    Foreword The Daventry District Settlements and Countryside Local Plan (Part 2) is a key document that will help to shape the future of the District. When this document is adopted, it will sit alongside the West Northamptonshire Joint Core Strategy (Adopted 2014) and made Neighbourhood Development Plans. These will collectively be the basis for helping to guide and shape the development and use of land across the District. This document is therefore very important for helping to shape the future of the District. This document is the Proposed Submission Version, which builds on the Issues and Options and Emerging Draft consultations undertaken in early 2016 and late 2017. We are grateful to everyone who responded to those consultations, your views have been taken into account in preparing this plan. This plan is based on a thorough evidence base which is set out on the Council’s website. Further details of the consultation are set out within the document including how you can respond, it is important to note that comments must relate to legal compliance and the tests of soundness and be made on the prescribed response form. The consultation also includes a series of exhibitions taking place in early September which you are encouraged to attend. Following consultation on this document, the Council will then consider the responses received before submitting the plan, the responses and other supporting information. This will be undertaken by an Inspector appointed by the Secretary of State. Adoption is anticipated to take place in summer 2019. We look forward to your participation. A public consultation on the Emerging Strategy for the Central Area Action Plan took place in August and September of 2009. 1.2. In total there were 236 individuals, groups and organisations who responded to the consultation on the Emerging Strategy for the Central Area Action Plan. These were made up of 773 comments relating to different topics or themes within the Emerging Strategy. Responses were received via questionnaires, letters or emails. All of the individual responses are available for public viewing at the Planning Offices in Cliftonville House. 1.3. This high level summary is designed to provide some of the headline issues and concerns that have arisen through the feedback. These have been broadly reported on by topic or theme to provide a more constructive summary of feedback. 1.4. It is recommended that this High Level Summary of Consultation Feedback is read in full, to provide a full picture of consultation responses as this summary only aims to highlight pertinent points or areas where there was a broad consensus of opinion. 2.0 Vision 2.1. The vision is generally supported and comments looked to further clarify or contextualise the draft vision. Concerns were raised regarding the impacts of growth on the town and whether there will be sufficient infrastructure in place. C91 C3 C3 C91 A43 The map shows how Holcot is located on the crossroads of two roads which are class ‘C’, but in reality are: (1) part of the de facto north Northampton outer by-pass – being the east-west-east link between the A43 (at the Sywell/Holcot roundabout) and the A508 (at the roundabout on the Brixworth by-pass) [C3] (2) the southbound/northbound rat-run for A43 traffic through (B) Walgrave/Hannington, (C) Holcot and (D/E) Moulton [C91] whenever there is congestion on the A43 – such as (i) almost every morning peak-time between the Sywell/Holcot roundabout and the Overstone Lane roundabout, and (ii) whenever there are roadworks or accidents on the A43 anywhere between the Walgrave turn and the Round Spinney area.
