Abstract It is hard to undervalue the impact of foreign investments in a progressive movement of transitional economies towards a fkee market economy. For this purpose, a modernized and balanced tax system plays a central role in the improvement of the general investrnent climate and attract more foreign investments. Governmental monetary and fiscal policy and, particuiarly, tax policy can have a major impact on the process of economic recovery of Russia, Kazakhstan and Ukraine. in the market type economy, taxes play an important role in the distribution of income and the allocation of resources, as well as have a decisive influence on the general economic stabilization. The forms of taxation and the amount of tax burden make a direct impact on the amount and structure of consumption and saving and, subsequently, on the arnount and structure of foreign investments. Of al1 the countries reviewed in this analysis, Kazakhstan has achieved the highest success in improving its generai environment, prirnarily through the improvernent of its tasystem. Ukraine and Russia were not able to bring their tax systems to the Ievel of simplicity, clarity and effectiveness of Kazakhstan, which has negatively affected their cornpetitiveness in world capital markets. This study also provides for an analysis of other factors influencing the general invrstrnent environment in these countries, including the regulatory fiarnework, political and economic stability, currency regime, banking system, labor resources, crime and infrastructure. This study indicates that, in order for Russia and Ukraine to become more cornpetitive in international capital markets and attract more investments into their economies, it is increasingly important for these countries to Merpursue the course of improvement, stabilization and clarification of their respective tax systems. This task is even more important for Ukraine, as far as it has to compete with the counbies possessing enormous arnounts of natural resources, giving them an additional advantage in attracting foreign investors. Introduction For the economies of Russia, Kazakhstan and Ukraine the way out of the economic crisis is directly comected to the reform of their tax systems, which would ensure a stable inflow of budget revenues necessary for the state to filfil1 its functions. AIso, a modernized and balanced tax system plays a central role in the improvement of the general investrnent climate and heips to attract more foreign direct investments drastically needed for modemizing and restructuring the econornies of those countries. Foreign presence has a long history of existence in Russia, Ukraine and Kazakstan, but active promotion of foreign investments by their governrnents has only begun after the collapse of the Soviet Union. It has become obvious that neither country has enough national savings at the current stage of its development to promote sustainable growth. Al1 the countries equally need maximal inflow of foreign capital and technology to be able to overcome the consequences of economic failure lefi by the system of central planning and to facilitate transformation to a fiee-market economy. Extemal resources must be attracted in the form of foreign investments, including direct investment, portfolio investments or loans.' Foreign direct investments (FDI) seem to be the most attractive form as they would not only help to improve the balance of payments and the development of export capabilities of different spheres of industry, but would also provide an infusion of outside capital, technology, and expertise, and create jobs for domestic suppliers and subcontractors. FDI is very attractive as a non-debt creating source of current account finance, and more broadly as an indicator of growing international confidence in a country's sustainability of the entire process of economic reform. A steady flow of FDI would improve confidence of investors since al1 of the world's major credit rating agencies include it among their indicators of international creditworthiness. It will be argued in chapter II that the current share of accumulated FDI by Kazakhstan, Russia and Ukraine was largely due to the early and successfûl introduction of !he econornic and tax refonn by the respective countries. FDI volumes of Russia, Ukraine and Kazakhstan will be compared with other foxmer Soviet Union Republics and Eastern European countries. It will be argued that the countries that have accumulated the greatest share of FDIs invested into the region were able to do so because they had started reforming their tax systems earlier and more broadly. Governmental loans should also be attracted because they have their positive input in economic development. However, as a regular borrowing, govemmental loans have their pnce and limits.     RUSSIA│ 1 Taxing Energy Use 2019: Country Note – Russia This note explains how Russia taxes energy use. The note shows the distribution of effective energy tax rates – the sum of fuel excise taxes, explicit carbon taxes, and electricity excise taxes, net of applicable exemptions, rate reductions, and refunds – across all domestic energy use. It also details the country-specific assumptions made when calculating effective energy tax rates and matching tax rates to the corresponding energy base. The note complements the Taxing Energy Use 2019 report that is available at http://oe.cd/TEU2019. The report analyses where OECD and G20 countries stand in deploying energy and carbon taxes, tracks progress made, and makes actionable recommendations on how governments could do better to use taxes to reach environmental and climate goals. The general methodology employed to calculate effective energy tax rates and assign tax rates to the energy base is explained in Chapter 1 of the report. The official energy tax profile for Russia can be found in Chapter 2 of the report. Chapter 3 additionally shows effective carbon tax rates per tonne of CO2, and presents the corresponding carbon tax profiles for all countries. Structure of energy taxation in Russia As at 1 July 2018, an Excise Tax on Fuel (Акцизы на топливо) applies to gasoline, diesel and to medium distillates (fuel oil).     Doing Business in Russia 8. Taxation 8.1 Introduction Over the past 16 years Russia has been engaged in a significant reform of its tax system, which has been implemented in phases. This reform has improved procedural rules and made them more favorable to taxpayers, has reduced the overall number of taxes, and has reduced the overall tax burden in the country. Part I of the Tax Code of the Russian Federation (the “Tax Code”) came into effect in 1999, dealing largely with administrative and procedural rules. More recent amendments to Part I clarified certain administrative and procedural issues raised by over 10 years of practice of the application of Part I of the Tax Code (in particular, regarding tax audit procedures, procedural guarantees for taxpayers, operations with taxpayer bank accounts and bank liability). The provisions of Part II of the Tax Code regarding excise taxes, VAT, individual income tax, and the unified social tax (currently replaced by social security contributions) came into force in 2001, followed by the profits tax and mineral extraction tax provisions of the Tax Code in 2002. In 2003 further amendments introduced a simplified system of taxation, a single tax on imputed income, a new Chapter on transportation tax, and established a special tax regime for production sharing agreements in Russia. A Chapter on corporate property tax came into effect as of 1 January 2004. In 2005 the water tax, land tax, and state duty Chapters came into effect. On 1 January 2013 a Chapter on a patent system of taxation (for small businesses) and on 1 January 2015 a Chapter on trade levy took effect.

    Underwritten by CASH AND TREASURY MANAGEMENT COUNTRY REPORT RUSSIA Executive Summary Banking The Central Bank of the Russian Federation (CBR) is an independent institution under the constitution of the Russian Federation charged with supporting government monetary policy and maintaining the stability of the ruble. As well as serving as lender of last resort and issuer of notes and coins, the CBR supervises Russia’s banking system and has oversight of the country’s payments system. Under the Federal Law on the Central Bank of the Russian Federation and its amendments, all transfers between resident and non-resident bank accounts must be reported to the CBR. The CBR also administers a number of exchange controls. Residents and non-residents may hold local and foreign currency accounts both domestically and abroad. Domestic currency accounts are convertible into foreign currency. Residents must register with the relevant tax authorities before opening foreign currency accounts abroad. The Russian banking system is dominated by two large state-owned banks, Sberbank (Savings Bank of the Russian Federation) and Vneshtorgbank (Bank for Foreign Trade). Many of Russia’s remaining 644 banks are very small. Foreign banks have an increasing presence both through acquisition and establishing branches. Payments The CBR’s payment system is composed of the BESP RTGS system and an electronic net settlement system. The CBR processes the majority of cashless payments and maintains a network of 78 processing centers across nine time zones. The majority of retail payments are effected across Sberbank’s circa 17,500-strong branch network. Cash is still used for the majority of transactions in Russia, but changes to the tax system and increasing confidence in the banking system have led to increased use of cashless payment methods, most notably payment cards and electronic credit transfers.
