Ces petits mammifères qu’on aperçoit lors des randonnées en montagne et qui sifflent en cas de danger, pourraient bien être l’emblème de l’AAFI. Elles sont attentives et tentent de voir au loin. De plus elles sont amicales les unes envers les autres… Mais ces sympathiques marmottes sont souvent dérangées pendant leur hibernation par des inconscients en mal de photos inédites… (rassurez- vous, l’AAFI ne s’est pas mise en hibernation). Il faut dire que nos hivers anormalement doux permettent l’accès à la moyenne montagne. Les scientifiques se penchent-ils sur les effets pervers de réveils en dehors de la bonne saison ? Quand on sait qu’une mauvaise nuit a de mauvais effets sur la santé de l’homme et parfois sur son caractère, on se doute bien que les marmottes souffrent de ce réchauffement climatique tant évoqué mais encore si peu pris au sérieux. Mais voilà, on a beau à un niveau individuel, baisser le chauffage, trier les ordures, consommer de façon « locavore », l’adage selon lequel « les ruisseaux font les grandes rivières » ne s’applique pas à la bataille du XXIème siècle qui oppose les partisans du progrès à marche forcée à une poignée d’amoureux de la nature qui voient le mal progresser sournoisement, voire de plus en plus au grand jour et dans l’indifférence générale. Mais oublions cette idée pessimiste pour ne garder en mémoire que ce printemps si doux … En effet, on a rarement eu une si longue période agréable, embaumée par l’odeur des jacinthes et des pensées. Lorsque je regarde le paysage alentour, je me dis combien nous avons de la chance d’habiter une si belle région. Cela devrait nous aider à oublier qu’une fois encore il n’y aura pas d’augmentation des pensions versées en Suisse. A ce sujet et pour plus d’information, je vous renvoie à l’article publié dans le Bulletin d’avril 2013 : « le ressenti face au coût de la vie ». Il est vrai que l’indice du coût de la vie pour la Suisse est bien au-dessous de celui du Canton de Genève, mais la règle étant la règle, la Caisse Commune de Pensions des Nations Unies utilise l’indice de la Suisse publié dans le Bulletin Mensuel de statistiques des Nations Unies; elle procède de même pour tous les autres pays et les retraités des grandes villes doivent avoir le même sentiment… Odette FOUDRAL Photo Alfred de Zayas 2 AAFI-AFICS BULLETIN, Vol. 73 No. 3, 2014-04 Fédération des associations d’anciens fonctionnaires internationaux (FAAFI) Extrait de la lettre annuelle de la CCPNU Sachez que la Fédération des associations d’anciens fonctionnaires internationaux (FAAFI) et ses associations membres peuvent vous offrir une aide et des renseignements précieux. La FAAFI a été créée en 1975 et elle comptait, à la fin de 2013, 57 associations membres implantées sur tous les continents. L’objectif de la FAAFI est de représenter et de défendre les intérêts de ses associations membres, en particulier s’agissant des pensions, de l’assurance maladie et des questions connexes. Par ailleurs, la FAAFI reste prête à intervenir pour tous problèmes touchant, individuellement ou collectivement, les anciens fonctionnaires internationaux, ainsi qu’à prêter une assistance aux associations qui ne lui sont pas affiliées, en ce qui concerne notamment les pensions, l’assurance maladie et les questions connexes. Fortes de l’expérience de leurs adhérents, les associations de la FAAFI sont des mines d’informations et de conseils, non seulement au sujet des pensions, mais aussi en ce qui concerne les législations nationales ou d’autres aspects de la vie dans tous les pays du monde. Étant donné l’appui et l’assistance qu’elles apportent, ces associations continuent d’être de véritables partenaires du secrétariat de la Caisse et des organisations affiliées. Plus précisément, la FAAFI et ses associations membres apportent une aide précieuse aux retraités et autres bénéficiaires qui ont des problèmes à régler. La Fédération fournit également aux retraités et futurs retraités des informations et des conseils généraux et personnalisés sur l’application concrète des statuts et règlements de la Caisse. La FAAFI peut en outre apporter une assistance particulière concernant la déclaration de situation, document de la plus grande importance. Les représentants de la Fédération continuent de participer activement et utilement aux délibérations du Comité mixte de la Caisse et de son comité permanent, du Comité d’audit et de tous les groupes de travail créés par le Comité mixte. Il vous est donc loisible d’envisager d’adhérer à l’association de retraités de votre pays. La FAAFI encourage tous les fonctionnaires retraités des organisations affiliées à la Caisse à adhérer à l’association de leur choix. Les associations sont ouvertes à tous et œuvrent pour le bien de chacun. S’il n’existe pas d’association affiliée à la Fédération dans votre pays de résidence, vous voudrez peut-être en créer une en suivant les directives élaborées par la FAAFI. Une fois ce processus mis en place avec l’aide de la Fédération, la Caisse se chargera (sous réserve de la disponibilité des ressources nécessaires) de transmettre la correspondance des responsables de cette nouvelle association aux retraités et bénéficiaires résidant dans le même pays, pour les informer de son existence et les inciter à adhérer. Source : unjspf.org Couverture d'assurance de l'UIT Depuis 1952, l'UIT offrait une assurance maladie, dans le cadre de la Caisse Maladie du Personnel OIT/UIT, à tous les employés, retraités, et les membres ayants droit de leurs familles. Cependant en 2012, l'OIT a exprimé des préoccupations quant à la différence des coûts entre l’OIT et l’UIT. En se basant sur des estimations comptables, l'OIT a requis l'UIT de verser 33 millions à la Caisse, en plus des contributions régulières, ou bien d'accroître la participation de l'UIT de 60%, tandis que l'OIT ne subirait qu'une augmentation de 6%. L'UIT a alors décidé d'envisager d'autres solutions soit dans le cadre du système des Nations Unies, soit à l'extérieur, sur le marché. .Douze assureurs réputés pour leurs capacités en matière d'assurance maladie internationale, certains spécifiquement pour des organisations non-gouvernementales, ont été invités à faire des offres dans le but d'assurer la continuation

Ngara PhD Thesis, Department of English, University of the Western Cape This thesis undertakes an analysis of how six published works by the South African writer Ivan Vladislavić form the perspective of writing the city – Johannesburg – into being. Beginning from the basis that Vladislavić’s writing constitutes what I have coined dialogic postcolonialism, the thesis engages with both broader contemporary urban and postcolonial theory in order to show the liminal imaginative space that the author occupies in his narrations of Johannesburg. Underlining the notion of postcolonialism being a “work in progress” my thesis problematises the issue of representation of the postcolonial city through different aspects like space, urbanity, identity and the self, and thus locates each of the texts under consideration at a particular locus in Vladislavić’s representational continuum of the continually transforming city of Johannesburg. Until the recent appearance of Mariginal Spaces – Reading Vladislavić (2011) the extant critical literature and research on the writing of Ivan Vladislavić has, as far as I can tell, not engaged with his work as a body of creative consideration and close analysis of the city of Johannesburg.

National Museums in Switzerland Felicity Bodenstein Summary The confederate form of its government and the cantonal structure of the Swiss state largely conditions Switzerland’s museum geography. Cultural affairs are not generally managed by the federal government but are traditionally the jurisdiction of the cantons, and all except a handful of Switzerland’s 949 museums are not national (Federal Department for the Interior, 2005: 3). The birth of Switzerland’s first national museum was long and arduous and great apprehension was repeatedly expressed at the idea of such an institution. For many Swiss, it represented an obvious contradiction to the state’s federal-national principal. In the years between the establishment of the first Helvetic Republic (1798-1803) up until the creation of the Swiss confederate state in 1848 and following, no national museums of any kind were founded. A material reason for this was that the creation of the Federal state was not accompanied by any massive movement of secularization, such as that which had, in France, transferred huge quantities of church possessions and artworks into the hands of the state. In Switzerland, the secularization of ecclesiastical treasures was a gradual process going back to the period of the Reformation and thus predating national concerns.

    The Mission in Spain celebrates 2017 Nelson Mandela International Day Once more the Mission in Madrid hosted highly successful Nelson Mandela Day events being mainly (a) Nelson Mandela Marathon on 16 July, (b) Performance of the Mahotella Queens in Madrid on as part of the annual Veranos de la Villa summer cultural festival, (c) Official unveiling of an artistic mural in Lavapies, Madrid on the legacy of Former President Mandela and handing-over on 18 July of food parcels from El Corte Ingles department store to two NGOs in Madrid. The Mission was honoured by the presence of Honorable Minister Nathi Mthethwa who officiated all the events and also participated as the Mission’s Special Guest of Honour. This year in Madrid marked the first edition of the Nelson Mandela 10K Marathon where around 550 runners from across the region of Madrid participated in this event that was held from 20h00-22h00 on 16 July 2017. Minister Mthethwa and Ambassador Ngonyama officially started the race and also presided over the prize giving ceremony at the end of the race. The marathon was followed by a highly attended two-hour concert where the famous Mohotella Queens entertained a crowd of around 1500 spectators. On 18 July 2017, Minister Mthethwa and Ambassador Ngonyama, along with Councilor Jorge García Castaño from the Madrid Central District, unveiled an artistic mural designed by Mr Buntu Fihla, a young South African visual artist, on the legacy of Former President Nelson Mandela. The mural is inspired by the famous Madiba shirt. On the same day the Embassy also handed over 590kg of food parcels from El Corte Ingles department store to two major NGOs that are based in Madrid, being ACUDEVA and FACIAM.
