PROJECT CONTEXT AND DEVELOPMENT OBJECTIVES A. CONTEXT AT APPRAISAL Context Country Context 1. Located in West Africa and bordered by Nigeria, Togo, Burkina Faso and Niger, Benin was a low-income country at the time that Global Partnership for Education Program (P129600) was appraised in 2013. Benin had a population of 10 million in 2013 and a per capita income of US$680 in 2010 and US$771 in 2016. The country had experienced moderate economic growth since the onset of the global economic crisis in 2009 and since devastation caused by torrential rains and severe flooding in 2010—the most severe in nearly 50 years, which had affected eight percent
