Floor and Committee votes E2SHB 1080. Authorizes up to $2,930,230,000 in state general obligation bonds to finance projects in the 2017-19 Capital Budget and to pay expenses incurred in the issuance and sale of the bonds. Signed into law. AGC supported.
E2SHB 1600. Establishes the work-integrated learning demonstration pilot project to promote work-integrated learning experiences for students through the completion of demonstration programs at selected high schools. Signed into law. AGC supported.
E2SHB 1622. Establishes a variety of reforms of the State Building Code Council and provides it with additional resources to improve the economic analysis of proposed code changes. Signed into law. AGC supported.
E2SHB 1851. Would have required comprehensive impact assessments and other barriers to government contracting out to private entities for certain services. Passed House, passed Senate Ways and Means Committee. Did not reach Senate floor. AGC opposed.
ESSB 6032. Modifies the 2017-19 biennial operating budget appropriations for the various agencies and programs of the state. The version of the supplemental budget noted here assumed funding from a new capital gains tax. The version with the capital gains tax revenue passed the House but was not voted on in the Senate. AGC opposed.
SSB 6090. 2017-2019 Capital Budget authorizes $4 billion in capital projects for state agencies and institutions of higher education. Signed into law. AGC sup- ported.
ESSB 6091. Addresses State Supreme Court Hirst decision by clarifying water rights thereby allowing development to proceed in affected counties. Signed into law. AGC supported.
HB 2940. Would have established a surcharge of 6 percent applied to the amount of B&O tax otherwise due if a taxpayer’s margin is at least $1,000,000. Passed out of the House Finance Committee. AGC opposed.
HB 2967. Would have imposed a tax of 7% on long-term capital gains. Passed out of House Finance Committee. AGC opposed. Bonus/Negative points for bill sponsorship HB 2726.
