SHAVE UNIVERSITY OF LINCOLN ABSTRACT New Poor Law scandals have usually been examined either to demonstrate the cruelty of the workhouse regime or to illustrate the failings or brutality of union staff. Recent research has used these and similar moments of crisis to explore the relationship between local and central levels of welfare administration (the Boards of Guardians in unions across England and Wales and the Poor Law Commission in Somerset House in London) and how scandals in particular were pivotal in the development of further policies. This article examines both the inter-local and local-centre tensions and policy conseQuences of the Droxford Union and Fareham Union scandal (1836-37) which exposed the severity of workhouse punishments towards three young children. The paper illustrates the complexities of union co-operation and, as a result of the escalation of public knowledge into the cruelties and investigations thereafter, how the vested interests of individuals within a system manifested themselves in particular (in)actions and viewpoints. While the Commission was a reactive and flexible welfare authority, producing new policies and procedures in the aftermath of crises, the policies developed after this particular scandal made union staff, rather than the welfare system as a whole, individually responsible for the maltreatment and neglect of the poor. 1. Creating Citizens from Colonial Subjects: Reforming Local Government in Early Twentieth Century Ireland Dr. Arlene Crampsie School of Geography, Planning and Environmental Policy University College Dublin ABSTRACT: Despite the incorporation of Ireland as a constituent component of the United Kingdom of Great Britain and Ireland through the 1801 Act of Union, for much of the early part of the nineteenth century, British policy towards Ireland retained its colonial overtones. However, from the late 1860s a subtle shift began to occur as successive British governments attempted to pacify Irish claims for independence and transform the Irish population into active, peaceful, participating British citizens. This paper examines the role played by the Local Government (Ireland) Act of 1898 in affecting this transformation. The reform of local government enshrined in the act not only offered the Irish population a measure of democratic, representative, local self- government in the form of county, urban district, and rural district councils, but also brought Irish local government onto a par with that of the rest of the United Kingdom. Through the use of local and national archival sources, this paper seeks to illuminate a crucial period in Anglo-Irish colonial relations, when for a number of years, the Irish population at a local level, at least, were treated as equal imperial citizens who engaged with the state and actively operated as its locally based agents. “Increasingly in the nineteenth century the tentacles of the British Empire were stretching deep into the remote corners of the Irish countryside, bearing with them schools, barracks, dispensaries, post offices, and all the other paraphernalia of the … state.”1 Introduction he Act of Union of 1801 moved Ireland from the colonial periphery to the metropolitan core, incorporating the island as a constituent part of the imperial power of the United TKingdom of Great Britain and Ireland. -

Paupers Behaving Badly: Punishment in the Victorian Workhouse Samantha Williams Abstract The deterrent workhouse, with its strict rules for the behavior of inmates and boundaries of authority of the workhouse officers, was a central expression of the Poor Law Amendment Act of 1834, known widely as the New Poor Law. This article explores for the first time the day-to-day experience of the power and authority of workhouse masters, matrons, other officers of the workhouse, and its Board of Guardians, and the resistance and agency of resentful inmates. Despite new sets of regulations to guide workhouse officers in the uniform imposition of discipline on residents, there was a high degree of regional diversity not only in the types of offenses committed by paupers but also in welfare policy relating to the punishments inflicted for disorderly and refractory behavior. Adherents from the Rape of Hastings and Pevensey Lowey of the Jack Cade Rebellion of 1450 who were pardonned In June 1450 Jack Cade became leader of an originally Kentish rebellion of small property holders penalised by high taxes. The rebellion spread to involve men from neighbouring counties, especially Sussex. Cade assumed the name John Mortimer and demanded the removal of several of the King’s chief ministers and the recall of Richard, Duke of York. The rebel forces defeated a royal army at Sevenoaks, Kent, on 18 June, and went on to London. There the rebels executed the lord treasurer, James Fiennes. A degree of lawlessness followed and Londoners drove the rebels from the city on 5-6 July. The government persuaded many of the rebels to disperse by offering pardons, but Cade continued his activities. He was chased down, wounded and captured at Cade Street near Heathfield, Sussex, on 12 July, and died of his wounds whilst being transported to London. The list below is of those from the Rape of Hastings and Lowey of Pevensey who had taken part in or supported the rebellion and were granted pardons. It gives a good indication of how widespread this rebellion was. It attracted adherents from across the social spectrum and involved whole communities. Undoubtedly there was no way the normal severe capital retributions could be used to punish all those involved or whole communities would have been decimated and made unproductive, but some ringleaders were singled out and executed. BRANCO, MSW Department of Sociology Boston College ABSTRACT This paper examines the explanatory power of Piven and Cloward's cyclical theory of social relief through an exploration of policies in England from the twelfth through the nineteenth century. While there is evidence of a cyclical trend between restric- tive and liberal policies in this period, we find that those shifts cannot consistently be explained by social turmoil. There is also evidence of a long-term trend toward a more restrictive aging policy which is unaccounted for by cyclical theory. This trend can be better explained by a more basic set of ideas uncerlying cyclical theory, i.e., the needs of a capitalist economic system. -

To go into detail on the various campaigns that led to the deaths would extend an article into a history of the war, and this is avoided here. Here we attempt to identify and to locate the 407 people who died, who are known to have been associated in some way with Battle and its nearby parishes: Ashburnham, Bodiam, Brede, Brightling, Catsfield, Dallington, Ewhurst, Mountfield, Netherfield, Ninfield, Penhurst, Robertsbridge and Salehurst, Sedlescombe, Westfield and Whatlington. Those who died are listed by date of death within each theatre of war. Due note should be taken of the dates of death particularly in the last ten days of March 1918, where several are notional. Home dates may be based on registration data, which means that the year in 1 question may be earlier than that given. -

ROADS IN THE BATTLE DISTRICT: AN INTRODUCTION AND AN ESSAY ON TURNPIKES In historic times travel outside one’s own parish was difficult, and yet people did so, moving from place to place in search of work or after marriage. They did so on foot, on horseback or in vehicles drawn by horses, or by water. In some areas, such as almost all of the Battle district, water transport was unavailable. This remained the position until the coming of the railways, which were developed from about 1800, at first very cautiously and in very few districts and then, after proof that steam traction worked well, at an increasing pace. A railway reached the Battle area at the beginning of 1852. Steam and the horse ruled the road shortly before the First World War, when petrol vehicles began to appear; from then on the story was one of increasing road use. In so far as a road differed from a mere track, the first roads were built by the Roman occupiers after 55 AD. In the first place roads were needed for military purposes, to ensure that Roman dominance was unchallenged (as it sometimes was); commercial traffic naturally used them too. A road connected Beauport with Brede bridge and ran further north and east from there, and there may have been a road from Beauport to Pevensey by way of Boreham Street. A Roman road ran from Ore to Westfield and on to Sedlescombe, going north past Cripps Corner. There must have been more. BEFORE THE TURNPIKE It appears that little was done to improve roads for many centuries after the Romans left. -

In an age of stress and upheaval, institutions and 9 systems which we have come to take for granted are subjected to a searching test, which, though more violent, can scarcely fail to be more valuable than the criticism of more normal times. A reconstruction of our educational system seems inevitable after the present struggle; in fact new schemes have already been set forth by accredited organisations such as the national Union of Teachers and the Workers' Educational Association. V/ith the other subjects in the curriculum of the schools, History will have to stand on its defence.
