Minutes Aldred Drummond explained two outline planning applications were submitted for the redevelopment of the Fawley Power Station site to New Forest District Council and the New Forest National Park Authority in May 2019. Fawley Waterside are now working through all the documentation with both local planning authorities. At the moment Fawley Waterside anticipate a committee date in December 2019 with a decision likely on both outline applications by January 2020. Some local objections have been received and most refer to concerns for increased congestion on the A326 road network post development of the site. Claire Upton Brown said that the New Forest National Park Authority Local Plan is likely to be adopted later this month. The New Forest District Local Plan is slightly further behind and likely to be adopted in Spring 2020. Aldred Drummond explained that discussions with Hampshire County Council regarding road improvements to the B3053/A326 are going well. Fawley Waterside are assisting Hampshire County Council with their bid to the Solent Local Enterprise Partnership for funds for road improvements to the B3053/A326. Cllr Alan Alvey asked how the road improvement works associated with the Solent Local Enterprise Partnership bid differ from previous plans. Aldred Drummond confirmed this would allow Fawley Waterside to start road improvements South of Dibden Roundabout much earlier than originally planned. All shared a concern that any road improvements should not be planned and carried out in isolation as this might cause further problems long-term. Claire Upton Brown explained that the New Forest District Council is working with the New Forest National Park Authority and Hampshire County Council to look at a holistic overview of what needs to be done to the B3053/A326. The County are looking for major funding sources in addition to the Solent Local Enterprise Partnership bid. There has been an evolution to the South East Transport Board to look at infrastructure needs. Cllr Allan Glass said one company cannot be responsible for funding all the road improvements when congestion will be caused by lots of developments on the Waterside. However, if we can show people that the road improvements South of Dibden Roundabout work it will be a good lever for works North of Dibden Roundabout. Steve Postlethwaite said that in the wider picture any improvements to the roads are good. It’s about highlighting the good things that are happening and the real change that’s going on around us. Cllr Allan Glass asked if the surveyors that have been seen currently working on the A326 are from the County. Claire Upton Brown said possibly. Cllr David Mcelhenny asked how confident Fawley Waterside are of getting the Solent Local Enterprise Partnership funds. Aldred Drummond said he is very confident but it really depends on the Board. Road improvements to the B3053/A326 will happen regardless but it would be extremely positive for the project and the Waterside to start them early. Cllr David Mcelhenny asked what the position of the Fawley Branch Line reopening was. Aldred Drummond said there has never been a firm proposal to reopen and extend the Line through Exxon, Fawley Waterside simply looked into this for interest. The current proposal, being funded alongside the outline planning applications, shows the reopening of the line from a new station called Hythe and Fawley Parkway to Southampton Central. Fawley Waterside and other Waterside landowners have bid for some central government money for reopening the Line. It is inevitable that landowners such as ABP will have to invest in the Line at some point anyway. The major cost is the level crossings and signaling work, particularly in Totton. The cost benefit analysis is still difficult to prove but there is still work to do. Aldred Drummond said Fawley Waterside continue to work on options for a small vessel to/from the Fawley Waterside dock. Cllr Allan Glass said the Hythe Ferry needed help. Cllr Sally Reid said all the transport proposals need to be looked at as a whole. Aldred Drummond used HPW Architects as an example of local businesses finding it difficult to get workers as they don’t want to drive to/from Marchwood. An improved ‘transport offer’ would help the local economy. Calum Cameron took all through a Brown and Mason presentation and explained Brown and Mason’s background and experience to date. Calum Cameron explained Brown and Mason are currently preparing the Fawley Power Station Turbine Hall and De-Aerator Building for the first explosive event. This is likely to take place in September but a date has not yet been confirmed. This event will see the roof of the Turbine Hall collapse into the basement and De-Aerator Building come down in its entirety. The wall of the Turbine Hall will remain as an environmental barrier. There will be an exclusion zone around the site during the event and sentries will mark the boundary. Local residents, businesses and landowners will all be notified in advance of the event. Shay Milgate asked about the effect of vibrations on neighbouring properties in Calshot, particularly Solent View as not all houses have stable foundations. Calum Cameron explained that vibration monitors will be placed around the site. A company called Vibrock will be managing each monitor. Brown and Mason do not anticipate there being any vibrations significant enough to effect neighbouring properties. Steve Postlewaite suggested and all agreed that a meeting or workshop with the residents of Fawley and Calshot with Brown and Mason would be beneficial to discuss the process and detail around demolition and the first explosive event. Steve Postlewaite also suggested involving the residents of Holbury and Langley. Tamsin Pearce to organise in due course. End .
