St Columb Major Town Council ST COLUMB MAJOR TOWN COUNCIL Minutes of the Full Council Meeting of St Columb Major Town Council, held in the Council Chamber, Town Hall, St Columb Major on Tuesday, 29th March 2016 at 7.00pm. Present: Cllrs P Wills (Mayor), Mrs J Warner (Deputy Mayor), E Culley, B Daniels, Mrs B Rogers, K Roberts, M Jenkin, A Bazeley, Mrs L Jiggins, M Beason, B Seamarks In attendance: Mr M C Uren (Town Clerk) 12 members of the public and a Reporter from Newquay Voice. 911/14 Mayor’s Welcome: The Mayor, Cllr Wills, welcomed everyone to the Meeting. i) Housekeeping: The Mayor addressed everyone, giving advice on emergency procedures, asking that all mobile phones be switched off or turned to silent. ii) Announcement and Diary Dates: The Mayor advised that he had been involved with walking around the Town on Palm Sunday with Robert, the donkey; attending a Meeting with Major Steps at Wesley Chapel (with the Deputy Mayor and Town Clerk); delivered leaflets on St Columb in Bloom. The Mayor was pleased to report that the Agility Trail has been installed in the Childrens’ Play Area. On Friday he hopes to attend the official opening of the New Fundraising and Volunteering Building and the New Air Crew Training Room at the Cornwall Air Ambulance Headquarters (with the Town Clerk) and in the evening to attend the Newquay Mayor’s Civic Charity Dinner and Dance. Cllr Wills welcomed Cllr Ben Seamarks to his first Full Council Meeting. 912/14 Public Forum: The Mayor invited the members of the public to address the Town Council on any issues, should they so wish. Mrs Fuery asked about a “National Express” sign showing people where to stand while waiting for the National express bus. The matter will be looked into again. Mr Beal spoke about the proposed development at Bospolvans. Cllr Wills explained that we have not yet received anything from the Planning Department regarding the development. A public presentation was recently held here in the Town Hall. Mr Beal wondered why St Columb Major needs more housing. The number of houses has grown, but the infrastructure has not grown accordingly. He considers it to be a waste ST COLUMB MAJOR TOWN COUNCIL - FULL COUNCIL MEETING 29TH MARCH 2016 Page 1 of money. There is a field adjacent to the School which would be ideal for the Pre- school. There are empty houses in St Eval. Cllr Wills advised that the Council’s Precept over the last two years has decreased by 8.3%. Mrs Atkinson also stated that she was against the development at Bospolvans. The current estate is small and children are able to play in safety. With the new development there will be parking problems and what about the access roads? Cllr Culley agreed that St Columb Major does not need any more houses – he has been saying this for the last two years. Mr Beal expressed some concern regarding the indiscriminate parking outside the School. The Police are aware of the problem, but the matter will be referred to them again. Mr Chapman asked how many sites are being looked at for the development – is it just the one? As far as people were concerned there is only one being considered – Bospolvans. Would not the site behind the Brewery, off Trekenning Road, be a suitable location. It was confirmed that this site is owned by Cornwall Council. Mr Clay spoke about the need to implement a Neighbourhood Development Plan. Cllr Wills advised that it can take up to two years to implement such a Plan. The Town Council has agreed to hold a Public Consultation on this matter soon after the Annual Public Meeting (19th April 2016). Mr Healey spoke about the possibility of him being able to place a skip in Wesley Place Car Park for one, or may be, two days while he is renovating a property in Higher East Street. The Mayor and Town Clerk will sort this matter out. 913/14 Apologies for Absence: Apologies for Absence had been received from Cllr Johns (work commitments), Cllr Green (prior engagement) and Cllr Colton. 914/14 Members Declarations of Interest: (i) Declarations of Interest, in accordance with the Agenda: None (ii) Declaration of gifts to the value of £25: None 915/14 To confirm Minutes of the last Full Council Meeting held on 8th March 2016: The Minutes of the Full Council Meeting, held on 8th March 2016, were presented by the Mayor. Cllr Wills proposed, Cllr Roberts seconded and it was RESOLVED unanimously that these Minutes be accepted. ST COLUMB MAJOR TOWN COUNCIL - FULL COUNCIL MEETING 29TH MARCH 2016 Page 2 916/14 Planning Matters: PA16/01725: Temporary planning permission for up to 5 years for the existing Retallack Beach water based activities including wake park, kayak hire and associated facilities to include changing facilities, café toilets, office/shop and parking area – Retallack Resort & Spa, Winnards Perch, St Columb, Cornwall – Retallack Resort This is a request for temporary planning permission for up to 5 years. What has happened about the 360 lodges? The improvements at Crealy were mentioned. Surely this is a retrospective planning application. It would appear that the Wake Park is now in an alternative location. It has actually been in place for at least 12 months. It was eventually proposed by Cllr Jenkin, seconded by Cllr Daniels and RESOLVED by 9 votes to 2 to support this Application. PA16/02071: Re-submission of withdrawn Listed Building Application No. PA15/07529 dated 7th December 2015 for the renovation, refurbishment and Change of Use of the Old Stables at Trewan Lodge into 2 Residential Holiday Lets – Trewan Lodge, Road from junction North East of Higher Gluvian Farm to Cherry Hill, Talskiddy, St Columb – Trewan Hall Ltd. Cllr Mrs Warner proposed, Cllr Daniels seconded and it was RESOLVED unanimously to support this Application. PA16/02070: Re-submission of withdrawn Full Planning Application No. PA15/07528 dated 7th December 2015 for the renovation, refurbishment and Change of Use of the Old Stables at Trewan Lodge into 2 Residential Holiday Lets – Trewan Lodge, Road from junction North East of Higher Gluvian Farm to Cherry Hill, Talskiddy, St Columb – Trewan Hall Ltd. Cllr Mrs Warner proposed, Cllr Daniels seconded and it was RESOLVED unanimously to support this Application. PA16/02454: Non-material amendment to the design to remove the chimney breasts and stacks in respect of decision notice PA13/08717 – construction of 2 no. dwelling houses and associated works – Land South of Ruthvoes Chapel, Ruthvoes, St Columb Major, Cornwall – Mr Ian Bell, Addington Fund The Planning Application was originally approved – this is purely an amendment. The Town Council objected to this Application when it was proposed originally. Cllr Wills proposed, Cllr Jenkin seconded and it was RESOLVED unanimously to support this Application. 917/14 Wesley Chapel: Cllr Wills advised that work on Wesley Chapel is almost complete. Thanks were extended to Terry Tremain and our Handyperson for all their hard work in enabling the Chapel to be ready for Major Steps to move in. We will officially be handing the building over to Major Steps on Friday of this week. The Town Clerk advised that we will require Emergency Lighting in the building. Prices will be obtained for this work. Two new doors will also be fitted. Sincere thanks were extended to all Councillors for their continued support in this project. ST COLUMB MAJOR TOWN COUNCIL - FULL COUNCIL MEETING 29TH MARCH 2016 Page 3 918/14 North and South Chapels – Windows: The Town Clerk advised that he has now met with the successful contractor, who will provide all elevations where the windows are intended to be replaced and drawings of the design and dimensions of the new windows. Members will recall that this is an additional request made by the Planning Authority for the Listed Building Consent. Cllr Wills advised that he has spoken with the Chairman of the Regeneration Committee about any monies that the Committee may have to dispose of should they be disbanded. It was agreed that it would be a good idea to donate the money towards the window replacement project as it was the Regeneration Committee that initiated the project some 30 years ago. 919/14 Re-pointing of Town Hall: As Councillors were aware the Historic Environment Planning Section at Cornwall Council require a more detailed specification and, indeed a Heritage Statement. The Town Clerk has met with a Specialist in Historic and Listed Buildings, who will submit a price to us for preparing a specification, a Heritage Statement and complete the Listed Building Consent form. It was suggested that we could also contact Leslie Cornell who had undertaken this type of work for the Town Council before. 920/14 Local Devolution Fund (LDF) – Newquay and St Columb Community Network Area: Councillors brought forward a number of proposals which they would like to be considered by the Panel – Take over land behind the Fire Station - which is owned by Cornwall Council Take over Trekenning Road Car Park from Cornwall Council Take over land at The Hurlings from Cornwall Council Extend the parking area opposite the Doctor’s Surgery in Trekenning Road Although the date for applications was 18th March, as long as the proposals are sent to Esther Richmond by Thursday of this week, they will be considered. 921/14 Hearing Loop for the Council Chamber: Cllr Wills advised that a suggestion has been made to look into providing a Hearing Loop in the Council Chamber. The Town Clerk is in the process of obtaining prices. Whilst a Hearing Loop is very helpful for those wearing hearing aids, some will still find difficulty in hearing softly spoken people, particularly from the back of the room.

The presentation of all monitoring features into these catchment maps will assist in developing an integrated approach to catchment management and operation. The water quality monitoring maps and index were originally incorporated into the Catchment Action Plans. They provide a visual presentation of monitored sites within a catchment and enable water quality data to be accessed easily by all departments and external organisations. The maps bring together information from different sections within Water Quality. The routine river monitoring and tidal water monitoring points, the licensed waste disposal sites and the monitored effluent discharges (pic, non-plc, fish farms, COPA Variation Order [non-plc and pic]) are plotted. The type of discharge is identified such as sewage effluent, dairy factory, etc. Additionally, river impact and control sites are indicated for significant effluent discharges. If the watercourse is not sampled then the location symbol is qualified by (*). Additional details give the type of monitoring undertaken at sites (ie chemical, biological and algological) and whether they are analysed for more specialised substances as required by: a.
