  • Role of the Public and Private Sectors in Restoring Forest Landscapes Italian Experiences
Expert Workshop on Forest Landscape Restoration in the Mediterranean Region Role of the public and private sectors in restoring forest landscapes Italian experiences Background Paper By Pietro Piussi* and Paola Mairota** * Department of Forest Science and Technology University of Florence, Italy **Phd Candidate in Forest Ecology Department of Forest Environment and Resources University of Tuscia, Italy May 9, 2003 1 Introduction Both the private and public sectors have historically played a crucial role in shaping Mediterranean landscapes. Despite the special situation of each country in terms of forest land tenure, there are many common characteristics across the region in the use and management of forests. The situation in Italy represents these common characteristics well. Mediterranean vegetation in Italy has a long history of exploitation, which has rarely been rational (Thirgood 1981). Italian forest ecosystems are frequently degraded: they show reduced density and biomass, scarcity or absence of tree species, poor control of soil erosion and water budget. This is the consequence of centuries of traditional “multiple use”: collection of wood, fodder, seed and fruits, heavy grazing by domestic animals, occasional agricultural exploitation and frequent fires (Scarascia-Mugnozza et al., 2000). Nevertheless, some forest stands are still characterised by sufficient density and good structure even though they have been exploited for a long time. The most common examples include several oak coppice forests on the Tuscan hills, regularly exploited without interruption at least since the XVI century (Piussi, 1979), and some stone pine woods growing along the coast of Tuscany and Lazio, which were exploited during an even longer period. As far as coppice forests are concerned, the sylvicultural criteria applied until the 1950’s (season for cutting, rotation length, standards conservation, grazing control) were the same or only slightly different from those adopted some 600 years ago by the Tuscan Municipalities for their woodlands (Piussi and Redon, 2001).

Prof. Piero Pissi - Istituto di Selvicoltura, Università degli Studi di Firenze THE MAREMMA REGIONAL PARK 1. General Information The Maremma Natural Park, in the Province of Grosseto, was established by the Region of Tuscany in 1975. In 1994 it received a new statute and a new denomination of Maremma Regional Park (from now on Park). Object of the Park, according to the law which established it, is “the conservation of natural, environmental and historical characteristics of Maremma serving the social purposes of such values, as well as the promotion of scientific research and naturalistic didactic." 2. Geography and Land Use The Park is located along the coast of southern Tuscany, in the Province of Grosseto. The northern section is a sandy plain formed near the estuary of the Ombrone river and is covered by stone pine (Pinus pinea) stands. The central and southern section is hilly (the so-called Monti dell'Uccellina; highest point 417 m a.s.l.) and the main ridge stretches parallel to the coast. Slopes are usually steep (frequently over 30-40%), and minor valleys cut the slopes on both sides. Water flows in the creeks only during heavy rain periods, but there is evidence of erosion on the upper part of the mountain, and soil deposits fill the lower part of the small valleys. The Monti dell'Uccellina are covered by macchia vegetation: on the sea side the vegetation cover is frequently degraded and small shrubs dominate large areas, whereas on the slopes facing the interior plain the macchia shows its typical physiognomy. The Park has a surface of approximately 20.000 hectares.

The Albegna and Osa rivers were identified as external areas of compar- ison. The results of the analysis showed different situations, especially as regards fluvial inputs, in addition to evidencing local provisions of plastic material derived from agricultural activities. The microplastics values per kg of sediment and the prevailing type of items found largely varied between the investigated sites (45–1069 items/kg dry sample). 1. Introduction surface area of 8902 ha protected, along 25 km of the coast of Tuscany. Considering that, while the research on marine MPs is more advanced, The presence of waste in the sea is an emerging issue of international there are consistent gaps of knowledge regarding freshwater MPs and concern, especially in relation to the ecological and biological conse- that the majority of marine plastics are considered to originate from quences of the phenomenon (Alomar et al., 2016; Fossi et al., 2016).

WADI PROJECT PRESENTATION OF THE ITALIAN SITE THE GROSSETO PLAIN by Lorenzo Chelazzi and Isabella Colombini (Partner 2) 1 The Grosseto Plain (Tuscany, Italy) Geographical location Grosseto (42°46' N 11°6' E) is the capital of the most Southern province of Tuscany. The city (10 m a.s.l.) is located at 12 km from the Tyrrhenian sea, in the middle of an alluvial plain. The Mediterranean Tuscany The Grosseto Plain Origins of the plain The Grosseto plain is an area delimited by the hills of Castiglione della Pescaia to the North-west, the hills of Grosseto to the East and by the Uccellina Hills to the South. About 6000 years ago, when sea level stabilised, this area was an enormous marine gulf in which the Bruna and the Ombrone rivers flowed out into sea in its northern and eastern sections respectively. Through the ages, with the progressive buildup of sediments, especially by the Ombrone River, there was a progradation of the land that results in today’s alluvial plain. The wetlands of the Diaccia Botrona are what remains of the ancient marine gulf. The Grosseto plain is part of the Ombrone basin (4768 km2), to which the four catchment areas of the Ombrone, Bruna, Albegna and Osa rivers belong. 1. 2. 3. 4. 2 The Ombrone river The Ombrone River originates from the Chianti hills near Castelnuovo Berardenga (Siena) and after a relatively complex course of about 165 km it flows out into the Tyrrhenian sea in an area south-west of the city of Grosseto. The river near Paganico The river mouth The Ombrone River, with a catchment area of 3494 km2, is the largest river of Southern Tuscany and has the greatest suspended sediment load as compared to other Tuscan rivers.

Summary: The coastal plain of Grosseto (Tuscany, Italy) was largely occupied by marshes and uncultivated land up to the middle of the eighteenth century. The presence of the large landed estates and malaria meant that it was almost unpopulated, with the exception of the small city of Grosseto, a few military towers along the coast and several farms devoted to cereal-growing and sheep-farming. In the 1760s the drainage operations were begun by the government of the Grand Duchy of Tuscany, which also approved other operations of a territorial (above all roads) and economic nature, up to the unification of Italy (1859-1861). State commitment then waned considerably up to the time of the Fascist government (1922-1943) which energetically resumed works for the transformation of the territory. Finally, through the complete reclamation carried out under the Fascist regime, combined with the agrarian reform of 1950, the Grosseto plain acquired the distinctive features that now characterise it, with a dense fabric of farms laid out along the regular network of roads and canals, and the tourist resorts dotted all along the coast from Castiglione della Pescaia to the Ombrone river.
