ending September 30, 2005) The Town of Chapel Hill brings responsive and well-managed local government service to about 51,485 residents. The vision for our community is shaped by policies set by the Mayor and Town Council, and delivered by more than 600 employees who work to ensure that citizens live in a safe and sustainable community that is served by an open, effective and accountable government. The Town provides services in areas that include fire and police protection, finance, planning, public works, inspections, engineering, transportation, library, parks and recreation, and housing. The following report summarizes the Town’s activities and initiatives for the first quarter of the 2004-05 fiscal year. Fiscal Conditions The Town is committed to enhancing its ability to provide services and manage its development through financial stability and fiscal planning. Town Receives Award for Finance Reporting The Town received the highest form of recognition in governmental financial reporting in September 2005 from the Government Finance Officers Association. The Town was presented the Certificate of Achievement for Excellence in Financial Reporting for its Annual Financial Report. It has received the award for the past 20 years. For the most recent year for which data is available, Chapel Hill was among 123 local governments in North Carolina that received the certificate. It was among only 21 municipalities that won both the Certificate of Achievement for Excellence in Financial Reporting and the Distinguished Budget Presentation Award from the association. University Relations The Town endeavors to provide an environment where the Town of Chapel Hill, UNC, and the UNC Health Care System can collaborate to maximize mutual benefits. Good Neighbor Initiative The Police Department Community Services Unit greeted students to Chapel Hill in August 2005 as a part of its “Good Neighbor Initiative.” Community Services officers with volunteers from the UNC

    CHAPTER EIGHT: McCORKLE PLACE McCorkle Place is said to be the most densely memorialized piece of real estate in North Carolina.501 On the University’s symbolic front lawn, there are almost a dozen monuments and memorials fundamental to the University’s lore and traditions, but only two monuments within the space have determined the role of McCorkle Place as a space for racial justice movements.502 The Unsung Founders Memorial and the University’s Confederate Monument were erected on the oldest quad of the campus almost a century apart for dramatically different memorial purposes. The former honors the enslaved and freed Black persons who “helped build” the University, while the latter commemorated, until its toppling in August 2018, “the sons of the University who entered the war of 1861-65.”503 Separated by only a few dozen yards, the physical distinctions between the two monuments were, before the Confederate Monument was toppled, quite striking.   • The History of the West Chapel Hill Cemetery
    A Segregated Part of Heaven: The History of the West Chapel Hill Cemetery Prepared for: The Preservation Society of Chapel Hill Chapel Hill, North Carolina By: Steve J. Rankin May 2011 Introduction What is currently known as the West Chapel Hill Cemetery was established in 1949 as the public municipal cemetery predominantly for use by the African American residents of Chapel Hill, Carrboro, and the immediate surrounding area. The cemetery is located on Village Drive and is (and always has been) owned by the City of Chapel Hill. Although the cemetery is relatively modern, it has been somewhat neglected over time. The first known survey of the cemetery was conducted in 1973; 44 marked graves, 6 unmarked graves, and one unassociated footstone were recorded. In 1975 the cemetery was resurveyed; 46 marked graves and 58 unmarked graves were recorded. There are currently 37 fully marked graves, and numerous noticeable unmarked graves, within the cemetery’s limits.1 The Preservation Society of Chapel Hill, North Carolina, funded this study so as to have information regarding the West Chapel Hill Cemetery made available for the residents of Chapel Hill, as many consider this to be “Chapel Hill’s forgotten (and neglected) cemetery.” Recommendations as to the further study, documentation, stewardship, and protection of this cemetery are on page 22 of this report. Appendix E, the 2009 North Carolina Cemetery Code, is to be used for reference and guidance if needed. 1 My survey of the cemetery was conducted February 23, 2011. To clarify, “survey” as defined in this case (and in the 1973 and 1975 surveys’ cases) means merely a non-intrusive, pedestrian viewing of the cemetery for the purpose of taking notes and/or photographs; no archaeological/CRM surveying, testing, or excavating was conducted.

Beginning with the University’s legal desegregation, this dissertation tells the history of Black students’ and workers’ resistance to institutional anti-Blackness, demonstrating how the University consistently sought to exclude Black identities and diminish any movement that challenged its white supremacy. Activated by the knowledge of the University’s history as a site of enslavement and as an institution which maintained and fortified white supremacy and segregation across North Carolina, Black students and workers protested the ways in which the University reflects and enacts systemic racial inequities within its institutional and campus landscapes.

    THE OLD CHAPEL HILL CEMETERY Est. 1798 CHAPEL HILL NORTH CAROLINA History of the Cemetery The Old Chapel Hill Cemetery lies in the heart of Chapel Hill, North Carolina. The site was part of a land grant given by the State of North Carolina in 1796 to develop the University of North Carolina, and the cemetery originally served as a final resting place for University faculty and students. The University’s Dialectic and Philanthropic Societies were the first to establish burial plots. The earliest recorded burial, in 1798, was that of 19 year old George Clarke, although the stone marking his grave dates from the mid-19th century. Several monuments in the Di and Phi enclosures are the work of noted 19th century stonecarver George Lauder of Fayetteville. Other monuments were carved by British stonemasons originally hired to construct Raleigh’s state capitol in 1840. The Cemetery was enclosed in 1835 by a rock wall, constructed at a cost of $64.41. Dr. Joseph Caldwell, the first person officially titled President of the University of North Carolina, was interred here in 1835, but in 1846 was removed to a monument erected on McCorkle Place on the main campus. At that time, University trustees proposed creating a new cemetery on McCorkle Place, but this did not come to fruition. Instead, the trustees officially changed the name of the old cemetery to the “College Graveyard”, but it continued to be called the “Village Cemetery” by most residents. There were no black church cemeteries in Chapel Hill in the 18th and early 19th centuries; consequently, the slaves of the village were buried in a segregated section of the Cemetery (Sections A and B), separated from the other sections (I, II, III and IV) by a low rock wall, which still stands.

Follow NC 86 (also known as Airport Road once inside the Chapel Hill city limits and North Columbia Street just before you enter the business district) for about 6 miles until you intersect with East Franklin Street in downtown Chapel Hill. Turn left and travel three city blocks (1) Henderson Street, (2) Raleigh St. and (3) Battle Lane. Turn right onto Battle Lane . The Center is a two story white frame house on the right. Turn into the driveway and we will direct you where to park. FROM POINTS NORTH OF DURHAM Take I-85 South to Durham City limits. Move into left lane just past the Roxboro, Duke, and Gregson Streets exits. Watch for 15-501 South (Exit 174B Chapel Hill-Duke University) this exit will be on your left. Take that exit and stay on that highway. Ignore signs for Duke University, South Square Mall. It is approximately 11 miles from Exit 174B to the Center. Continue on 15-501 Bypass South. You will encounter intersections with I-40 but stay on 15-501. Just past the I-40 exit signs, you will see a split in 15-501. Follow the sign, which says 501 Business, Franklin Street. Do not continue on 15-501 Bypass. Follow (East) Franklin Street west for 4 traffic lights. Just beyond the 4th traffic light, on the left is Battle Lane. Turn left onto Battle Lane.

    8 The Challenge of Memorializing Slavery in North Carolina The Unsung Founders Memorial and the North Carolina Freedom Monument Project Renée Ater Commemoration of the Atlantic slave trade, slavery, and subsequent eman- cipation of African Americans has presented a formidable challenge for artists working in three-dimensional form in the United States. Nineteenth- century sculptors such as John Quincy Adams Ward, Edmonia Lewis, and Thomas Ball wrestled with the questions of how best to memorialize slav- ery and freedom, and how to depict the black body in bronze and mar- ble.1 In the early twentieth century, amateur art historian Freeman Henry Morris Murray, in his volume, Emancipation and The Freed in American Sculpture (1916), recognized that the location of sculpture in civic and pub- lic spaces spoke to communities about who they were and how they remem- bered the past. He wrote: The fact is, nearly all sculptural groups and a considerable number of individual statues, are based on some purpose beyond mere portrai- ture or illustration. Moreover, these commemorative and “speaking” groups generally stand in the open, at the intersections of the highways and in the most conspicuous places. We cannot be too concerned as to what they say or suggest, or what they leave unsaid.2 Murray succinctly articulated the problem and politics of representation, meaning, and remembrance of the slave past in public space. He was con- cerned, foremost, with how sculpture shaped the public’s understanding of slavery and of African Americans in the post-Civil War era. Murray feared that citizens and local governments would use monuments dedicated to the Civil War to erase slavery from public memory, and that they would only cel- ebrate the white heroes and common soldiers of this seismic event.
