33 Conor Curran ‘It has almost been an underground movement’. The Development of Grassroots Football in Regional Ireland: the Case of the Donegal League, 1971–1996 Abstract This article assesses the development of association football at grassroots’ level in County Donegal, a peripheral county lying in the north-west of the Republic of Ire- land. Despite the foundation of the County Donegal Football Association in 1894, soccer organisers there were unable to develop a permanent competitive structure for the game until the late 20th century and the more ambitious teams were generally forced to affiliate with leagues in nearby Derry city. In discussing the reasons for this lack of a regular structure, this paper will also focus on the success of the Donegal League, founded in 1971, in providing a season long calendar of games. It also looks at soccer administrators’ rivalry with those of Gaelic football there, and the impact of the nationalist Gaelic Athletic Association’s ‘ban’ on its members taking part in what the organisation termed ‘foreign games’. In particular, the extent to which the removal of the ‘ban’ in 1971 helped to ease co-operation between organisers of Gaelic and Association football will be explored. Leitrim County Council Noise Action Plan 2018-2023
EXECUTIVE SUMMARY The Noise Action Plan 2018-2023 has been prepared by Leitrim Local Authority to address environmental noise from major roads with more than three million vehicles per annum. The action planning area covers the N4 (Dublin-Sligo) and N15 (Sligo-Letterkenny). This is the second Noise Action Plan for Co. Leitrim; the first Action Plan was for the period 2013 - 2018. The plan has been prepared in accordance with the requirements of EU Directive 2002/49/EC (known as the Environmental Noise Directive, or “END”), which was transposed into Irish Law by the Environmental Noise Regulations 2006, SI No. 140 of 2006. The aim of the Directive and the Regulations is to provide for the implementation of an EC common approach to avoid, prevent or reduce on a prioritized basis the harmful effects, including annoyance, due to exposure to environmental noise. Environmental noise is unwanted or harmful outdoor sound created by human activities, including noise emitted by means of transport, road traffic, rail traffic, air traffic and noise in agglomerations over a specified size. Types of noise not included in the Regulations are noise that is caused by the exposed person, noise from domestic activities, noise created by neighbours, noise at workplaces or noise inside means of transport or due to military activities in military areas. Noise Mapping Bodies and Action Planning Authorities were assigned responsibility under the regulations to draw up strategic noise maps for the third round in 2017 and prepare action plans for noise from the following noise sources: sections of rail route above a flow threshold of 30,000 train passages per year (Not applicable to Co. -

Accounting for the Fund The Companies Act 1985 does not apply to all public bodies but the principles that underlie the Act’s accounting and disclosure requirements are of general application: their purpose is to give a true and fair view of the state of affairs of the body concerned. The Government therefore has decided that the accounts of public bodies should be prepared in a way that conforms as closely as possible with the Act’s requirements and also complies with Accounting Standards where applicable. The accounts are prepared in accordance with accounts directions issued by the Secretary of State for Transport. The Fund’s accounts consolidate the General Lighthouse Authorities’ (GLAs) accounts and comply as appropriate with this policy. The notes to the Bishop Rock Lighthouse accounts contain further information. Section 211(5) of the Merchant Shipping Act 1995 requires the Secretary of State to lay the Fund’s accounts before Parliament. -

The Strategy is a long-term plan which recognises the important role Belfast plays in generating regional prosperity and that Londonderry is the focus for economic growth in the North West region. To ensure that all places benefit from economic growth, the Strategy reflects the Programme for Government approach of balanced sub-regional growth and recognises the importance of key settlements as centres for growth and investment.
