing analysis of the news media coverage of the fatal police-involved shooting of a mentally ill man, Paul Klein, on the south coast of New South Wales, Australia, in May 1998. It demonstrates that the history of the Victoria Police over its 150 or so years, unhappily, is interwoven with recurring strands of misconduct and corruption. On becoming Director, Police Integrity in November 2004, I was charged with the responsibility of, amongst other things, detecting and preventing serious misconduct and corruption in Victoria Police. I commissioned a review of policing in Victoria to identify past instances of serious misconduct and corruption in order to discern what lessons, if any, would emerge to inform the future work of the Office of PoIice Integrity (OPI). The result has been revealing. Corruption and serious misconduct in Victoria Police has a long pedigree and the circumstances which have triggered it have been remarkably persistent. The patterns of misconduct and corruption depicted in the Report are confirmed by our current investigations and will remain a source for the focus of our work. There has been no shortage of efforts in response to the problems, as demonstrated by the many (19) reviews, royal commissions and inquiries set up by successive governments over the 150 years of the Victoria Police’s existence. Most such bodies made recommendations for government action, few were implemented and fewer reforms were sustained.

The High Court of Australia in AB v CD1 characterised Ms Gobbo’s actions, in ‘purporting to act as counsel’ for people while ‘covertly informing against them’, as ‘fundamental and appalling breaches of [her] obligations as counsel to her clients and of [her] duties to the Court’. It went on to find that Victoria Police was likewise ‘guilty of reprehensible conduct’, having ‘knowingly’ encouraged Ms Gobbo to do as she did and ‘sanctioning atrocious breaches of the sworn duty of every police officer to discharge all duties imposed on them faithfully and according to law’.

Black Saturday wrote itself into Victoria’s history with record-breaking weather conditions and bushfires of a scale and ferocity that tested human endurance. The lives of many Victorians were changed forever, and many showed they are capable of deeds of great courage and compassion. Although some communities were physically destroyed, their members also displayed ingenuity, strength and resolve in the face of this calamity. There was also widespread devastation of considerable areas of the scenic forests and woodlands that form part of Victoria’s natural heritage. Eighteen months later, the landscape is healing, flora and fauna are returning, and individuals and communities are getting on with rebuilding their homes and lives. We acknowledge the losses—of family, friends, fellow citizens, homes, gardens, animals, and the many other things that people hold dear. We have seen the pain people have endured and continue to bear, and we know it will be a long road to full recovery for many.
