General Carter F. Ham, U.S. Army, Retired

General Ham is the president and chief executive officer of the Association of the . He is an experienced leader who has led at every level from platoon to geographic combatant command. He is also a member of a very small group of Army senior leaders who have risen from private to four-star general.

General Ham served as an enlisted infantryman in the 82nd Airborne Division before attending John Carroll University in Cleveland, Ohio. Graduating in 1976 as a distinguished military graduate, his service has taken him to Italy, Germany, Kuwait, Saudi Arabia, Macedonia, Qatar, Iraq and, uniquely among Army leaders, to over 40 African countries in addition to a number of diverse assignments within the United States.

He commanded the First Infantry Division, the legendary Big Red One, before assuming duties as director for operations on the Joint Staff at the Pentagon where he oversaw all global operations. His first four-star command was as commanding general, U.S. Army Europe. Then in 2011, he became just the second commander of United States Africa Command where he led all U.S. military activities on the African continent ranging from combat operations in Libya to hostage rescue operations in Somalia as well as training and security assistance activities across 54 complex and diverse African nations.

General Ham retired in June of 2013 after nearly 38 years of service. Immediately prior to joining the staff at AUSA, he served as the chairman of the National Commission on the Future of the Army, an eight-member panel tasked by the Congress with making recommendations on the size, force structure and capabilities of the Total Army.

He resides with his wife, Christi, in Arlington, Virginia. LTG Daniel L. Karbler Commanding General USASMDC

Lieutenant General Daniel L. Karbler assumed command of the U.S. Army Space and Missile Defense Command and Joint Functional Component Command for Integrated Missile Defense on Dec. 6, 2019.

LTG Karbler most recently served as the chief of staff, U.S. Strategic Command, Offutt Air Force Base, Nebraska. He was the principal adviser to the USSTRATCOM commander and deputy commander, and directed the activities of the command staff by developing and implementing policies and procedures in support of the command’s missions. He chaired numerous boards, oversaw the command's corporate process and served as the director of the commander’s staff.

LTG Karbler also served as the commanding general of the U.S. Army Test and Evaluation Command. Prior to that, he served as the director, Joint and Integration, Army G-8 at the Pentagon.

LTG Karbler has held multiple leadership positions, from platoon leader to installation chief of staff and school commandant. He has commanded both B Battery and D Battery in the 5th Battalion, 7th Air Defense Artillery Regiment, 32nd Army Air and Missile Defense Command while assigned to U.S. Army Europe. He also commanded 3rd Battalion, 43rd Air Defense Artillery Regiment, 32nd AAMDC at Fort Bliss, Texas; the 31st Air Defense Artillery Brigade, 32nd AAMDC at Fort Sill, Oklahoma; and the 94th AAMDC at Fort Shafter, Hawaii.

LTG Karbler earned his Bachelor of Science in 1987 from the United States Military Academy at West Point where he was commissioned as a second lieutenant in the Air Defense Artillery branch. He also holds a Master of Business Arts from Benedictine College in Atchison, Kansas, and a Master of Arts in strategic studies from the National War College. His military education includes the Air Defense Artillery Officer Basic and Advanced Courses, the Command and General Staff College and the National War College.

His awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star, Defense Meritorious Service Medal, and the Israeli Air Force Combat Operations Badge.

Lieutenant General James H. Dickinson

Lieutenant General James H. Dickinson was confirmed as Deputy Commander, U.S. Space Command, the country’s newest combatant command, in September of 2019. U.S. Space Command is one of 11 Unified Commands under the Department of Defense. USSPACECOM is responsible for deterring conflict, defending U.S. and Allied freedom of action in space, delivering combat-relevant space capability to the joint/combined force, and developing space forces to advance U.S. and Allied interests in, through and from the space domain.

LTG Dickinson previously assumed command of the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command and Joint Functional Component Command for Integrated Missile Defense on Jan. 5, 2017. Commissioned in 1985 as a Second Lieutenant, he has held leadership positions, from platoon leader to Commanding General of an Army Air and Missile Defense Command.

He recently served as the Chief of Staff, U.S. Strategic Command, Offutt Air Force Base, Nebraska. He was previously assigned as the Director for Test at the Missile Defense Agency, Redstone Arsenal, and as Deputy to The Inspector General in the Office of the Secretary of the Army.

LTG Dickinson was the Commanding General of the 32nd Army Air and Missile Defense Command at Fort Bliss, Texas, from July 2012 to March 2014, and Commanding General of the 94th Army Air and Missile Defense Command at Fort Shafter, Hawaii, from August 2011 to July 2012.

(September 2019) Dr. Mark J. Lewis Director of Defense Research and Engineering for Modernization

Dr. Mark J. Lewis is the Director of Defense Research and Engineering for Modernization. In this capacity, Dr. Lewis oversees investment and capability analysis of the Pentagon’s modernization priorities outlined in the National Defense Strategy. He has oversight of the nine assistant directors assigned to those modernization portfolios, working in collaboration with the two technical directors, and their roadmaps - the comprehensive strategies to manage, provide oversight and guide choices for each modernization priority area. These modernization priorities include 5G; Artificial Intelligence and Machine Learning; Autonomy; Biotechnology; Cyber; Directed Energy; Fully Networked Command, Control, and Communications; Hypersonics; Microelectronics; Quantum Science; and Space.

Prior to this role, Dr. Lewis was the Director of the IDA Science and Technology Policy Institute where he lead a team of researchers providing analysis of science and technology issues for the Office of Science and Technology Policy in the White House, the National Science Foundation, the National Institutes of Health, NASA and other federal science agencies. Dr. Lewis served as the Willis Young, Jr. Professor and Chair of the Department of Aerospace Engineering at the University of Maryland, President of the American Institute of Aeronautics and Astronautics, and was the founder of both the Center for Hypersonics Education and Research and the NASA-Air Force Constellation University Institutes Project. He has also served on various advisory boards for NASA, the Defense Department, and the Air Force, including two terms on the Air Force Scientific Advisory Board.

From 2004 to 2008, Dr. Lewis served as the Chief Scientist of the U.S. Air Force. During his tenure, Dr. Lewis expanded basic research support, focused efforts on launch vehicle technologies, established major international programs and contributed to the Presidential National Aeronautics Executive Order.

Dr. Lewis attended the Massachusetts Institute of Technology where he received a Bachelor of Science degree in aeronautics and astronautics, Bachelor of Science degree in earth and planetary science (1984), and both a Master of Science degree (1985) and a Doctor of Science degree (1988) in aeronautics and astronautics.

Eric Handy is the Vice President for Business Development (BD) and VP - Space and Missile Defense Initiatives for Davidson Technologies. In his leadership role as VP for BD, Eric serves as DTI’s overall lead for growth and business development and as the VP Space and MD, he is responsible for identifying new opportunities related to Space and Missile Defense growth for new and current customers.

Eric served our Nation as an Army officer for 30 years, culminating his military career as the Deputy Commander for Support for the U.S. Army Space and Missile Defense Command / Army Forces Strategic Command. Eric began his career as a PATRIOT battery platoon leader and Executive Officer in Germany and deployed in support of Operations DESERT SHIELD/ DESERT STORM. He served as an instructor for the ADA Officer Basic Course before being assigned to Fort Hood, Texas to serve as the Assistant Brigade Operations Officer and as a PATRIOT Battery Commander deploying his unit to Southwest Asia in support of Operation DESERT FALCON.

COL Handy served next as the Aide-de-Camp to the Commanding General, ATEC, before being reassigned to the Pentagon to work on the Army Staff in G-1, Plans Division as an Operations Research Systems Analyst (ORSA). Upon completion of the Marine Corps Command and Staff College, Eric served as the Assistant Division Air Defense Officer for the 1st Armored Division (Old Ironsides) later being assigned as Battalion Operations Officer for Task Force 1-4 deploying in support of combat operations for Operation IRAQI FREEDOM. During the deployment, Eric became the battalion’s Executive Officer and upon the battalion’s redeployment to Germany, he assumed command serving as the battalion commander, eventually inactivating the unit.

Eric was reassigned to the Joint Warfighting Center to serve as a Senior Observer / Trainer on the Joint Deployable Training Team. During this tour, he was selected as the Aide-de-Camp for the 4-star, Joint Forces Command, Combatant Commander and NATO’s Supreme Allied Commander (T). He next served as the Chief of Staff for The National Ballistic Missile Defense Review and as a Special Assistant in the Office of the Secretary of Defense for Policy. COL Handy then served as the Professor of Military Science / Battalion Commander for Team Aggie with responsibility for 7 ROTC programs. Eric was then assigned to Peterson AFB to serve as the G3 TREX - Director for Training, Readiness, Evaluations, Exercises, Space Training Strategy, Knowledge Management and Civilian Workforce Development for SMDC/ARSTRAT. He also served as the Chief of the Fires Division (Field Artillery and Air Defense), US Army Training and Doctrine Command (TRADOC).

Eric is a graduate of the United States Military Academy, West Point, earning a BS in Management, with a concentration in Quantitative Analysis. He is a graduate of the Marine Corps Amphibious Warfare School, Marine Corps Command and Staff College, and the Army War College, earning Master’s Degrees in Strategic Studies and Military Studies. He is a Harvard University - Kennedy School - Senior Executive Fellow and has completed Data Analytics Certification (Cornell University) and Business Analytics Certification (Harvard Business School).

Colonel Jason E. Joose

Chief of Operations, Assured Position, Navigation, and Timing (APNT) Cross Functional Team (CFT) Redstone Arsenal, AL

Colonel Jason E. Joose was assigned as the Chief of Operations, APNT CFT in September 2018.

Colonel Joose’s service includes more than 24 years of active- component duty. He received his Regular Army as a Distinguished Military Graduate from Rensselaer Polytechnic Institute (RPI) in 1994. Following graduation from the Infantry Officer Basic Course, he served with the 3-325 Airborne Battalion Combat Team in Vicenza Italy in a variety of positions to include Rifle Platoon Leader, Company Executive Officer and S-3 Air.

Following attendance at the Infantry Officers Advanced Course, he served as in the 3rd Brigade, 1st Cavalry Division as the Brigade Adjutant and commander of D Company, 1st Battalion, 9th Cavalry Regiment (Mech) and Headquarters and Headquarters Company, 3rd Brigade, 1st Cavalry Division. Following company command, Colonel Joose’s assignments included: advisor / trainer in the 3rd Battalion, 306th Infantry Regiment out of Fort Stewart, Georgia, a deployment as part of the Multinational Forces and Observers (MFO) in the Sinai, Egypt, and attendance at Command and General Staff College, He subsequently served served as the battalion executive officer for 2nd Battalion, 6th Infantry Regiment in Baumholder, Germany and deployed in support of Operation Iraqi Freedom and later as the 2nd Brigade, 1st Armored Division (reflagged to 170th Infantry Brigade) Executive Officer. Major General Sean A. Gainey United States Army Deputy Director for Force Protection, J-8 Director, Joint Requirements Office for Chemical, Biological, Radiological and Nuclear Defense

Major General Sean A. Gainey is the Deputy Director for Force Protection (DDFP) on the Joint Staff, J-8. In this role, he serves as the Joint Staff lead for Integrated Missile Defense, Counter Unmanned Aerial Systems (C-UAS), and Chemical, Biological, Radiological, and Nuclear (CBRN) Defense.

General Gainey graduated from Georgia Southern University in 1990 and was commissioned a Second Lieutenant in the Air Defense Artillery. He holds a Bachelor of Business Administration, a Master of Science (MS) in Personnel Management from Central Michigan University and a MS in National Security and Resource Strategy from the Dwight D. Eisenhower School for National Security.

His previous assignments include: Commanding General, 94th Army Air and Missile Defense Command; Deputy Commanding General, U.S. Army Cadet Command; Commander, 108th Air Defense Artillery Brigade; Chief, Global Force Management Division, Joint Staff, J3.

Dr. Tom Karako Dr. Tom Karako is a senior fellow with the International Security Program and the director of the Missile Defense Project at the Center for Strategic and International Studies (CSIS), where he arrived in 2014. His research focuses on national security, missile defense, nuclear deterrence, and public law. For 2010–2011, he was an American Political Science Association Congressional Fellow, working with the professional staff of the House Armed Services Committee and the Strategic Forces Subcommittee on U.S. strategic forces policy, nonproliferation, and NATO. Dr. Karako received his Ph.D. from Claremont Graduate University and his B.A. from the University of Dallas.

Major General Clement S. Coward, Jr. is the Commanding General of 32d Army Air and Missile Defense Command; he is the former Deputy Director for Force Protection (DDFP) on the Joint Staff J-8.

General Coward was born in Colon, Panama. He was commissioned as a second lieutenant in the Air Defense Artillery from the University of North Carolina at Wilmington and entered active duty in 1989. He holds a Bachelor of Arts in Speech Communications, a Master of Arts in National Security and Strategic Studies from the Naval War College and a Master of Science in Strategic Studies from the Army war College.

CHISTOPHER SPILLMAN

Director, Strategy and Business Development Combat Systems and Mission Readiness Northrop Grumman Defense Systems

Chris Spillman is director of Strategy and Business Development, Integrated Air & Missile Defense for the Combat Systems & Mission Readiness division of Northrop Grumman’s Defense Systems sector – a provider of broad-spectrum critical technology services, sustainment and modernization, integrated battle command systems, tactical weapons and information systems, focused on evolving threats and quick-turn requirements for a wide variety of national security, military and civilian customers. In this role, Spillman is responsible for developing strategies to provide software and hardware networked capabilities to U.S. and partner nations that integrate land, air, sea and space-based sensors with kinetic and non-kinetic capabilities to defeat current and emerging air threats.

Prior to joining Northrop Grumman, Spillman worked as an independent consultant specializing in joint air and missile defense operations and training and, prior to that, as a senior associate for Booz Allen Hamilton advising the Kingdom of Saudi Arabia Ministry of Defense.

Spillman comes to industry after retiring from the U.S. Army as a brigadier general. With almost 38 years of active duty service, Spillman served in a variety of leadership and staff roles and has substantial experience leading air and missile defense warfighting commands deployed around the globe. As Commandant of the Army’s Air Defense Artillery School and as the Chief of Air Defense Artillery, he led transformational efforts to adapt air and missile defense doctrine, organization, training and leader development for emerging capabilities. On the Department of the Army Staff, Spillman supported Army planning, programming, budgeting and execution processes and analysis of Army long-range strategic capabilities requirements for air defense and field artillery weapons systems programs and capabilities.

Spillman earned a bachelor’s degree in social sciences from California State University, San Bernardino, a master’s degree in management from Saint Mary University, Leavenworth, Ks. and a master’s degree in Strategic Studies from the Air War College, Maxwell AFB, Al.

During his years of service, Spillman earned numerous military awards and decorations including the Distinguished Service Medal, Defense Superior Service Medal and the Legion of Merit with three oak leaf clusters. Spillman is member of the Ancient Order of Saint Barbara and the Association of the United States Army.

COLONEL ANTHONY J. BEHRENS

Colonel Tony Behrens is assigned as the Director of the Office of the U.S. Army Capability Manager for Army Air and Missile Defense Commands at the U.S. Army Fires Center of Excellence, Fort Sill, Oklahoma. Native to St. Louis, Missouri, Colonel Behrens is a 1995 graduate of Wentworth Military Academy, Lexington, Missouri.

A career Soldier, Colonel Behrens has held numerous air and missile defense leadership, staff and command positions from the platoon to general staff levels. He has deployed in combat on several occasions as a commander and staff officer from 2002 to 2014 and has served as an air and missile defense expert to senior military commanders, Army, Joint service and U.S. Congressional leaders. Most recently, Colonel Behrens served at the Pentagon in Washington, D.C. He led the rebalance of air and missile defense worldwide and established the Chief of Staff of the Army’s vision for Army capabilities in a Multi-Domain Task Force (MDTF) to counter adversary access denial strategies. While at the U.S. Naval War College, Colonel Behrens researched and wrote on missile defense policy, counter anti-access and area denial strategies in the West Pacific, and Joint integrated air and missile defense mission command.

Colonel Behrens holds a Bachelor of Science in Law Enforcement from Washburn University in Topeka, Kansas, a Master of Public Administration and National Security Policy from Troy University in Troy, Alabama, and a Master of National Security and Strategic Studies from the United States Naval War College in Newport, Rhode Island.

Vice Admiral Jon A. Hill Director, Missile Defense Agency

Vice Admiral Jon Hill is a native of Texas, born and raised on Fort Bliss. A Surface Warfare Officer, designated as an Engineering Duty Officer, he is a graduate of Saint Mary’s University. He earned his Master of Science in Applied Physics and Ordnance Engineering from Naval Postgraduate School in Monterey, California.

In June 2019, Hill became the 11th director of the Missile Defense Agency (MDA). In this capacity, he oversees the MDA's global mission to develop, deliver, and sustain layered capabilities to defend deployed forces, the United States, allies and friends against missile attacks in all phases of flight.

Admiral Hill’s first Flag Officer tour was Program Executive Officer for Integrated Warfare Systems. In this role, he was accountable for developing and certifying the deployment of all surface ship combat control systems, radars, missiles, launchers, electronic warfare, naval gunnery systems, and surface and subsurface anti-submarine warfare mission capabilities within the Fleet and joint force.

Hill previously served as the Deputy Director, Missile Defense Agency. Other past leadership and acquisition engineering positions include AEGIS Shipbuilding (PMS 400), Naval Surface Warfare Center Dahlgren Division, and Port Hueneme Division, PEO Theater Surface Combatants. He also was on the Assistant Secretary of the Navy staff for Research, Development and Acquisition.

Admiral Hill served on the JOINT Staff (J-6), U.S. Army Staff for Missile Systems, and as a senior fellow on the Chief of Naval Operations Strategic Studies Group (CNO SSG XXVII). He served as Technical Director for AEGIS Ballistic Missile Defense, then as AEGIS Combat Systems Major Program Manager responsible for delivering Naval Integrated Fire Control and Counter Air and Integrated Air and Missile Defense capabilities to forces afloat.

MG Robert A. Rasch Jr. Program Executive Officer

Major General Robert (Rob) A. Rasch, Jr. is the Program Executive Officer (PEO), Missiles and Space, Redstone Arsenal, AL. He is responsible for the development, production, fielding, sustainment, and international program aspects for assigned missile and space systems. MG Rasch assumed his current duties in July 2018.

Prior to this position, MG Rasch served as the Deputy PEO for PEO Missiles and Space, and as the Military Deputy to the Commanding General of the U.S. Army Aviation and Missile Command (AMCOM), Redstone Arsenal. Prior to that he was Chief of Staff to the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) in Washington D.C.

MG Rasch has served in a variety of Infantry, Systems Automation and Acquisition assignments. His previous Acquisition assignments include: Assistant Program Manager for the DARPA Future Combat Systems Command and Control (FCS C2) program; Product Manager for the Army’s One Semi- Automated Forces (OneSAF) at the PEO for Simulation, Training and Instrumentation (PEO STRI); and Project Manager for the Army Integrated Air and Missile Defense (AIAMD) Program with PEO Missiles and Space.

MG Rasch entered the Army through the University of Georgia ROTC Program in 1989 where he was commissioned as an Infantry Second Lieutenant. He later received a Master of Science in Computer Science from Northwestern University and a Master of Strategic Studies from the United States Army War College.

COL Janice H. Chen currently serves as the Director of the Fires Capabilities Development and Integration Directorate (CDID), Futures and Concepts Center, Army Futures Command at Fort Sill, OK, directly in support of the Fires Force Modernization Proponent (CG of the Fires Center of Excellence. She was born in Kansas, raised in New Jersey, graduated from Cornell University and was commissioned in 1990 in the Air Defense Artillery Branch through the Cornell University U.S. Army ROTC program.

From August 2016 to May 2018, she commanded the 31st Air Defense Artillery Brigade at Fort Sill, Oklahoma, assigned to the 32d Army Air and Missile Defense Command, of U.S. Forces Command and consisting of three (3) ADA Battalions, 4-3 ADA BN (Patriot), 3-2 ADA BN (Patriot) and 5-5 ADA (Counter Rockets Artillery and Mortar (C-RAM)). During this time, 31st ADA BDE served as the inaugural FORSCOM C-RAM Certification Authority for all forces preparing to deploy to execute the C- RAM mission, restationed 5-5 ADA from Joint Base Lewis- McChord, supported Saber Guardian 2017 in Romania in conjunction with the HQ’s Culminating Training Event ahead of its 9 month Global Response Force Mission, and followed by preparation to deploy to the CENTCOM AOR.

Mr. Tedesco has over 28 years of leadership and managerial experience, having served in multiple Army command and staff level positions around the world. Most recently, Mr. Tedesco served as director, US Army Training and Doctrine Command (TRADOC) Capability Manager (TCM) for Global Ballistic Missile Defense (GBMD) operations at Redstone Arsenal. He led a diverse organization of over 60 personnel in conducting strategic analyses of future requirements to combat emerging threats to the US. Prior to that, Mr. Tedesco served in a similar position as director, TCM for the Air Defense Artillery Brigade Counter-Unmanned Aircraft Systems at Fort Sill, OK. Among his accomplishments, Mr. Tedesco developed the initial program for the Army to counter the growing threat of unmanned aircraft systems and fielded the Counter Rocket Artillery Mortar (CRAM) program of record to the operational force in the field.

Mr. Tedesco has a master’s degree in national security and strategic studies from the US Army War College, a master’s degree in public administration from the University of Oklahoma, and a bachelor’s degree in history from Pennsylvania State University.

COL RICHARD (RICK) W. WRIGHT DIRECTOR, DAMO-FIRES HQDA G-3/5/7

COL Rick Wright currently serves as the Director, HQDA G- 3/5/7 DAMO-Fires (Field Artillery and Air Defense Artillery). He recently served as the commander of the 35th ADA Brigade, Osan, AB, South Korea.

COL Wright was commissioned as a Second Lieutenant in the Air Defense Artillery in 1996 upon graduation from Officer Candidate School (OCS) as a Distinguished Military Graduate. He has commanded at the Battery, Battalion and Brigade level, and served in numerous staff assignments to include Headquarters Department of the Army (HQDA), United States European Command (USEUCOM), Human Resources Command (HRC), and Fort Sill/Fires Center of Excellence (FCoE)

COL Wright has had multiple deployments and overseas assignments during his military career. As a Platoon Leader he deployed to Kuwait in support of Operation Southern Watch and Operation Desert Thunder. As a Battery Commander, COL Wright deployed his unit to Iraq in support of Operation Iraqi Freedom (OIF I). As a Major, he deployed with the 31st ADA Brigade to Qatar, in support of Operation Enduring Freedom (OEF). As a battalion commander, COL Wright deployed 4-3 ADA Battalion to Kuwait in support of OEF. He later served as Deputy Division Chief for Missile Defense, USEUCOM J5/8, Stuttgart Germany before taking command of the 35th ADA Brigade, in Osan AB, South Korea.

COL Wright’s professional military education includes the U.S. Army War College, Command and General Staff College, USMC Amphibious Warfare School, and the USAF Joint Aerospace Command & Control Course. He holds a Bachelors in Management from Upper Iowa University, and Masters’ degrees in Public Policy from Georgetown University, and Strategic Studies from the U.S. Army War College.
