Fair Trade for Whom? Fair Trade for Whom? The Contribution of Fair Trade to Combatting Trade Inequities Faced by East Timorese Coffee Producers By Kelle Howson A 120-point thesis submitted to Victoria University of Wellington, as partial fulfilment of requirements for the degree of Master of Development Studies 2014 School of Geography, Environmental and Earth Sciences Supervisor: Professor Warwick Murray i ii ABSTRACT Fair trade aims to empower smallholder agricultural producers in the global South to gain more power over their industries by the formation of transparent and democratically representative cooperatives. However, critiques of the fair trade system have emerged in ethical consumption literature, and pockets suggest that individual producer contexts have more of a role to play in determining the benefits of fair trade than had been previously understood or addressed. This work constitutes a case study designed to examine implementation and practice anomalies within the Timorese fair trade certified coffee industry, and the ways in which they impact on producers’ livelihoods and development. A mixed methods approach is deployed to analyse the coffee cooperative Cooperativa Café Timor, and the producers who sell to it. It finds the cooperative to be subject to a number of external pressures that prevent it from passing on the benefits of fair trade certification to farmers. Governance practices in terms of transparency and grassroots representation are found to be significantly hindered by reliance on outside organisations for market access. Also, producers are found to remain superficially represented within commodity chains; having little or no access to value-added income. The involvement of American private enterprise within the East Timorese fair trade system has served to distance the fair trade cooperative from its grassroots, and acts as somewhat of a barrier to democratic management, participatory decision-making, and the realisation of the objectives of fair trade. iii ACKNOWLEDGEMENTS This thesis owes its existence to a number of outstanding humans. (2012), Where now for fair trade, Business History, (Forthcoming) Abstract This paper critically examines the discourse surrounding fair trade mainstreaming, and discusses the potential avenues for the future of the social movement. The authors have a unique insight into the fair trade market having a combined experience of over 30 years in practice and 15 as fair trade scholars. The paper highlights a number of benefits of mainstreaming, not least the continued growth of the global fair trade market (tipped to top $7 billion in 2012). However the paper also highlights the negative consequences of mainstreaming on the long term viability of fair trade as a credible ethical standard. Introduction Fair trade is a social movement based on an ideology of encouraging community development in some of the most deprived areas of the world1. It coined phrases such as “working themselves out of poverty” and “trade not aid” as the mantras on which growth and public acceptance were built.2 As it matured it formalised definitions of fair trade and set up independent governance and monitoring organisations to oversee fair trade supply-chain agreements and the licensing of participants. The growth of fair trade has gone hand-in-hand with a growth in mainstream corporate involvement, with many in the movement perceiving engagement with the market mechanism as the most effective way of delivering societal change.3 However, despite some 1 limited discussion of the potential impacts of this commercial engagement4 there has been no systematic investigation of the form, structures and impacts of commercial engagement in fair trade, and what this means for the future of the social movement.

Fair Trade seeks to transform Globalization North/South relations by fostering ethical consumption, producer empowerment, and certified Fair Trade commodity sales. This initiative joins an array of labor and environmental standard and certification Certification systems which are often conceptualized as “private regulations” since they depend on the voluntary participation of firms. I argue that these new institutional arrangements are better understood as “social regulations” since they operate beyond the traditional bounds of private and public (corporate and state) domains and are animated by individual and collective actors. In the case of Fair Trade, I illuminate how relational and civic values are embedded in economic practices and institutions and how new quality assessments are promoted as much by social movement groups and loosely aligned consumers and producers as they are by market forces. This initiative’s recent commercial success has deepened price competition and buyer control and eroded its traditional peasant base, yet it has simultaneously created new openings for progressive politics. The study reveals the complex and contested nature of social regulation in the global food market as movement efforts move beyond critique to institution building.

Fair trade supports laborers in achieving a suitable quality of life, where our demand for trade does not deduct from basic human rights or the planet in which we all share. The reality is that most fashion factory workers in developing countries (and some in America, too!) do not receive living wages or fair working conditions. Unethical trade and labor practices make it nearly impossible for people to rise above their circumstances. UNFAIR TRADE: PUTTING CORPORATE RIGHTS ABOVE HUMAN AND ENVIRONMENTAL RIGHTS Fast fashion is produCed by an industry that frequently takes advantage of human beings (most often those already very vulnerable and disadvantaged) by subjecting them to disCrimination, physiCal and sexual abuse, sCandalously low wages and priCes, unsafe working conditions, and even slave labor for both adults and Children. Consumers who value ever-Changing fashion trends and low priCes perpetuate the market praCtiCes that lead to unfair labor practiCes by purchasing cheap, poor quality fashion. The fundamental problem with the garment and jewelry industries is that, very little profits from the industry are transferred to humans working to produCe these items. Large corporations control the trading system in the fast fashion industry, and they use their power to negotiate extremely low prices for both materials and human labor. Individuals have very little power to change their situations. They Continue to work in the fashion industry in the vain hope that things will get better, but under current market conditions, that is unlikely to happen.

Reality: International exchange lies at the heart of Fair Trade. Although Fair Trade USA separated from the Fairtrade system in 2011, FLOCERT continued to offer Fair Trade USA data reporting services between 2014 and the first half of 2019. This included certification, supply chain data and premium use information. All this time, Fair Trade USA did not contribute to CLAC providing support to you. Nonetheless, Fairtrade and CLAC continued to provide technical assistance and services to all producers selling on Fairtrade terms, including those producers selling to Fair Trade USA supply chains. This support amounts to approximately 2M EUR annually. On 31 May 2020, we agreed to end the FLOCERT contract with Fair Trade USA and effectively severed all relation with them. We understand that Fair Trade USA is now creating a structure to access data directly through you, and that Fair Trade USA might intend to charge producers for developing and access that structure. In doing so, Fair Trade USA is now bypassing CLAC and directly approaching producers, like you, who hold FLOCERT certificates. We were not informed of any of this in advance.
