BGOV BIOGRAPHY

By Robert Meteer As a native New Yorker growing up in a large Irish-Catholic family of six brothers and three sisters, Kathleen Rice learned from a young age that she had to speak up, and at times argue for what she believed. Her propensity to disagree with her siblings often led her father to quip that she was destined to be a lawyer, and a lawyer she became. After graduating from The Catholic University of America in Washington, D.C., Rice went on to graduate with a law degree from Touro College in Huntington, . Since 2006, she's been the district attorney of Nassau County, on Long Island. The 4th Congressional District's retiring representative, Democrat Carolyn McCarthy, for whom was a signature legislative priority, encouraged Rice to run for the House. Rice has said she sees herself as an advocate for stricter gun laws, including a ban on military-style assault weapons and large magazines as well as expanded background checks that close a number of loopholes. Another policy priority is college affordability and tax breaks for students and parents. On the economic front, Rice is an advocate for altering regulations to encourage more entrepreneurs to start businesses. She is a supporter of abortion rights. She has said that her general approach stems from having to compromise throughout her personal life and career. As the seventh oldest of 10 children, she rarely got everything she wanted -- much like crafting deals as district attorney, she says. Rice says the best deals come about when neither party gets exactly what they want. ``I'm not so ideological that I feel I'm the only one who has the right answers,'' she told . ``Everyone has good ideas. You have to © 2015 Bloomberg Finance L.P. All Rights Reserved I feel I'm the only one who has the right answers,'' she told the New York Times. ``Everyone has good ideas. You have to be able to reach across the aisle and get ideas from everyone to problem solve.'' Political Path Rice's father, who became building commissioner for the Catholic Archdiocese of New York, had been a long-time Nassau County Republican. According to the New York Times, he switched party registration only when Kathleen ran for state attorney general. While in law school she interned with the district attorney's office in Nassau County, New York. After law school, she worked in the district attorney's office, where she says she once tried 21 murder cases in a year. In 1999, she became an assistant U.S. attorney in Philadelphia. In 2005, upon the urging of local party leaders, she moved back home from Philadelphia to run for Nassau County district attorney against her old boss, Denis Dillon, who had been in the office 31 years. She beat Dillon, who died in 2010, by less than 3 percentage points. As district attorney, Rice focused on equal pay for women. Her priorities also included drug and alcohol abuse issues as well as information age issues such as sexting. Additionally, she took it upon herself to prosecute public officials in a slew of corruption cases. The New York Daily News in 2009 branded her as ``the state's toughest DWI prosecutor.'' She joined in an effort to get the state legislature to enact tougher drunken driving penalties when children were in the vehicle. She won re-election as district attorney in 2009. The next year she waged an unsuccessful run for state attorney general, finishing a close second in the Democratic primary to Eric Schneiderman, who went on to victory. Rice kept her county district attorney post, and was re-elected again in 2013. Early in 2014, when McCarthy announced she wouldn't seek another term, Rice quickly moved to establish her candidacy, including meeting with top House Democrats. She defeated Nassau County legislator Kevan Abrahams by a dozen percentage points in the Democratic primary. Personal Notes Rice is a runner and has participated in several marathons. She has described herself as a ``meat-and-potatoes kind of girl.'' When visiting a new place, she scouts out the best meatloaf and mashed potatoes. Published August 28, 2014
