Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Key findings of The Public Radio Format Study include: • In a time of relentless news cycles and a near abandonment of news by many commercial stations, public radio’s news and information stations have seen a 55% increase in their average audience from Spring 1999 to Fall 2004.

    Week of January 14, 2019 State Issues Legislative Analyst This week, the Legislative Analyst’s Office (LAO) released its overview of Governor Newsom’s budget proposal for FY Report on State 2019-20 that was presented last week, and saw a new leader selected to lead this non-partisan organization. The Budget Legislature appointed a new state Legislative Analyst to fill the role Mac Taylor has held for 10 years. They named Gabriel Petek to the post, who most recently worked for Standard and Poor’s Global Ratings San Francisco Office where he is currently the state’s primary credit analyst. He takes the reins on February 4. In addition to getting a new chief, the LAO released its overview of the Governor’s January budget highlighting that that state’s budget position continues to be strong. They also focus on the fact that the Governor’s proposed budget prioritizes the repayments of state debts and a great deal of one-time funding. Nearly half of the discretionary spending is earmarked to pay down state liabilities, including unfunded retirement liabilities and budget debts. Twenty-five (25) percent of the discretionary spending is for one time or temporary funding proposals, and 15 percent for discretionary reserves. The LAO applauds the Governor’s decision to focus on the repayment of state debts. The LAO points out one thing that many took note of – the Governor has outlined many priorities for budgetary spending. And at least some of the proposals are not fully fleshed out or reflected in the budget document. The LAO was not critical of this but pointed out that these un-finalized proposals give the Legislature the opportunity to weigh in with the Administration and have their say in its development.

    Transnational Radio: The Role of “La Hora Mixteca” in the Life of Oaxacan Indigenous Migrant Communities By Edward Kissam and Anna Garcia Evaluation of the Oaxacalifornia Project (Rockefeller Foundation Grant # 2002 GI 027) Submitted by E. Kissam Associates, January 21, 2006 Introduction In October, 2002, the Rockefeller Foundation made a modest grant of $120,000 to cover the costs of hardware and installation of satellite equipment to link Radio Bilingue to the network of community public radio stations operated by the Comision de Desarollo Indigena (then the INI) in areas of Oaxaca and Guerrero state. The objectives of the project were to build on Radio Bilingue’s initial collaborative experience in transnational radio to create a new “Puente Oaxacalifornia”. The underlying idea was that this linkage would both inform Oaxacan migrants and strengthen their transnational communities. It was also hoped that this would represent another step forward in Radio Bilingue’s efforts to establish collaborative transnational relationships with Mexican public/community radio broadcasters to create a network of “radio sin fronteras”. This was an extraordinary proposition, to use satellite technology and community radio to link geographically separated areas throughout the Oaxaca-Guerrero indigenous communities’ migration circuit into a virtual transborder communication network, more or less configured to the “footprint” of migrants’ own travels, community and social networks. The current report is an evaluation of the impacts of the project—focused more on examining how it has affected the target population, Oaxacan indigenous communities with high levels of transnational migration, than on the organizational activities and processes involved in project implementation.

Section 1.325(C) (2) of the Commission's rules sets forth the categories of facts to be included in any applicant's Standardized Integration Statement. As detailed below, well over half of Eric Hilding's Integration Statement is devoted to matters which are either argument and therefore clearly outside the scope of the Rule, or alleged "facts" which do not in any way fit within these categories.
