1192 SMALL BUSINESS SUPPORT FUND MR to move— That this House: (1) Notes 35,000 New South Wales businesses have benefited from emergency grants of $10,000 from the $750 million Small Business Support Fund.

(2) Welcomes the announcement that from 1 July 2020, a wider range of small businesses affected by the COVID-19 pandemic will be able to apply for $3,000 grants to assist with reviving business activity.

(3) Commends the Government for its prudent financial management and strong economic performance which have enabled New South Wales to be able to provide greater support to businesses during the COVID-19 crisis than any other state.

1193 SCHOOL SAFTEY SURVEY MS to move— That this House: 2177 BUSINESS PAPER Thursday 17 September 2020

(1) Thanks the 3,400 New South Wales parents, carers, teachers, principals and residents who took part in the NSW School Safety Survey that aims to identify road safety issues around New South Wales schools.

(2) Notes 36 percent of parents say that unsafe crossings stop them from letting their children walk or ride to school, 12 percent are worried about a lack of footpaths, and 11 percent say a lack of parking and bad driver behaviour makes roads around schools unsafe.

(3) Calls on the Government to get serious about road safety around schools and build footpaths, pedestrian crossings, and bike paths to make riding or walking to school a safe option for families across New South Wales.

1194 TINONEE PARKLAND NURSERY MR to move— That this House: (1) Congratulates Leah and Bernard Hunt from Parkland Nursery at Tinonee on their success in re- establishing their garden nursery business after the recent devastating bushfires in the Manning Valley Region.

(2) Notes the business was all but destroyed, yet Leah and Bernard Hunt reinvigorated the business and reemployed their staff of 12 who had lost their jobs and their family income because of the destruction caused by the bushfires.

(3) Commends the Government for providing a $75,000 grant to allow the nursery to replace its potting machine, which is an integral part of the business and was identified by Leah and Bernard Hunt as the catalyst to continue their business and retain their staff.

1195 WATER SHARING PLANS MRS HELEN DALTON to move— That this House calls on the Government to delay the signing off of water sharing plans until the following issues are addressed: (1) Basin wide and standardised water metering, measurement, and compliance.

(2) All reports and inquiries into water be released and made public, including the Independent Commission Against Corruption inquiry into The Nationals water corruption.

(3) The Government develop an adaptive benchmark to determine water extraction.

(4) The Government genuinely engage with irrigators and communities to develop water sharing plans that are fit-for-purpose.

(5) The Government engage an independent study into the South Australian Lower Lakes and release the study to the public.

1196 CHILD SEXUAL ABUSE LEGISLATIVE REFORM MR MARK TAYLOR to move— That this House: 2178 BUSINESS PAPER Thursday 17 September 2020

(1) Acknowledges a significant barrier preventing child sex offenders from being held to account will be removed under nation leading reforms.

(2) Notes the Evidence Amendment (Tendency and Coincidence) Bill 2020 was passed by Parliament on 3 June 2020.

(3) Recognises the landmark reforms will enable more evidence about an accused person's sexual interest in children to be considered by the jury in child sexual assault proceedings.

(4) Commends the Government on leading the nation in its response to the recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse.

1197 PORT OF NEWCASTLE MR to move— That this House: (1) Notes the Port of Newcastle's planned $1.8 billion container terminal is shovel-ready and would be a much welcomed post COVID-19 stimulus project for the Newcastle economy.

(2) Expresses its disappointment that the project is held up by Government red-tape that forces the Port of Newcastle to pay a penalty of over $1 million per ship to the Government which is then passed onto Port Botany and Port Kembla as compensation.

(3) Demands the Government cut the anti-competitive job destroying red-tape so the Port of Newcastle can invest $1.8 billion of private funds into the New South Wales economy which would boost jobs, growth, and productivity.

1198 EVANS HEAD LIBRARY MR CHRISTOPHER GULAPTIS to move— That this House: (1) Congratulates Richmond Valley Council for its investment of nearly $900,000 in the refurbishment of the Evans Head Library.

(2) Recognises libraries are just as relevant today as they were before the digital age.

(3) Recognises the expansion of the Evans Head Library will be warmly welcomed by visitors and the 77 percent of the Evans Head community that are members of the library.

(4) Thanks the Government for its contribution of $400,000 towards this great community project.

1199 CLINICAL CANCER TRIALS DR JOE MCGIRR to move— That this House: (1) Notes the importance of regional and rural patients being able to take part in clinical trials for cancer treatment.

1201 COGNITIVE IMPAIRMENT DIVERSION PROGRAM DR HUGH MCDERMOTT to move— That this House: (1) Notes the Council for Intellectual Disability has raised concerns about the risk of discontinuation of the Cognitive Impairment Diversion Program (CIDP) due to the cessation of funding by the Government.

(2) Notes the CIDP provides an invaluable service to cognitively impaired persons with demonstrable success in reducing recidivism in participants in the program and in diverting participants from the criminal justice system.

(3) Notes cognitively impaired persons are over-represented in the criminal justice system, and that diversion programs deliver not only vital support for participants, but also a reduction in the costs imposed on the courts.

(4) Calls on the Attorney-General to reconsider the decision to cease the funding of the CIDP.

(2) Acknowledges the showgrounds will be able to undertake upgrades, build new infrastructure, improve important community spaces, and allow for a range of activities from agricultural shows, rodeos, farmers markets, festivals, camping, men's sheds, and sport and cultural events.

(3) Notes these twenty showgrounds are among 137 across New South Wales that will benefit from the first tranche of funding of $12.5 million, with a further $12.5 million in projects to be announced in the 2021-22 financial year.

(3) Recognises the importance of Picton Road as a vital transport link between the lllawarra and South Western Sydney, including the future Badgerys Creek Airport.

1205 TUGGERAH LAKES FLOODING MR to move— That this House: (1) Notes the State Emergency Service (SES) issued a minor flood warning for Tuggerah Lakes on 8 February 2020.

(2) Notes the flood peaked at 1.673 metres which is well above the minor flood level.

(3) Notes the excellent work done by the local SES and local government council personnel in responding to this flood.

(4) Notes its concern that a more accurate warning was not provided.

(2) Acknowledges the annual winter solstice in Albury helps shine a light on the darkest night by gathering people together in the warm embrace of community to support those affected by suicide.

(2) Commends Lachlan Fellows for following his family's footsteps in scouting to become the first scout in the Port Macquarie Sea Scouts group region and one of the first in New South Wales to receive the highest accolade for the New Youth Program.

(3) Applauds former Chair of the Venturer Unit, Jess Lloyd, for earning the last Queen Scout Award presented under traditional rules, for her instrumental involvement as a dedicated scout member for over nine years, including four years with the First Port Macquarie Sea Scouts.

1215 LOCAL GOVERNMENT COUNCILS - COST SHIFTING MS to move— That this House: (1) Calls on the Government to stop shifting costs onto local government councils across New South Wales.

(2) Acknowledges that to date, the Government has shifted costs in excess of $820 million onto local ratepayers across New South Wales.

(3) Notes Central Coast Council have been forced to pay an extra $300,000 per annum of ratepayer's money, just to take the community's local planning voice away.

(4) Calls on the Government to financially support local government councils for the services they provide to local communities across New South Wales.

1217 REGIONAL SENIORS TRAVEL CARD MS JO HAYLEN to move— That this House: (1) Notes the COVID-19 lockdown has meant seniors have not been able to travel and take full advantage of the Regional Seniors Travel Card.

(2) Notes the card is currently valid for a period of 14 months and that seniors are worried they will miss out on using the full $250 and not be able to contribute to regional communities where they need visitors the most.

(3) Calls on the Minister for Regional Transport and Roads to extend the validity period of the Regional Seniors Travel Card.

1218 REGIONAL JOURNALISM MR to move— That this House: (1) Recognises the importance of television, radio, and newspaper journalists in regional areas of New South Wales.

(2) Commends the continued hard work of journalists at regional newspapers in Dubbo and Mudgee during a time when there is so much uncertainty surrounding the industry.

(3) Recognises the impact of the COVID-19 pandemic on journalists who have been stood down at smaller newspapers, including The Wellington Times and Narromine News, along with editorial staff who are vital to producing the hard-copy papers that so many people love to read.
