Chief Audit Executive Location: [Asia & Pacific] [Philippines] Town/City: Quezon City Category: Audit JOB DESCRIPTION: CHIEF AUDIT EXECUTIVE PURPOSE OF POSITION Provide overall leadership and direction for the strategic implementation of a comprehensive program of Risk Based Internal Audit to add value and improve the operations of the organization. Reporting to the Audit and Risk Management Committee (ARC) of the Board of Trustees (BOT), the Chief Audit Executive (CAE) is responsible for maintaining an internal audit function to provide the ARC/BOT and management with ongoing assessments of the organization’s risk management, systems of internal control and governance processes. MAJOR RESPONSIBILITIES Direct and lead the implementation of GIA vision and strategic initiatives at regional/national office around risk management, governance and internal controls to help management mitigate risk that threatens the national office ability to implement its strategy and achieves its objectives. This includes compliance with government and donors’ requirements, ensuring GIA’s risk assessment template and risk based integrated audit (RBIA) on all local audits is pursued and representing GIA on the local Integrity Protection Hotline (IPH) team, as needed, and play a key participatory and advisory role at advisory board/council or local audit committee meetings as needed. Page 1/5 Direct, administer and coordinate a comprehensive and full-time program of internal auditing for the organization providing assurance and consulting services to the ARC/BOT, management and staff in accordance with approved Audit Charter and the Institute of Internal Auditors International Professional Practices Framework and Code of Ethics and World Vision Global partnership policies and standards on auditing. Build and strengthen trust and relationships and serve as a trusted strategic partner to RO/NO key stakeholders, primarily the ARC/BOT and including the SAP Regional Audit Director, WVDF National Director, members of the Leadership Team, operational managers, partners and other stakeholders by providing timely advice and guidance on: the implementation of strategy, risk management, governance and internal controls; the adequacy of internal controls to mitigate significant risk to the national office and the partnership; the effectiveness of the implementation of audit recommendations by management to minimize threats to the achievement of ministry objectives, and collaborate and coordinate with key stakeholders on audit schedules and timing.Advise appropriate levels of the organization, including the ARC/BOT and the RAD on the results of audit reviews and examinations, including recommendations for improvement. Appraise the adequacy of the actions taken by management to correct reported deficiencies; monitors and reviews corrective actions on a continuing basis. Provide overall leadership in the execution of the annual RBIA plan ensuring conformance with GIA Quality Assurance Standards and audit metrics and the Institute of Internal Auditors International Professional Practices Framework and Code of Ethics for every engagement conducted in collaboration with business owners/stakeholders. Direct the preparation and review of ARC/BOT quarterly meeting materials; Page 2/5 communicate the results of audits through written reports and oral presentations to management, the ARC/BOT and the RAD, as necessary. Coordinate with strategic leadership team any and all partnership standards pertaining to Internal Audit and other related Partnership initiatives and provide appropriate technical advice and viable recommendations for input to National Director and/or WVDF Board as basis for decision making. Promote and support organizational synergy through healthy and productive partnerships with other divisions, departments and units of World Vision Development Foundation, including its ministry partners. Participate actively in the formulation of organizational policies by way of recommending relevant and viable policies and guidelines that will lead to better organizational and departmental performance. Represent the Internal Audit Services function at management and Board meetings and with oversight agencies and other external organizations, as well as in any local and international conferences requiring his presence and update the organization and direct reports on the relevance and impact of his/her attendance to these meetings/conferences. Develop and maintain a quality assurance and improvement program (QAIP) in coordination with the Regional Audit Director based on IIA Standards that cover all aspects of the internal audit function; researches audit tools and leading audit practices. Strategically manage the performance of Internal Audit and direct reports using effective tools and defined HR performance management systems and processes: Minimum education, training and experience requirements to qualify for the position: Page 3/5 1. With Bachelors degree in Accounting and Finance or related relevant field from an accredited college or university. 2. Professional Certification as a Public Accountant (CPA) or an Internal Auditor (CIA) is a must. 3. Other preferred Certifications as follows: ACCA (Association of Certified Charted Accountants), CA (Chartered Accountant), CISA (Certified Information Systems Auditor), CFE (Certified Fraud Examiner), CRM (Certified Risk Manager) 4. Master’s degree in Business Management and /or Finance or other related degree in Financial Management is a plus factor. 5. Experience in Risk Based Audit 6. Experience in a Big 4 public accounting environment Other Requirement: 1. Minimum of 5-10 years working in auditing and preferably managing staff . 2. Analytical and critical thinking skills. 3. Strategy implementation review is an added advantage 4. Good communication skills and business writing skills 5. Experience in relating with Boards/Board Committees License, registration, or certification required to perform this position: 1.
