ऐसा कोई ƆिŎ , जो OाĐप अिधसूचना मĞ अंतƞवƍ OतावĪ के संबंध मĞ कोई आपिē या सुझाव देने का इϢछुक है, वह िविनƠदƍ अविध के भीतर, केLीय सरकार ůारा िवचार Ƙकए जाने के िलए, अपनी आपिē या सुझाव सिचव, पयाϕवरण , वन और जलवायु पƗरवतϕन मंJालय , इंƘदरा पयाϕवरण भवन, जोर बाग रोड, अलीगंज, नई Ƙदली -110003 को या ई-मेल [email protected] पर िलिखत Đप मĞ भेज सकता है। OाĐप अिधसूचना 1967 मĞ घोिषत वांइट केलीमर वयजीव अभयारय 17.29 वगϕ Ƙकलोमीटर (1728.81 हेϝटेयर ) ϓेJ मĞ फैला ćआ है और 2013 मĞ घोिषत खंड-ख, 5.22 वगϕ Ƙकलोमीटर (521.36 हेϝटेयर ) ϓेJ मĞ फैला ćआ है और तिमलनाडु राϤय मĞ नागापŝीनम िजला के वेदारायम तालुक मĞ िथत है। यह नागापŝीनम के दिϓण मĞ 60 Ƙकलोमीटर और जहां पलक जलसंिध बंगाल कƙ खाड़ी से िमलती है मĞ िथत है। अभयारय का कुल ϓेJफल 22.51 वगϕ Ƙकलोमीटर है। औरऔरऔर,और ,,, अभयारय दिϓणी भारत मĞ काला िहरण ( लैकबक ) कƙ सबसे अिधक संϞया का पयाϕवास है। थानीय Đप से वेिलमैन के Đप मĞ जाना जाता है, काला िहरण ( लैकबक ) भारत मĞ खुले भू-भाग के बćत कम पशुĸ मĞ से एक है। अभयारय के दिϓ णी भाग मĞ िथत घास भूिम लैकबक के Oाकृितक पयाϕवास का थान है। औरऔरऔर,और ,,, अभयारय पाƗरिथितकƙ -Oणाली उणकƗटबंधीय शुक -सदाबहार वन, खुले घासभूिम और Ϥवारीय िमŝी लैट का अिŵतीय िमXण है, जो देश मĞ एकमाJ Ƙकम का है। यह देश मĞ अिůतीय शुक -सदाबहार वन का सबसे बड़ा फैलाव का एक वास है। 6543 GI/2018 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] औरऔरऔर,और ,,, अभयारय और उसके आसपास कƙ आLϕभूिम उēर से जलीय पिϓयĪ के िलए महĔवपूणϕ शीतकालीन मैदान है। अभयारय मĞ =ेटर लेƚमगो समेत Oवासी जल पिϓयĪ कƙ लगभग 100 Oजाितयां िसतंबर के बाद से इसके आसपास के ϓेJĪ मĞ आने लगती हġ और उēर मĞ वापस जाने से पहले जनवरी तक यहां रहती हġ। अभयारय तट लुƁOाय ओिलवे Ɨरडले कछुए का िनयिमत घĪसला थल है। औरऔरऔर,और ,,, अभयारय मĞ वनपितयĪ और जीवजंतुĸ कƙ िविवधता है। संरिϓत ϓेJ मĞ वनपितयĪ मĞ उदाहरण सफेद बबूल (अकैिशया लेउकोफलोया),नीम (अजादीराचट इंिडका), बाघ बीन (देनीϝस ईलाटा), पीपल Eी (Ƙफकुस रेलीिगओसा), कुबन-लौरेल (Ƙफकुस रेतुसा),इंिडयन बीच Eी (पĪगिमया िपžाटा ), साट बुस मġ=ोव (अरथरोकनेमुम इंिडकुम), वाइड बैरी (अलोफयलुस सेराϕटुस ), लैक ओलुम (िसयिगउम कुिमनी), नैडल बुस (अिजमा टटेराकंथा), गलांदुलार जाटरोफा (जटरोफा गलांदुिलफेरा), कैट-थोरन (सकुटीअ मयरƗटना ) आƘद पाए जाते हġ। औरऔरऔर,और ,,, अभयारय मĞ पिϓयĪ , िततिलयĪ , सरीसृपĪ , उभयचरĪ , तनधाƗरयĪ कƙ िविवधता है। पिϓयĪ मĞ कŝील इ=ेट (बुबुकुस इबस), बारटेड गोदिवट (िलमोसा ल पोनीका ) आƘद हġ; अभयारय मĞ सरीसृपĪ कƙ लगभग 18 Oजाितयां पहचान कƙ गई। अभयारय के समुL तट मĞ मुϞय सरीसृप इंिडयन सटरğड कछुआ (गेओचेलोन इलेगंस), इंिडयन चमेलेओन(चमेलेओ जयलािनकुस), इंिडयन मॉनीटर िलजाडϕ (वनुϕस बĞगालĞिसस ), कॉमन ƚकक (मबुया करीनाटा), रेट सांप (पटयस मुकोसुस), सामाय इंिडयन Qॉजबैक (दĞदरोलाƘफस टƗरिटस द), लुƁOाय ओिलव Ɨरदलेय टुरटले (लेिपदोचेय सोिलवाकै), है; उभयचरĪ कƙ लगभग 9 Oजाितयां अिभिलिखत कƙ गई है िजसमĞ िक पर से (राना चयनोफयकƗटस ), सा माय =ीन मĞढक (रानो हेϝदकटयला ), Eी मĞढक (पोयपेदटेस मकुलाटेस) और सामाय टोड (बुफो मेलानोटीकटुस ) शािमल है। औरऔरऔर,और ,,, अभयारय वािणϤय Đप से महĔवपूणϕ समुLी झĕगा और मछिलयां जैसे पी. इनाइयƚसदीकुस , पी. मोनोडोन, हीसा इिलसा और चानोस चानोस के िलए जलांडक और पोषण भूिम का बड़ा वेदारायम दलदल है। इनके अलावा अय समुLापगामी Oजाितयां है, दलदल कƙ मछली जीवजंतु मुϞयत : मुलेट OजाितयĪ ůारा Oितिनिधव करती है। जलाशयĪ और औźोिगक नमक कायĬ के कम लवणता संघिनत मĞ िवदेशी ओरओचरोिमस मोसाि बकुस (ितलािपया मोसाि बका ) कƙ Oचुर माJा है और मानसून के दौरान अभयारय मĞ जलमŐ ϓेJ है। वाइंट केलीमर का तट नवबंर से फरवरी तक मछिलयĪ और झĕगĪ के िलए महĔवपूणϕ मछली अवतरण थल है। अतः, अब, केLीय सरकार, पयाϕवरण (संरϓण ) अिधिनयम, 1986 के िनयम 5 के उपिनयम (3) के साथ पƗठत पयाϕवरण (संरϓण ) अिधिनयम, 1986 (1986 का 29) कƙ उपधारा (1) तथा धारा 3 कƙ उपधारा (2) एवं उपधारा (3) के खंड (v) और खंड (xiv) ůारा Oदē शिŎयĪ का Oयोग करते ćए , तिमलनाडु राϤय मĞ वाइंट केलीमर वयजीव अभयारय खंड ख कƙ सीमा के चारĪ ओर 0.14 Ƙकलोमीटर से 4 Ƙकलोमीटर तक के िवताƗरत ϓेJ को वाइंट केलीमर वयजीव अभयारय खंड ख पाƗरिथितकƙ संवेदी जोन (िजसे इसमĞ इसके प चात् पाƗरिथितकƙ संवेदी जोन कहा गया है) के Đप मĞ अिधसूिचत करती है, िजसका िववरण िन ना नुसार है, अथाϕत् :-- 1. पाƗरिथितकƙ संवेदी जोनजोनजोन काकाका िवतार औरऔरऔर सीमा --(1) पाƗरिथितकƙ संवेदी जोनका तार वाइंट केलीमर वयजीव अभयारय खंड ख के चारĪ ओर 0.14 Ƙकलोमीटर से 4 Ƙकलोमीटर तक फैला ćआ है। पाƗरिथितकƙ संवेदी जोन का ϓेJ 88.93 वगϕ Ƙकलोमीटर है। (2) पाƗरिथितकƙ संवेदी जोन कƙ सीमा का वणϕन उपाबंधउपाबंध----IIII के Đप मĞ संलŐ है। (3) पाƗरिथितकƙ संवेदी जोन सीमा के संरिϓत ϓेJ का मानिचJ उपाबंधउपाबंध----IIIIIIII ककक-क---ङङङङ मĞ Ƙदया गया है। (4) पाƗरिथितकƙ संवेदी जोन और संरिϓत ϓेJ कƙ सीमा के भू-िनदğशांकĪ कƙ सूची ;मश: उपाबंधउपाबंध----IIIIII ((कककक)) और (((ख(खखख)))) मĞ दी गई है। (5) मुϞय ƚबदुĸ के भू-िनदğशांकĪ के साथ पाƗरिथितकƙ संवेदी जोन के अंतगϕत आने वाले =ामĪ कƙ सूची उपाबंधउपाबंध----IVIVIVIV के Đप मĞ संलŐ है। 222.2... पाƗरिथितकƙ संवेदी जोनजोनजोन केकेके िलएिलएिलए आंचिलक महायोजनामहायोजना....––––((((1111) राϤय सरकार, ůारा पाƗरिथितकƙ संवेदी जोन के Oयोजन के िलए, राजपJ मĞ अंितम अिधसूचना के Oकाशन कƙ तारीख से दो वषϕ कƙ अविध के भीतर, थानीय ƆिŎयĪ के परामशϕ से और इस अिधसूचना मĞ Ƙदए गए अनुबंधĪ का पालन करते ćए , राϤय सरकार के सϓम Oािधकारी के अनुमोदनाथϕ एक आंचिलक महायोजना बनाई जायेगी। (2) राϤ य सरकार ůारा पाƗरिथितकƙ संवेदी जोन के िलए आचंिलक महायोजना इस अिधसूचना मĞ िविनƠद ट रीित से तथा Oासंिगक कĞLीय और राϤय िविधयĪ के अनुĐप तथा कĞLीय सरकार ůारा जारी Ƙदशा िनदğशĪ, यƘद कोई हĪ, के अनुसार बनायी जाएगी । ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (3) आंचिलक महायोजना मĞ पाƗरिथितकƙ और पयाϕवरण संबंधी सरोकारĪ को शािमल करने के िलए इसे राϤ य सरकार के िन निलिखत िवभागĪ के परामशϕ से बनाया जाएगा, अथाϕत्: -- (i) पयाϕवरण ; (ii) वन और वयजीव; (iii) कृिष; (iv) राज व ; (v) शहरी िवकास; (vi) पयϕटन; (vii) =ामीण िवकास; (viii) ƚस चाई और बाढ़ िनयंJण ; (ix) नगरपािलका ; (x) पंचायती राज; (xi) लोक िन माϕण िव भाग; (xii) राजमागϕ; (xiii) तिमलनाडु राϤय Oदूषण िनयंJण बोडϕ। (4) जब तक इस अिधसूचना मĞ िविनƠदƍ न हो , आंचिलक महायोजना मĞ वतϕमान मĞ अनुमोƘदत भू-उपयोग, अवसंरचना और Ƙ;याकलापĪ पर कोई Oितबंध नहĕ लगाया जाएगा तथा आचंिलक महायोजना मĞ सभी अवसंरचनाĸ और Ƙ;याकलापĪ मĞ सुधार करके उहे अिधक दϓ और पाƗरिथितकƙ -अनुकूल बनाने कƙ Ɔवथा कƙ जाएगी। (5) आंचिलक महायोजना मĞ वनरिहत और अव;िमत ϓेJĪ कƙ बहाली , िवźमान जल िनकायĪ के संरϓण , आवाह ϓेJĪ के Oबंधन , जल-संभरĪ के Oबंधन , भू-जल के Oबंधन , मृदा और नमी के संरϓण , थानीय जनता कƙ आवयकताĸ तथा पाƗरिथितकƙ एवं पयाϕवरण के ऐसे अय पहलुĸ कƙ Ɔवथा कƙ जाएगी िजन पर यान Ƙदया जाना आवयक है। (6) आंचिलक महायोजना मĞ सभी िवźमान पूजा थलĪ, =ामĪ एवं शहरी बितयĪ, वनĪ कƙ XेिणयĪ एवं Ƙक मĪ , कृिष ϓेJĪ , ऊपजाऊ भूिम, उźानĪ एवं उźानĪ कƙ तरह के हƗरत ϓेJĪ , बागवानी ϓेJĪ , बगीचĪ , झीलĪ और अय जल िनकायĪ कƙ सीमा का िनधाϕरण Ƙकया जाएगा तथा सहायक मानिचJ भी Ƙदया जाएगा। इस महायोजना मĞ िवźमान और Oतािवत भू- उपयोग कƙ िवशेषताĸ का यौरा देने वाले मानिचJ भी Ƙदए जाएंगे। (7) आंचिलक महायोजना मĞ पाƗरिथितकƙ संवेदी जोन मĞ होने वाले िवकास का िविनयम न Ƙकया जाएगा और सारणी मĞ यथा सूचीबŵ Oितिषŵ एवं िविनयिमत Ƙ;याकलापĪ का पालन Ƙकया जाएगा। इसमĞ था नीय जनता कƙ आजीिवका कƙ सुरϓा के िलए पाƗरिथितकƙ -अनुकूल िवकास का भी सुिनƇय एवं संवधϕन Ƙकया जाएगा । (8) आंचिलक महायोजना, ϓेJीय िवकास योजना कƙ सह -कािलक होगी । (9) अनुमोƘदत आंचिलक महायोजना , िनगरानी सिमित के िलए एक संदभϕ दतावेज होगी ताƘक वह इस अिधसूचना के उपबंधĪ के अनुसार िनगरानी के अपने कतϕƆĪ का िनवϕहन कर सके । 3.

    Proponent: Mr.S.T. Ravichandran, Silica Sand Mine, Nagapattinam District PROPOSAL FOR SPECIFIC TERMS OF REFERENCE The Proponent, Mr.S.T. Ravichandran, is operating a Silica Sand mine over an extent of 2.32.5 Ha in S.F.No: 160/4C etc.., of Thanikottagam Village, Vedaranyam Taluk, Nagapattinam District, Tamil Nadu. The Proceedings was granted by Commissioner of Geology and Mining, Guindy, Chennai vide R.C.No.724 /MM3/2004 dated 08.07.2004. The lease deed was executed on 01.12.2004 and the mining operation commenced on 17.09.2005 and the lease will expire on 30.11.2024. The last scheme of mining period from 2010-2011 to 2014-2015 expired. Hence, the proponent prepared scheme of mining for the next plan period 2015-16 to 2019-2020 and submitted for approval. The mining is carried out manually with simple opencast method of mining by engaging labours with help of crow bars, hand shovel, pick axes and cane baskets. Loading is carried out manually and transportation of mineral from the mine to the plant is through hired tippers. As the mineral is soft in nature, no drilling and blasting are required. Maximum production capacity is 11750 MT/annum. The lease area is not an agricultural land and the area is classified as Patta land. The project cost is about Rs.22 lakh and EMP cost is Rs.1.70 lakhs. The proponent had not done any production during 2015-2016. The targeted production level could not be maintained because of flexibility of the market demands. In view of delayed application and as the proponent had not obtained prior environment clearance under the Environment Impact Assessment Notification, 2006 the project falls under violation case as per MoEFCC Notification No S.O 804(E) dated 14.03.2017 and the proponent applied to EAC, New Delhi on 11.01.2018 vide Proposal No: IA/TN/MIN/72183/2018.

Moreover healthy soils are not only more productive from an agricultural point of view, but they also provide other key ecosystem services. Maintaining a healthy level of SOC is essential to maintain or improve soil health and is explicitly mentioned in Global environmental facility strategy documents. Two thousand five hundred ninety surface soil samples from the entire 232257 ha. area which covers fifteen soil series of Nagapattinam district, Tamilnadu, India were analyzed to know the strength and mapping of soil organic pool. The standard procedure was used for the analysis. This study showed that Kutthalam taluk soils ranged between 0.20 and 0.26% with an average value of 0.23%, Mayiladuthurai taluk soil: min 0.14% max 0.49% with the mean value of 0.29%, Kilvelur taluk soils: min 0.29% max 0.57% mean value of 0.39%, Vedaranyam taluk: ranged between 0.21 and 0.37% with an average value of 0.28%, Nagapattinam taluk: ranged from 0.16% to 0.49% mean- 0.29%. Sirkali taluk soils: from 0.23% to 0.67% mean value - 0.43%, Tharangampadi Taluk OC level was ranged between 0.30% and 4.56% with the mean value of 1.51% and Thirukkuvalai taluk was varied from 0.19% to 0.65% with the mean value of 0.36%.

    CHAPTER III Materials and Methods The soil tests (Rathore et al., 1995) and plant analysis (Takkar et al., 1989) used to be the criteria to delineate the deficient regions and sampling was done by random method. An attention was paid to collect the geo – referenced samples and the whole district was taken as an eight taluk mapping units. The soil survey, sampling and experiments were done in Nagapattinam district of Tamil Nadu between 2008 and 2011 to evolve an ideal soil quality assessment. The details of the study carried out, material used, technologies adopted in collection of soil and plant samples and methods adopted for the analysis of physico – chemical and macronutrients status in this investigation are briefly described in this chapter. 3.1. Study area and Location The location of experiment site was Nagapattinam district, that lies on the shores of the Bay of Bengal between Northern Latitude 10.10' and 11.20' East Longitude 79.15' and 79.50' This is peninsular delta district surrounded by Bay of Bengal on the East, Palk Strait on the South and land on the West and Northern Side. This District is predominantly, a coastal district having a large coast line of 141 kilometres. This District is having an area of 232257 ha in its fold. This district is enveloping 8 taluks and 518 revenue villages are shown in map 3.1. and table 3.8. The Reconnaissance soil survey of Nagapattinam district had indicated 18 soil series along with Sand, Swamp, Reserve forest viz., Alathur(Alt), Adhanur(And), Kohur (Khv), Kalathur(Klt), Kallivayal(Klv), Kondal(Knd), Kivalur(Kvr), Melkadu(Mlk), Nedumbalam(Ndb), Nagapattinam(Ngp), Padugai(pdg), Sikar(Skr), Sethi(Sth), Thiruvengadu(Tvg) and Valathalagudi(Vld).

Located close to Marakkanam on the East Coast Road, the Kaliveli Lake, spread over an expanse of 670 sq. km. of catchment area, is said to be one of the major wetlands on the Coromandel Coast after the Pulicat Lake. The lake is connected to the Bay of Bengal by the Uppukalli Creek and the Edayanthittu estuary and is visited for nesting by migratory birds on the Central Asian flyway. The southern part of the wetland has been a reserved land since 2001 with the prospect of a bird sanctuary coming up some day. However, this rich ecosystem is now facing a serious threat due to changes in the dynamics and hydrology of the area, owing to a mix of anthropogenic activities including illegal shrimp farms, change in crop systems and creation of new installations for facilitating nesting of migratory birds by the Tamil Nadu Forest Department.
