Implementation Status Overview This ISR presents the finding and recommendations of the MTR, which took place from September 22 to 26 2014 and visited the following benefitting communities in the Department: Ch’aquimayu ( Municipality); and Villa Totoral y Botijani ( Municipality)

Public Disclosure Copy The Project is progressing satisfactorily and is likely to achieve its development objective. The project is addressing highly vulnerable rural population. The most project beneficiaries, women and men, feel that they are more engaged in community decision making than in the past and their needs and aspirations are effectively taken into account; in addition, they

indicate that communities are using financial resources transparently and with accountability, and there is great engagement in operation and maintenance of works. Finally, a sizable number of subprojects are already finished and showing tangible positive effect in the quality of life of the benefitting families, in particular the women.

The Project has demonstrated an alternative delivery mechanism in Bolivia which high potential for scaling up. The PICAR transfers responsibility and resources to the benefitting communities, boosts women’s engagement, and allows the improvement of social and productive infrastructure at lower cost compared to traditional top down approaches. Only in the current 48 selected Municipalities, the PICAR could potentially benefit twofold the number of poor communities, provided additional funds be available. Moreover, the Project area could easily expand to other vulnerable Municipalities and Departments.
