INTRODUCTION
New Jersey hosted a grand total of 957 film and television projects in 2010, as entertainment companies from around the world continued to utilize the vast wealth of locations and production resources available in the state.
A record 216 television series and specials were filmed in local cities and towns during the year, along with 60 features, 2 telefilms/mini-series, 29 music videos, a record 263 industrials, 369 commercials and 18 webcasts. This production work contributed $123,565,100 to the state’s economy.
Since 1978, the Motion Picture and Television Commission’s first year of operation, some 17,000 projects have been made in the
Garden State, enhancing the local economy by over $1.6 billion.

CHAIRMAN’S MESSAGE
The New Jersey Motion Picture and Television Commission concluded its 33rd year of operation in 2010, and so much has changed in that time. In fact, the entire landscape of the entertainment industry has been reshaped again and again. The business as it exists today would be barely recognizable to the executives and artists who populated it during the 1950s, 1960s and 1970s.
Many years ago, the term home video did not exist. Who could have predicted an era when home theaters have become a staple in our households, DVD sales would outpace theatrical revenues, and
Internet downloading would challenge all traditional means of obtaining and enjoying movies and television programs? Who could have conceived of a high definition, multi channel television universe that would offer unlimited viewing options?
How many independent filmmakers of yore would have happily embraced the opportunity to shoot small, personal films using low cost, high quality consumer-pro cameras and to edit them at home on their personal computers?
If the last century taught us anything, it confirmed with iron clad certainty that the world is constantly changing. New

technology is an irresistible force, coming at us with the impact of a tidal wave. And we are compelled to change with the times.
These notions are not new. The poet Robert Herrick said in the
1500s, “new things succeed as former things grow old.” And that is why we, at the Motion Picture and Television Commission, are always looking for ways to change and improve. Times are difficult and financial resources are scarce. But our mission to foster a vibrant production industry in New Jersey, thereby creating economic and image enhancement and job growth, as never been more important.
We are always trying to do more with less. Our aim is to provide an excellent level of support to film and television producers. Staff members work hard to disseminate information as quickly and efficiently as possible, solve problems with a true sense of urgency and determination, and constantly reaffirm New
Jersey’s reputation as a fully cooperative state where production companies can work easily, enjoyably and profitably.
New Jersey remains a preferred destination for filmmakers, even during these challenging economic times when global competition to attract production work is more intense than ever. We must

continue to offer unparalleled support to the industry, and market the many resources, both natural and human, that the state has to offer. The Commissioners and staff at the

EXECUTIVE DIRECTOR’S REPORT
The challenging economy of recent years has done little to dim developers’ enthusiasm for building studios in New Jersey. In fact, the very assets of the state that have attracted thousands of filmmakers to our cities and towns have also spurred construction of soundstages. Such facilities are opening in both the northern and southern areas of New Jersey and, with them, ancillary businesses that serve the motion picture and television industry.
Newark is the site of two new production complexes. Ironbound
Film and Television Studios is a 78,000 square foot facility with stages ranging from 800 to 8,000 square feet. Digital editing suites, a professional studio kitchen, conference rooms, offices and an apartment living space are also available on the premises.
The Brick Studio is a multi-purpose creative facility for film and video, photography, sound design and large scale art production. It offers 5,000 square feet of open shooting space in a 7,200 square foot complex, complete with a recording studio equipped with three isolation booths.

Allendale is the home of MediaMix Studios, which includes two sounds stages, full video and audio control rooms, two edit suites, private client offices, dressing rooms, a wardrobe room and spacious green room. Relocated from a smaller building in
Paramus, the new facility has already hosted numerous productions including the Paramount Pictures feature “Morning
Glory” and the venerable PBS science documentary series “Nova.”
The recently opened StudioCity New Jersey is a full service media facility located in the heart of Trenton. The main studio is 10,000 square feet with a 1200 square foot green screen, one of the largest in the state. A photography studio, recording studio and editing suites are also available.
St. Francis Hospital in Paterson is the site of the MMC-
Panasonic HDTV Studios. This is a state-of-the-art, full high definition production center with editing suites and a cafeteria. The studio floor is 2400 square feet, and is equipped with five HD cameras.
All of these studios are newly or recently built, and supplement the many excellent production facilities that already exist, among them NFL Films in Mount Laurel, Hill Theatre Studio in

The state’s vigorous efforts to lure film and television production to New Jersey has precipitated a growing need for infrastructure. As a result, we have attracted new, permanent businesses and created many full-time and part-time jobs for our residents. All of this reflects a robust New Jersey film and television industry. And it realizes the vision of the
Commission’s very first Chairman, the eminent playwright Sidney
Kingsley, who always believed it would and could happen right here, in the Garden State.

ECONOMIC IMPACT
The film and television industry remained a vital economic force in
New Jersey during 2010. The 957 projects produced here during the year contributed $123,565,100 to the state’s economy, and created thousands of full time and part time jobs for New Jersey residents.
The state’s success in attracting production work is quite remarkable given the enormous challenges posed by a struggling national economy, and intense competition from other states, Canada, Mexico, and countries abroad. It is a testament to New Jersey’s many assets and strengths as a production center that filmmakers continue to work here in abundance.
Localities worldwide are clamoring to attract the entertainment industry, for reasons that are easily understood. Hosting a major motion picture or television show can be enormously profitable. A full-scale film crew moving into a city or town for a few weeks or months can become an instant economic engine.
Production companies working on location have a vast array of needs that must be met locally: food, lodging, hardware, lumber, equipment, stationary, car rentals, site rentals, medical, legal and accounting

services and much more. Whether common or unique, the needs of filmmakers are almost boundless.
A single film production can also create considerable employment for local residents. They are often hired as actors and extras, production assistants, location scouts, construction workers, security guards and in various other capacities. New Jersey now hosts a sufficient amount of production to keep many individuals employed year round in such capacities. And considerable permanent employment can be found with the many ancillary businesses that have moved here to service such a busy industry – studios, equipment houses, casting agencies, prop and costume centers, and so forth.
The Commission’s Production Services Directory presently contains 874 listings in 211 categories. Most of the companies and individuals appearing in the Directory serve the film and television industry largely or exclusively. And more listing are added every month, evidencing an industry that is expanding and diversifying.
In order to better understand the economic impact of filmmaking on a community, we need to take a closer look at specific shooting days on particular projects made in New Jersey during 2010. “Mercy,” the NBC hospital drama, was filmed partly in a studio in Secaucus, and partly on location in Jersey City, Paterson and other towns in the northern

part of the state. The network accrued over $50 million of expenses in New Jersey over the course of one season. During a mere three days of filming in Newark in January, the production spent $3,700 in location fees, $2,500 for catering, $5,000 for parking and $14,500 for police assistance.
“Battle Of The Block,” the HGTV design show, was filmed in Jersey
City over a five day period. Although this is a low budget production, the crew spent $10,000 at local stores and the network awarded $10,000 in prize money to a local family.
Hundreds of commercials were shot in New Jersey during the past 12 months, enhancing the state economy by millions of dollars. Hungry
Man Productions filmed a Dick’s Sporting Goods commercial in Paramus in June. During three days on location, they spent $700 at a local diner, $1,000 for hardware supplies, $300 for stationary, $750 for food supplies and $1,000 for parking.

$1,500 for lunch at Ferraro’s, $800 for breakfast at a local diner,
$1,250 to the town for permits and costs, $500 for police and $6,500 for location rentals.

Cranford hosted an Allstate commercial in September. The producers of the spot spent $500 with a local landscaper, $6,000 in location rental fees and $2,500 for police.
Production companies tend to be very philanthropic, making donations to local charities and civic organizations as a special thank you to communities who have offered their kind cooperation. For example, the producers of the aforementioned JC Penny spot donated $5,000 to the Westfield Chamber of Commerce and Downtown Business District.
The company filming the Allstate Commercial contributed $1,500 to the
Cranford PBA Scholarship Fun. Davante-Garde Media gave $1,000 to the
Weehawken Historical Society while making a Toyota commercial in the
Township. Smuggler Films donated $3,000 to Habitat for Humanity during a General Mills shoot in Newark.
“Jersey Shore,” the wildly popular and sometimes controversial MTV reality series, is filmed largely in Seaside Heights. A May 27th,
2010 article in the Toms River Observer eschewed the normal discussion points about the series, and focused on the impact. The headline of the article, “Show ‘Shore’ To Boost Revenues; Business
Community Looks Forward To Reality Show’s Return,” tells the story rather succinctly. Michael Loundy, a local real estate broker, comments “It’s been an amazing thing to see down here, with tourists coming from all around the country, wearing and purchasing T-shirts.

The series has been great for the business community and the town of
Seaside Heights.” The show’s executive producer, Sallyann Salsano, reports that during a full season of filming, the production spends
$4 million locally and purchases over 20,000 meals.
In fact, there is no way to accurately gauge the full impact of the state’s active production industry, because there are many intangible benefits. Image enhancement is an important byproduct of filmmaking.
Every time a vibrant image of New Jersey is captured by a film crew and shown on theatrical and television screens across the world, a powerful message is transmitted to audiences everywhere: New Jersey is an attractive and desirable place to live, work and vacation. The indirect benefit to the tourism industry, the real estate trade and other businesses, while not completely quantifiable, is quite obvious.

PRODUCTION SERVICES
The New Jersey Motion Picture and Television Commission is a service-oriented agency, first and foremost. Our success in attracting film and television projects to the state directly correlates to our ability to provide production companies with the cooperation and resources they need.
Given the complexity of mounting a major production, this is no simple matter. But the Commission enjoys an outstanding reputation in the industry. Filmmakers seeking information, advice and support know that they can benefit from the years of experience possessed by our staff members.
The information we provide is our currency. The Commission maintains an extensive and ever-growing image library, consisting of photos depicting thousands of locations throughout the state. Often, a location manager’s scouting trip begins in our office. Here, he or she can peruse not only location photos but lists of and literature about prime sites that may be of interest. Whether one is looking for something ordinary, like a house, train station, office building, beach or school, or something a bit more unusual, such as a casino, western town,

winery or rodeo, we have the appropriate photos on file. Our goal is to provide any type of location imaginable.
The Commission continues its mission of digitizing the photo collection so that images can be sent by e-mail, instantaneously. Locations managers will call our office, have relevant material sent to them right away, and embark on their scouting trips within minutes. Filmmakers can contact us while a production meeting is in session and have locations photos in their possession before it concludes. The film and television industry moves at lightning speed, and the Commission responds to production requests in like manner.
This plethora of photographic material is amplified by a computer database of locations. Listings and descriptions of tens of thousands of sites are only a few keystrokes away.
Should a location prove particularly elusive, we rely on our hundreds of liaisons throughout the state who can provide immediate assistance in the scouting and securing of needed properties and sites.
The Commission’s on-line Production Services Directory contains extensive listings of production related goods, companies, services and personnel available in New Jersey. The state has a

strong infrastructure to meet the needs of filmmakers, and the
Directory makes all these resources available at the click of a button.

This site is the film industry’s gateway to the New Jersey production community. It contains critical information about filming in the state, with sections on topography, climate, roads, laws, and other pertinent subjects. The popular site also offers a sampling of frequently requested location photos, a listing of projects currently in production, press releases, and more. Information on the site is updated on a daily basis, to ensure its reliability.
Identifying needed resources and locations is only part of the
Commission’s function, however. The Commission is also instrumental in the securing of locations. We make sure that filmmakers working in the state receive maximum cooperation from all agencies of government and the private sector. Moreover, we keep production companies informed about all relevant rules,

regulations and procedures. Statewide municipal and county film ordinances and permits are collected, organized and digitized for easy access. Our agency is the central information source for the film and television industry, providing “one stop shopping” to the fullest extent possible.
And filmmakers who work with us on a regular basis know well that assistance is available round-the-clock, all year long.
During non-business hours, Commission staff members can be reached at any time of the day. This is a comforting thought for producers and directors who may be working far from home and spending tens or even hundreds of thousands of dollars a day to create a movie or television show.

INTERNSHIP PROGRAM
The Motion Picture and Television Commission’s internship program is open to all New Jersey residents currently attending colleges and graduate schools. It is also available to select
New Jersey high school students who have demonstrated exceptional maturity and high achievement.
Nine individuals were awarded internships in 2010, and afforded the opportunity to work in the Commission office and broaden their knowledge of the pre-production and production stages of filmmaking. In addition, these students had the opportunity to visit the sets of films and television programs shooting in the state and, in some cases, to work on projects. Our 2010 interns were:
