PROVINCETOWN MEMORIAL DAY OBSERVANCES will be virtual this year…

No in-person ceremonies — Memorial Day during a pandemic will be a much different holiday this year. What would have been a commemoration of the 75th anniversary of the end of World War II, with bands playing patriotic music, wreaths laid at memorials, honor guards carrying flags and buglers playing taps will, in effect, be a virtual Memorial Day.

This Memorial Day will be very different, as it's not safe for many veterans to venture out for remembrance events or to mingle with other people. Memorial Day is traditionally remembered with gatherings. We're in a situation this year where you can't replace that experience, you can't be by the gravesite of someone who lost their life while in-service to their country.

This year Provincetown wishes to honor their service and sacrifice by bringing their memory to a broader audience online than those who usually go to cemeteries on Memorial Day. The town through the efforts of PTV is in the process of making final edits to a cable access video highlighting this year’s Memorial Day Commemoration. The video will be shared when it is finished.

Cape Cod Na)onal Seashore Urges Visitors and Residents to Recreate Safely on Memorial Day Weekend

Cape Cod National Seashore beaches, trails, and parking areas are currently open. During the pandemic, all visitors to the Seashore are urged to maintain a physical distance of at least six feet from other people, wear a cloth mask, avoid recreating in groups, and if an area is crowded, choose another site to visit. Facilities such as visitor centers and restrooms remain closed as the National Seashore undertakes a phased recovery. Seashore officials are asking all visitors to use restrooms before visiting, pack out all trash and pet waste, keep Seashore officials are asking all visitors to use restrooms before visiting, pack out all trash and pet waste, keep pets leashed and out of posted shorebird areas and off nature trails, and ride bicycles only on paved trails. Officials from the Seashore are also providing safety tips not related to COVID-19, including:

Beach Safety: No lifeguards are on duty. Visitors are asked to read and heed safety advisories posted at beaches, swim close to shore where feet can touch the bottom to reduce risk of being caught in a rip current or contact with dangerous marine life, stay off cliff tops and away from cliff faces while on the beach. “Stop the Bleed” kits and emergency phones are located at all six National Seashore beaches.

Bike Safety: Bike accidents are the cause of most injuries at the national seashore, and many are life- threatening, requiring transport to area hospitals. Visitors are asked to wear a helmet and become familiar with bike controls, keep to the right, keep speeds down, and watch for naturally occurring hazards, such as uneven pavement, sand, pine needles, and standing water.

Hiking Safety: Ticks and poison ivy are prevalent along trails. Visitors are asked to remain at the center of the trail to avoid contact, learn to identify poison ivy, and use insect repellent and check for ticks once off the trail.

Governor Baker's new advisory. "Safer at Home" Mass.gov/reopening The Governor's May 18th Safer at Home Advisory and four-phased strategy to reopen businesses has been released along with the requirement for essential businesses and those now permitted to open must comply with Mandatory Safety Standards for Workplaces and develop a written COVID-19 safety plan, addressing:

Social Distancing: employees, customers, and vendors should remain at least six feet apart to the greatest extent possible, both inside and outside workplaces; establish protocols to ensure that employees can practice adequate social distancing; signage for safe social distancing, and require face coverings or masks for all employees. Hygiene Protocols: provide hand washing capabilities throughout the workplace and ensure employees frequently wash hands; provide regular sanitization of high touch areas, such as workstations, equipment, screens, doorknobs, restrooms throughout work site. Staffing and Operations: provide training for employees regarding the social distancing and hygiene protocols; employees who are displaying COVID19-like symptoms do not report to work; establish a plan for employees getting ill from COVID-19 at work, and a return-to-work plan.

Cleaning and Disinfecting: establish and maintain cleaning protocols specific to the business; when an active employee is diagnosed with COVID19, cleaning and disinfecting must be performed; disinfection of all common surfaces must take place at intervals appropriate to said workplace; AND Sector Specific Safety Protocols.

May 20, 2020 – Retail Uses Reopening Guidance From the State According to the most recent Governor’s Guidance, retail in Phase 1 starting on May 25, 2020 is limited to remote fulfillment and curbside pickup only.

Phase 2 (undetermined timeframe) may allow inside browsing with some restrictions which are not yet available from the State. Retail establishments are reminded that outdoor displays are only permitted with prior Zoning approval. The Town will be enforcing these regulations.

Provincetown is s-ll adhering to the Governor’s Stay-at-home Advisory and therefore our parking lots are limited for Provincetown permit holders and those accessing essen-al services only. Provincetown is not open for business as usual.

We have delayed paid public parking in our lots un-l June 1. Capacity in our lots may be reduced to accomplish the Town’s social distancing goals. Neighborhood resident permit parking restric-ons are in place. There is no parking on Commercial Street ​between Johnson Street and Winthrop Street.

REQUEST FOR PROPOSALS FY2021 Small Business Technical Assistance Grant Program

Massachusetts Growth Capital Corporation is pleased to announce the request for proposals for participation in the Fiscal Year 2021 (July 2020 - June 2021) program.

About the Program

The Small Business Technical Assistance Grant Program expands economic and entrepreneurial opportunity throughout the Commonwealth. The program is designed to complement and enhance traditional public and private small business assistance networks by providing technical assistance and training programs for underserved and/or disadvantaged businesses with 20 employees or less. It seeks to facilitate small business economic viability and improve their ability to secure capital.

This state-funded program is managed by MGCC. The grants are awarded to community development corporations (CDC’s), community development financial institutions (CDFI’s), chambers of commerce and other nonprofit organizations that currently provide technical assistance and training programs to small businesses and start-ups with an emphasis on underserved businesses and entrepreneurs. Eligible organizations use the funds to provide crucial services, such as technical assistance, training in business skills, and access to financing, to their local businesses. These grants are intended to supplement the organization’s current and anticipated funding and not to be the primary funding support. In addition, mini-grants are offered through the grantees to small business owners with needs for professional, technical, and operational services.

FY2021 Program Information

· Funds available for this grant program in FY 2021 will be $4 million. (subject to appropriation) · Maximum grant amount to programs proposed by a single organization not to exceed $85,000. · Maximum grant amount to programs proposed as a collaborative joint proposal (defined as two or more eligible organizations sharing costs and providing complementary services in coordination with each other) not to exceed $175,000. · Collaborative joint proposals must demonstrate that the organizations propose a cohesive work plan and will work together to implement and achieve their proposed objectives. · Collaborative joint proposals must have one lead organization and one person responsible for the application and administration of grant monies, as well as all reporting and communication with MGCC. · MGCC will endeavor to assure broad geographic diversity among grantees but will not limit the number of grants awarded per region.

The Cape Cod Regional Transit Authority has continued operations during the coronavirus pandemic, but has felt the impact it has had on the community. “All across the country, transit agencies have seen a significant reduction in all of their service. Here on the Cape we have seen about a 65 to 75 percent reduction in our daily fixed route service,” said Administrator Tom Cahir. “So we’ve seen big reductions in our service and the number of people taking advantage of our service but we’ve tried to make sure that we still provide service at the time that is convenient for people getting to work, and medical appointments, and the grocery store.” The CCRTA carries roughly 500 to 700 people a day on their fixed route service. SBA will provide those whose applications are approved with loans that will cover the business’s short-term working capital needs. 2. The Main Street Lending Program: Supporting small and mid-sized businesses that were in good financial standing before the crisis by offering 4-year loans to companies employing up to 10,000 workers or with revenues of less than $2.5 billion. 3. On a separate note, many of you may have heard that small business owners who also have a job where they get a W2 for over $5100 a year, can not apply for the Pandemic Unemployment Insurance. We have many small businesses here that can not support themselves on what they make in their small business and have part time jobs to supplement their income. The CDP has brought this to the attention of our state legislators and they have received feedback that this is a cap in the Federal Policy and must be changed by the Federal Government. Symptoms for COVID-19 can include fever, chills, shaking chills, coughing and signs of a lower respiratory illness, as well as fa-gue, sore throat, headache, body aches or new loss of a sense of taste or smell. Risk factors for contrac-on of the coronavirus include close contact with a person known to have COVID-19. 3. Nasal swab samples will be taken for tes-ng aUer all clinical informa-on is considered and a risk assessment is done by an Outer Cape Health Services clinician. 4. If we confirm that tes-ng is required, an OCHS provider wearing full protec-ve gear will meet pa-ents for swabbing outside our Wellfleet or Provincetown health centers to obtain samples. 5. Outer Cape Health Services is currently packaging and sending all swabs for tes-ng via our site partners Quest Diagnos-cs. 6. Quest Diagnos-cs is not swabbing or tes-ng on site at any Outer Cape Health Services loca-ons. Quest is sending swab samples to their own off-Cape labs for tes-ng. Quest Diagnos-cs also offers COVID-19 anitbody tes-ng independently of Outer Cape Health Services. 7. While we are able to collect swab specimens for tes-ng, Outer Cape Health Services is not able to perform the actual test. Only the swabs to collect a test specimen are available at OCHS. 8. Presently, test results take up to three to four days to obtain test results. 9. Once test results are received, an OCHS staff member will contact the tested pa-ent by telephone with their respec-ve results and provide further medical counseling.

What should I do if I feel symptoms? OCHS continues to closely monitor updates on Coronavirus (COVID-19). To keep all of our patients and staff healthy and safe, please take note of the following:

Outer Cape Health Services ​remains here to serve you and the community, ​but we ask that you do your part. We hope this letter finds you and our family in good health. Our community has been through a lot over the last few months, and all of us are looking forward to resuming our normal habits and routines. While many things have changed, one thing has remained the same: our commitment to your safety. Infection control has always been a top priority for our practice and you may have seen this during your visits. Our infection control processes are made so that when you recieve care its both safe and comfortable. Our office follows infection control recommendations made by the American Dental Association (ADA) the U.S. Centers for Disease Control and Prevention (CDC) and the Occupational Safety and Health Administration (OSHA). We follow the activities of these agencies so that we are up to date on any rulings or guidance that may be issued. You may see some changes when it is time for your next appointment. We made these changes to help protect our patients and staff. It is important that we speak with every patient prior to your visit, please return messages left. We have hand sanitizers that we will ask you to use when you enter the building. Please wear you mask, we will take your temperature and give you a bag to store your mask in until your procedure is complete. You will be asked to remain in your car or outside so we may call you in when the operatory is ready for you. Please do not ask anyone to join you for your appointment. Seashore Urges Public Cooperation During COVID-19

Oficials at Cape Cod National Seashore have discovered vandalism and dumping at seashore locations, and have observed numerous regulations not being followed. Construction materials were dumped in the Doane Rock area in Eastham, and household trash was dumped at Great Island in Wellfleet. Fencing was vandalized in Truro. In addition, there have been increased violations, including pets on trails, in shorebird areas, and off leash; and bicycles, dirt bikes, and ATVs on trails. The seashore staff does not have the resources to address these careless acts. We will issue citations to those who do not follow regulations, and we may be forced to close areas of the seashore if violations continue.

If choosing to come to the seashore, residents and visitors must adhere to the following regulations to avoid a citation and fines up to $5000. --Pack out all trash, including food scraps and pet waste. --Follow pet regulations: Pets must always be leashed. They are never allowed on unpaved trails, and they must be kept out of posted shorebird protection areas. Clean up after pets. --Folw bike regulations: Bikes are allowed on paved areas and fire roads only. They are never allowed on unpaved trails or on beaches. --Dirt bikes and ATVs are never allowed on trails within the seashore. --Do not litter and No dumping.

Race Point Lighthouse Closure 2020 To the Keeper House (KH) and Whistle House (WH) Guests, you are all appreciated for your time spent at RPL taking in the sea and shore. Your stay with us has supported out Mission Statement for the restoration and preservation of RPL and other American Lighthouse Foundation (ALF) Lighthouses. It is with deep regret that the RPL BOD and ALF announce that the Cape Cod Chapter of the American Lighthouse Foundation, Race Point Lighthouse Station will not open for the 2020 Season and all events for the RPL 2020 Season are canceled. It is our intention to reopen the Station for the 2021 Season after we have more information & such. Time will tell.

With concern for everyone's health and safety, the Post Office Cafe & Cabaret will remain closed this summer season. This is the hardest decision that I have ever had to make. We will reopen in 2021 to continue the tradition of over four decades.

We will open to the public when guidance from State and Federal Officials deem it safe to do so. All April and May events have been postponed until June. While our doors are closed, we are strengthening our procedures, team training and museum protocols to take every possible precaution. We’re actively working on bringing the PMPM experience and message to you virtually. It’s our hope that we can serve our community during this time with educational and entertaining content, connectivity and continued community celebration of free thought, association and belief. Remaining connected to our community is important to us and we are still here for you. Our team is providing educational content and activities online, as well as working with local businesses and leaders to determine other ways we can support our community. Recently, we’ve: · Connected our live web camera to allow everyone to experience the view from the top of the Pilgrim Monument; · Lit the Pilgrim Monument in blue for World Autism Month; and added activities (such as coloring your own schooner) and educational materials on our resources page for all to enjoy. Blue and red lights on the Pilgrim Monument will honor workers at the forefront of the coronavirus crisis. “Our board of trustees and I really believe that it’s important for the monument to be a symbol for light and a beacon of hope, and to remember that there are other people around that are less fortunate,” K. David Weidner, executive director of the Pilgrim Monument and Provincetown Museum, said. Those to be honored include first responders, health care workers, employees at essential businesses and others risking their lives during the coronavirus epidemic. We will be fishing for mackerel and striped bass both of which are currently here in our waters.

What a nightmare we are living!

But thanks to the practice of social distancing, we have been able to keep the dog park open for all to enjoy.

As the summer approaches and the park fills with more people, please continue to practice social distancing and when that's not possible, make sure to wear a mask. It is up to each of us to keep the park open by following our state and local mandates.

Due to the virus, we will not be turning on the water fountains. This may change in time but for now please make sure you bring the water you need for your dog. Any bowls, full or empty, left in the park will be discarded.

“A year ago, WBCN and The American Revolu6on launched an exhilara-ng tour of film fes-vals and screenings across the United States, many of which benefited community radio sta-ons. Audiences were upliUed and empowered by the story of how a rock radio sta-on and a passionate community of listeners mobilized to change their world for the bemer,” says filmmaker . “Now, in this unprecedented -me, as we are all facing shared danger but must do so apart from one another, the spirit of community is stronger than ever. I’m thrilled that we’re able to share the inspiring message of the film in this way.” The drama-c and compelling stories in WBCN and The American Revolu6on are interwoven with the original sights and sounds of the cri-cal events of the late 1960s and early 1970s, thanks to more than 100,000 audio and visual items, many of which were donated to the project by members of the WBCN community and the sta-on’s many listeners and fans. The material includes never before exhibited film shot by Andy Warhol and cinema vérité pioneer Ricky Leacock, images from notable photographers including the late Peter Simon, brother of singer Carly Simon, and Jeff Albertson, as well as aircheck audio from memorable on-air, in-studio moments.

The film includes fresh first-person accounts from the sta-on’s staff, as well as both newly filmed and archival material featuring leading poli-cal, social, cultural and musical figures of the day, including Noam Chomsky, Jane Fonda, David Bowie, Jerry Garcia, Abbie Hoffman, Lou Reed, Bruce Springsteen, in his first radio interview, and Pae Smith, performing with her band in her first live radio broadcast. . A por-on of all proceeds from this non-profit produc-on will benefit a scholarship in the name of Fred Taylor at the Berklee College of Music and a scholarship for documentary film students in the name of Danny Schechter at the Graduate School of Journalism.

Mee-ng the joy, honor and celebra-on that Memorial Day Weekend has tradi-onally meant for so many Americans ain’t an easy task in these anxious and isolated -mes. But we at the Provincetown Theater are determined to pioneer our way forward, grabbing hold of all those emo-ons associated with the gateway to summer, and pupng them in a show!

That’s right, on Sunday, May 24 at 7pm we’re free-streaming our season kick-off with Our Townie Variety Show. Featuring a wide range of major Outer Cape talent, join me, David Drake, as I host a roster of talent that includes not only sensa-onal singers, but also classical musicians & tap dancers, accordionist Terri Con-, flu-st Eric Maul, rock-n-roller Anne Stom, ukulele dude Benwa Kramer & more! PLUS tune in for a reunion of the stars of last summer’s Sweeney Todd – with songs from the glorious voices of Trish LaRose (above, right), Megan Amorese, Christopher Sidoli, Madison Mayer (above, left), and that Demon Barber of Fleet Street himself, Broadway’s Tom Hewitt (above, center).

While we’ll be streaming Our Townie Variety Show free-of-charge, please know that this very special production is being produced as a benefit show to help us shore up the kind of support our theater will need to survive the next phases of the pandemic. Our goal, of course, is to get through this time of darkness, see the light at the end of the tunnel, and put that light back where it belongs – downstage center at the Provincetown Theater. Staying abreast of local concerns and developments on the Outer Cape during these trying times of isolation and anxiety is important to all of us at the Provincetown Theater. To help tune into what connects us, and with the generous support of Cape Cod 5, we’re thrilled to continue producing our new “Community Conversations” virtual program every other Tuesday at 4pm this month. PRIDE is important to Provincetown as it reflects the dignity and diversity of our community. Our top priority is safety. Given the current uncertainty, we are reimagining how to celebrate PRIDE 2020 this June. As an alterna-ve to what we had planned, we are encouraging local businesses to post on our social media pages what PRIDE means to them, and to share any PRIDE-related images that illustrate our collec-ve spirit. We are also encouraging businesses to promote any unique PRIDE offerings during the month of June. The Guild will con-nue to monitor events over a 30-to-45-day horizon, and will make decisions based on the most current informa-on possible. Provincetown will also be par-cipa-ng virtually in Global Pride 2020 on June 27.

Portuguese Festival Is A Blessing Changes to Provincetown Portuguese Festival Celebration For 2020

After meeting regularly since November to plan the Festival’s more than 30 events, the Festival Team was suddenly faced with the challenge of canceling and making changes as the impact of the COVID-19 virus became visible. With a background of over 800 total years of Provincetown heritage the Festival Team was determined to review its mission and work with town officials to continue the spirit of a 70 year celebration the community and nearly 30,000 visitors have enjoyed annually during the last weekend in June.

The result was to eliminate events associated with large groups of people, and to make the Commemorative Booklet viewable online and allow festival T-shirts to be purchased online, with certainty that they can be delivered. The Festival would like to note that they do not expect Festival sponsors to continue their generous support this year, given the circumstances regarding the virus. These changes are all to be done in full cooperation with town government.

The result is the downsizing of the celebration to the following activities:

The Commemorative Booklet will continue to share the heritage of Provincetown with articles and recognition of Festival sponsors. A smaller quantity of the book will be distributed locally, but the complete document will also be published online, making it available to the world.

Festival T-Shirts will be available for order online with an additional charge for delivery, or free pick up at a location(s) to be announced. This year’s shirt features a beautiful painting of the fishing vessel Joan and Tom (pictured) which was contributed by Thomas A. D. Watson, an award winning third generation artist in Truro. Maureen Hurst, a member of the Festival Team, points out the strong ties between the fisherman and the artists in Provincetown. Hurst stated that it is a part of our history that many artists could not have survived the winters without the generosity of the fishermen.

Fish fed the artist and in turn, many fishermen’s homes were graced with beautiful art given in appreciation. Every year the art contributed by the artist is auctioned off during a special Festival Art auction at the Red Inn in early May, with all proceeds going to the Festival. This year, without an auction, the Joan and Tom painting was purchased at a generous price exceeding any sale in previous years. It will hang in the home of Charles and Susan Souza of Provincetown. Charles is a member of the Festival Team.

“The Blessing”, which became the Blessing of The Fleet and expanded to include the Portuguese Festival will occur. Held on the last Sunday in June, “The Blessing” begins with the Fishermen’s Mass, then fills the center of town and MacMillan Pier to capacity. Typically, during this event everyone enjoys the processions, dancing, boat banners, music and the Portuguese Café while the Bishop arrives from Fall River to bless the dancing, boat banners, music and the Portuguese Café while the Bishop arrives from Fall River to bless the boats. However, the event will be downsized and limited, making it similar to the original Blessing of The Fleet of 1948. A time is yet to be determined but will be based on town regulations. In essence, the “Blessing” will be the only Festival event; the boats will be blessed.

Provincetown will be decorated with a goal of sharing a little bit of our heritage but even more important, it will be an expression of gratitude to those men, women and children working hard to keep our community safe and helping those in need of care. The flags along Commercial St. in Lopes Sq. and Portuguese Sq. will celebrate June Portuguese Heritage month. Portuguese roosters will appear in their usual places around town.

The Festival Team and volunteers are pleased to be able to offer this downsized version of the Festival and in no way wants to interfere with local town and other agencies guidelines for getting through these unfortunate times. We wish to be part of the solution, and in doing so we will provide additional information to the public through our digital media and other Festival announcements as it becomes available. HPC Walk for Home 2020

The 2020 Homeless Prevention Council Walk for Home is going Virtual on Saturday, June 6th. Due to current safety concerns, the walk will take a whole new turn as we transition to a virtual format, allowing us to raise awareness for HPC across the country and encouraging participation anywhere in the world!

This year’s Walk with honor the memory of Winifred “Freddie” Fitzgerald, a devoted volunteer, and dedicated Board Member for over 14 years. Wendy Reveri, Freddie’s daughter, is this year’s Walk for Home Chair.
