First Two-Tier Club Tournament Organized by Sikkim Cricket Association (SICA)

VISION:

1. To spread the game of Cricket to all parts of Sikkim. 2. To promote Registered Clubs with the Government and SICA 3. To unearth fresh talent especially in the U-16 and U-19 age group. 4. To create a “Pool” of cricketers who will be eligible to represent the State at National Level Tournaments.

REGISTRATION FEE:

The amount of ₹ 2,000/- (Two Thousand Only) should be submitted along with the form to the respective District Cricket Associations.

All Clubs once Registered to this Tournament

1. Will have to ensure that they adhere to all Rules and Regulations laid down by SICA. 2. Will be entitled to a Voting Right to SICA once all the requirements are fulfilled.

The Top Eight (8) Clubs will gain qualification to the “A Division” for forthcoming tournaments; rest 9 to 16 will be playing in the “B Division”.

SPECIAL STIPULATIONS

CLUBS ONCE REGISTERED MUST ENSURE THAT THEY ABIDE BY THE FOLLOWING STIPULATIONS FOR THE ABOVE MENTIONED TOURNAMENT:

THE PLAYING ELEVEN OF EACH CLUB MUST INCLUDE: 1. Two (02) Players of Under 16 Category. 2. Two (02) Players of Under 19 Category. 3. Maximum of Three (03) Players from the Under 23 and above categories who have represented Sikkim at National Tournaments in the season 2019-20 are allowed. 4. Maximum two (02) NON-LOCAL Players may be included who furnish the following documents: i) Employment: Employer Certificate along with twelve month’s salary slips (starting from September 2018) supported by Bank statement in which the salary is being credited.

ii) Education: School/College mark-sheets for the academic years 2018-19 & 2019-20 which should be authenticated by the Principal along with the bonafide certificate signed by the Principal on the letterhead of the concerned school/college mentioning admission number, date of admission, date of birth in the school/college records and the academic class studying in currently.

iii) Residential: Passport/ Voter’s ID (The documents should be issued on or before 01.09.2018 in the Jurisdiction of the Association.

5. Minimum of 6 overs to be bowled by Under 16 and Under 19 players and they should also be allowed to play in top 5 position as a batsman.

MANAGEMENT:

a. The Tournament shall be managed and controlled by the Tournament Sub-committee (District Cricket Associations). b. The interpretation of these rules and effect shall rest entirely with the Tournament Sub- Committee. Should any matter arise not expressly provided herein, the Tournament Sub- Committee shall have the power to deal with. The decision of the Tournament Sub- Committee shall be final and binding. c. Except as herein modified, altered or added to, all the matches shall be played in accordance with the framed from time to time by ICC as notified by the Experimental Laws approved by the Board of Control for Cricket in . d. SICA Rules & Playing Conditions for domestic tournaments Multi-days/One Day/T20 matches are also applicable.

ELIGIBILITY:

 All the players participating in the Tournaments shall register themselves with the Association.  A player registering himself for more than one team in the same season shall be liable for disciplinary action as decided by the tournament Sub-Committee.  A player shall not play for two different teams in the same season.  No team shall register a player who is under suspension directly by the SICA or its affiliated unit.  Both the offending player and the defaulting team shall be penalized if registration rule is violated.  Team playing with unregistered and ineligible players shall forfeit the match and the opponents shall be given full points.

FIXTURES:

a) Fixtures shall be drawn up by the Tournament Sub-Committee. Fixtures shall be dispatched by registered post, courier or through SICA social media. Team may collect the fixtures directly from the office. Claims for replay for non-receipt of fixture shall not be entertained. b) Dates & grounds once fixed shall not be altered and postponements shall not be granted even on the plea that the players of the team are engaged in Board Tournaments/Inter University tournaments and or any other recognized tournament or match. c) The Tournament Sub-Committee shall have the right to alter the date/ground under special circumstances.

PLAY:

a) A match falling through without a ball being bowled due to rain etc. or remain indecisive at the moment the umpires declare the ground and / or light unfit for play or abandoned for any reason, whatsoever shall not be replayed. b) A team not ready to play under condition(s) declared fit by the umpires shall be deemed to have "refused to play" and the match shall be awarded to the opponent. c) In case both teams are not ready, the match shall be treated as abandoned and shall not be replayed. NO points will be awarded to either side. d) A team conceding a match or withdrawing or absenting without reason held valid shall be liable to any action the Tournament Sub-Committee might deem fit. e) The teams must be prepared to play on 48 hours’ notice. f) To play a match, a team shall be required to field at least 11 (eleven) players failing which the opponent shall be given walkover. g) A team failing to turn up for any match shall be liable for punishment. h) A team reporting beyond the schedule time of play (Late), then the will impose curtailment of as penalty (4 min per over). i) In case both the teams do not turn up, the umpires shall wait upto 1 hour from the schedule start of play, and then declare the match as abandoned.

EXCHANGE OF TEAM / TOSS:

a) The captain shall before the toss, handover the list of players to any of the umpire and no alteration shall be made thereafter without the consent of the opponent captain. b) The captain shall toss for innings not later than 10 minutes before the time fixed for the match to commence.

RESULTS:

a) The team more runs (irrespective of the wicket lost) shall be declared winner. b) If a match is interrupted due to rain the result will be obtained by SICA playing condition method. c) In case of TIE on points between two or more teams after completion of LEAGUE- ROUND their relative position will be decided progressively in the following ways:-  The team with the higher net run rate in all the matches played in League Round will be placed higher. For Net Run Rate (NRR) = Total runs scored Total runs given ------=X ------=Y; X - Y=Z Total overs faced Total overs bowled Team having the higher (Z) shall be considered to have better performance.

1 Win Three Points 2 Tie or No Result One Points 3 Loss Zero Points

BALLS:

The balls will be provided by the SICA.
